WORK AT HARRISBURG.

Very little work was accomplished
this week owing to the excitement
over the Bullitt Bill which occupied
the time of the Senate. Her Envoy
Extraordinary and Minister Plenepo
tentiary to tli9 4th ward of Pbila., the
lion. Wra. McMullin, accompanied
by a great many assistants, graced the
floor of the Senate during the debate.
The House had appropriation clothes
on and was very liberal to a few char
itable institutes, among the bills re
ported favorably was one appropriating
$50,000 to the Hahnemann Hospital,
Phila; Mercy Hospital, Pittsburgh,
$15,000; Northern Hospital, Pitts
burgh, $10,000; Williamsport Hospi
tal, $10,000; for salary of clerk, to
the fdate lunacy commission, $6,000
and $3,000; for expenses llurrisburg
State Lunatic Hospital, $29,000;
Wayne monument at Erie, $500.
Among the bills reported favorably
was one imposing a fine not exceeding
$500 and imprisonment not exceeding
one year on skating rink proprietors
for allowing girls and boys to skat
together, or for allowing minors to
tkate without the written consent of
their parents.
The Ways and Means Committee had
a lively time over the general revenue
bill on Thursday night. With a de
pi re to keep up the State income they
negatived and reported to the House
Friday morning all the bills repealing
the State taxes on iron manufacturing
fstabUrnmenrs. The latter bill is the
' h6bby of Mr. Crawford of Phila., who
came in just in time to see it draw its
last breath and expire. He immedi
ately raised a row ; he said the iron
industry was languishing in Penn'a,
partly on account of taxation and
partly on account of Southern and
Western competition ; it supports
thousands of families and should, be
fostered. Mr. Col born and Soodgrass
were of like opinioD, and came to his
support; the Grangers led by Mr.
Rhone of Centre, making the fight
Lot on the other side. Mr. Rhone
said it was infamous that there was
sow a tax of thirteen mills on farms
and only three and a half on iron
manufacturers, and the Grangers would
never submit to the additional . injus
tice proposed. Brown of Erie warned
the Committee that the repeal of the
tax would put the Republican party
in a hole a dark deep hole a bot
tomless pit, but did not mention if
they would pull the hole in after
them, nevertheless Crawford carried
his point and it was agreed to report
the bill affirmatively.
Auditor Gen'l Niles made a de
tailed statement to the committee
showing bow the revenues of the
rotate are being reduced below safety,
and warned the Committee to be care
. ful in their appropriations as the rev
f enue next year would be about $6,300,
I 000, from which must come $4,420,
000, absolutely necessary appropria
tions, leaving less than a million dol-
lars for charitable institutions; but in
the opinion of Snodgrass the And.
Gen'l was more scared than hurt, and
that he is confident the revenues the
next two years would exceed $13,000,

"Samuel J. Randall will make no
fight for the next speakership," ob'
serves an organ of the Southern Free
traders. We rather concur in this
view. It looks decidedly as though
Uncle Randall would get the speaker
fchip, if he wanted it, without having
to make any fight.
Hanlan, the Canadian oarsman
.has met with his match at laBt, it
seems. In a race at Sidney, Austra
lia, on Saturday, with Beach, th6 lat
ter won the race by aix lengths.

The surprise of tho week was the
nominations for the British and other
foreign missions. The most impor
tant nomination of the list, and one
of the most important in the gift of
the government, that of minister to
Great Britiao, goes to Mr. E. J.
rhelps, of Vermont, a man utterly
unknown to the country at large.
Senator Pendleton's appointment to
Berlin was not wholly unexpected,
and occasions no surprise. Governor
McLane's appointment to Fiance rec
ognizes one of the bright lights of
Maryland doraocracy, and returns to
the diplomatic service a gentleman
who has already won distinction iu
that line of duty. Kentucky gets an
other tMsappointment in the failure of
General "Ccrro Gordo" Williams to
receive the Mexican mission, that
prize goiug to Georgia, in the person
of Henry R. Jackson. No name is
sent in for the Spanish mission, but it
is commonly understood that Mr. Fos
ter will return to that country to com
plete the negotiations on which he has
been engaged affecting our commer
cial relations.
Mr. Cox, who goes ns Minister to
Turkey, has earned a holiday by hard
work in Congress, for a quarter of a
century, but the country will part
with him with regret. For some rea
son or other CoDgress of late years
has been steadily becoming more and
more uninteresting. It may be be
cause there are no great emotional is
sues, or because a dreary industry has
become the fashion as against the ora
torical traditions of earlier times.
But whatever the explanation, the
fact lernaius ; and now that Mr. Cox
is to go, the proceedings will be more
dismal than ever. He is almost the
last surviver of a group of men of el
oquence and ready resource, who ten
or fifteen years ago were the principal
figures iu Congress. Aud the new
men do not make good the vacant
places.
Mr. Blaine is still busy ou his new
book. He expects to bave it complet
ed by the middle of the summer, and
is very well pleated with what he has
already done. He has a critieal eye,
and has the rare quality of being as
able to criticise bis own work as that
of another. He expects this work to
live and to give him a name when a
long line of ex-Presidents have sunk
out of sight. He is reported to have
been very well pleased with Mr.
Cleveland, and to bave expressed the
opinion, after his call upon Mr. Cleve
land at the White House a few days
ago, that the new administration
would be a success. He thinks Mr.
Cleveland meant every word he said
in his inaugural, aud that he is not to
be moved or shaken in Lis determina
tion by any amount of political pres
sure. It is tne general impression
here in Washington that Mr. Blaine
feels friendly towards Mr. Cleveland
and thinks it will be the duty of the
republicans in Congress to give the
President every possible backing in
carrying out the policy he has laid
dowu.
The "season" at Washington is
practically over, and the Senate will
probably rinse up shop to-day. But
there are many who expect a brilliant
past-Lenten social display,
Mr. Arthur lell Washington to-day.
Some anonymous genius announces,
that the appointment of Minister
rhelps was due to the influence of
Henry Ward Beecher. This is either
a slap at Beecber or a shabby stab at
Phelps.
One thing is morally certain if
President Cleveland marries all the
girls to whom he is reported engaged
he will be a polygamous old Mormon,
and we shall be in favor of arresting
him for bigamy inside of twenty-four
hours.
War between England aud Russia
seems less and less probable as the
days pass without reaching the crisis
of a flat refusal from Russia or an au
thoritativo demand from Great Britain
The strong likelihood now seems to be
that the Northern boundary of Af
ghanistan, the dividing line between
the Russian advance and the English
defouse, will be won, not by breech
loaders, but by surveying instruments
