' - The Supreme Court of Pennsylva nia has decided the member of th Leg'ulature ar entitled to tb extra compensation which Attorney General Palmer refused to pay last wintr. Tbii settles the matter we p rem ma. The Pittsburgh Ltader is authority Tor the statement that Hon. Jamea Monprove, member of Concren from tbia district, is a possible Democratic randidate for Governor. Clarion Jaclctonian. Wouder if he'll run on bis pledge of 78. The scaffold for Guiteau is all ready aud standing in the north wing of the jail. It is the same on w hich Bdf i'rd and Queenan were executed. It is made of Georgia pine and painted drab shade. 7t is substantial and nice and will no doubt be a comfort to the asuassin in hia last momenta, being n aesthetic. The talk about Mr. Blaine's court ing Democrat support, with reference to future political development, is the silliest effort yet made to break the prestige of the Maine statesman. ' No other Republican is eo strong with bis own party as Mr. Blaine, aud uone therefore has less occasion than be to look for support outside its ranks. More than that, uo Republican knows bolter than he that alliance with the Democratic party means the sharing of the death-damp which has fallen upon that organization. The services in commemoration of President Garfield will be beld ia the Ilouse of Representatives on Monday; Feb-27. The committee has decided on a programme substantially the same as thai adopted for President Lincoln. The eulogy, which will be delivered by Mr. Blaine; will be one of the most important efforts of his eventful career, and will command uni versal attention. It will be pronounced before a most distinguished audience, including the President, Cabinet, Su preme Court, heads of Departments, Diplomatis Corps and both bouses of Congress. The new 5-cent Garfield postage stamp will be ready for issue on March 1st. Dark browu has been se lected as the color best' calculated to bring out the fine engraving of the work. The 5 cent stamp is almost entirely used for foreign correspon decree; and T'tird Assistant PostmaB ter-uenerai nazes, believing: that an accurate engraving of the late Presi dent sbooid be used lor this purpose, Has succeeded in producing wbat is pronounced to be the truest likeness of General Garfield and the handsomest stamp yet issued by the Post Office Department. A MERIDAN LINE. To the Land Owners of Forest County : After a great deal of thinking npon the above subject and Laving been interviewed on the name by a number of persons who can see the necessity of such a line, I, upon their request, senuthisto the press of the county, aud request property owners o give the matter some consideration before condemning the project. That all may be clear and comprehensive to those .who are not conversant with the matter I will give the following explanation of what a Meridan Line is: Tasking around the globe are an infinite number of circles which cross each other at the North and at the South Pole. These circlet or lines are imaginary, but are so aituated that all places located on the same one of these lines are exactly north or Bouth of each other as v the csso may be. Such a line constitutes a meridian. Also any portion of such a line is likewise me ridian ; It matters not w hether it is a thousand miles or a single inch iu length, provided its direction is such that if pro duced it will cut the pole of the earth, it is lnuridaii Now the idea is this : That btcpa Le taken to esiauusn suen a line, say cue thousand 1 1000) i'eot Ioiil', on or near the Public grounds in Tionesta Borough, or 6ueli other suitable place as may be hero after determined, and the termini well marked by substantial stono monuments, well planted no as not to be moved by post or accident or carelessness. Such line to be used lor the following purpose with the rt asuiis therefor hereunto appended. . That some time during the month of April of each year, as may be fixed by the County Commissioners, all tho surveyors in the county assemble with their various compassos, chains, aud surveying instru ments of various kinds, Transita, Theodo lites Jtc., a they may possess, and test the magnetic bearing of the various uiag- notic nron'ps In Kuril In trunici't. An ia known to every purveyor the magnetic nreillo docs not pMnt directly worth end south, but innkoK bo angle of about 3 in thin locality with tho truo meridian or ortli ninl south lino, such as is Intended above. There aro only rare instances limit two needles will lndicnto the same direc tion. I have known needles to vary from one-third to one degree from each ether. For example: My compass needle varies 2 57' from a meridian on my mother's furni In Pincgrovo, Twp., Clarion county, and my Transit vnries 3 23', or a total of id', almost one-linlf degree. If the same direction were run by both Instruments, say north 30 east, Tor one mile, there would be a difference of forty foet. Without anything to test a needlo with tle surveyor has no means of knowing howi much his compass varies, and he must "guess at it," and tho result is he does "guess work." They mould also compare tho length of their chains with a standard measure and correct them. You can adjust chains but you cannot, adjust chaimncn, yet this Is no excuse for having an incorrect chain. Then let a book be kept In tho County Surveyor's Office in which tho variation of each needle tested Is kept, and by a comparison of such rec ords each surveyor can determine how much he must turn off on hia vernier to follow the work of another surveyor. A good denl of vexation and litigation can thus be avoided and nt nn expense nuny times less than would conclude a single suit over disputed lands. After careful investigation and patient labor and research on various bodies of lands in this county I am convinced that such would be a profitable investment for the County Commissioners to make, and at the s.imo time be doing nothing more than their duty, and also carying out the Act of 1S."0 requiring such line to bo es tabliahed In each county of this Common weal th. This Is my opinion of tbe matter and I should like to hoar the views of others, and give the subject a thorough difcusibn through the press of the county if the edi tors will allow tho space. Old hind marks are fast disappearing, and our lands are becoming more and more valuable, and greater care and better methods should be adopted to insure the best results in the subdivisions ot the original warrants and perpetuations of "corners" than has heie lofore existed.
