Clad tidings of great joy come from ( the sick chamber at Washington. i Since our last report the President has been steadily gaining, day by day, I until now he is considered to be batter t than at any timo since the shooting. While the anxiety is still very great, f the fears of the nation are fast passing ;away, and everybody is feeling decid- i cdly cheeriul again. The consulting I physicians Drs. The Derrick of yesterday morning : nas tne lollowmg cencerning the loca ting of the ball ia the President's ,body, by the new electrical invention of Prof. Boll: - "Professor Bell has achieved an other triumph in electricity which is almost as wonderful as the Telephone. Nearly the whole timo which has elapsed since the President was shot, .Las been occupied by him in perfecting his Microphone for locating the spot where metal substances may be lodged ia the human body. Our readers will remember thai he tried bis new instru ment on a soldier from the Home, but !Jid not succeed in locating the ball in Lis body to tho satisfaction of Doctors :Agnew and Ilamlinton. Since that time he has been unceasingly experi juenting night and day, for the pur rose of increasing the sensitiveness of Lis Microphone, with perfect success, as the experiments on the President yesterday attest. The instrument is o constructed that when its moveable ilisca aro passed over the body, the electric current causes an exceedingly nervous metal tonguo to vibrato with more or less quickness as tho discs ap proach or recede from any concealed juetal in the 6ystom, these vibrations are conveyed inbtantly to the ear of tho operator by means of an ordinary telephone car piace. A thorough trial made vestsrdav unoti the IVcm- t and it was JouncI the bull was cx J. e. avenic, actly under tho discoloration on the surface of the abdoman. which has been prcsont since the 6bootiog, and exactly where the sunrcong first located it. It lies on tho front wall of the nb- doinan, immediately over the groin about fivo inches below and to the right of the navel. Contipued trials showed that the ball lay on a direct line running through the body from front to back, just above tho groin on the right aide. It was not possible to ascertain perfectly at what depth from tho surface the bullet lies embedded on this supposed line, but as tho wall of tho abdoman at this point is about two and one half inches thick it is fair to assume that it is not deeper than the thickness of the wall of the abdoman. Tho attending surgeons oxnress no opinion as to the practicability of re moving tho ball, but do not intend to disturb it, so long as it causes no trouble of a serious nature. Taking a superficial view of the case as now pre sented, it would seem as if the bullet itself must be tile cause of the discol oration and that it is much closer to the surface than two and one-half inches. It also appears to have been a miracle, almost, that the ball could. as now stated, traverse the President's body from back to front without fatal injury but it appears to have done so. II it had not struck a rib, in all prob ability it would have gone clear through and through the body. This ocatioa of a foreign substance in the human body without the use ofa probe is the first instance of tho kind and is a great triumph of electric science, which opens such possibilities to. man in the use of the subtile fluid as the imagination itsolf can scarcely com pass. This mighty and universal agent, which does so much for the human race, may prove itself capable of prolonging human life, mitigating pain and restoring health to mankind to such a degree as would, if now pre dicted of it, sound like fable or the visions of a crazy enthusiast. 0" : The national debt was diminished $10,078,023 during July. Under the severest tests of all the surgical operations to which the Pres ident has been forced to yield he. has not uttered a word of complaint. The nominee of the Ohio Prohibi tionists for Attorney General declines the honor, declaring that he considers it more honorable on his part to sup port the nominees of the Rcpablicaa party. a In no manner, at no time, or under no circumstances has Jame3 A. Gar field, since his induction to the office of President, displayed a harsh or re sentfnl fesling toward any man or set o: men. Judge Pearson, of Dauphin county decided last week that the members of the Legislature are not entitled to the five hundred dollars extra compensation. The case will now bo carried to the Supreme Court where tho validity of the claim will be nnally tested. Guiteau, the assailant of President uarfield, is an isolated criminal, in whom bo one takes an interest, no one visits him except tho turnkey of the prison, and no one outside his cell hus any regard for. Ho represents no one, and will not have any other place in history save that of a common Bneak asassin, attempting a murder prompted by the meanest motive that ever nerved the arm ofa coward. Since it Las been decided that the President will live, Guiteau has hard ened his cheek, and yesterday went bo far as to send a letter to the commit ting magistrate demanding to be re leased on 81,500 bail. Perhaps tbo easiest way to get rid forever of the fellow would be to grant his modest request. There are hundreds of men in Washington who would willingly see to it that he never vexed the eye of power of the nation again. Senator-Elect L-Ar-jiAM'a speech, in recognition of the complimentary serenade, was full of tho firo of an earnest patriotism and a devoted loy alty to the Republican party. He brushed away the idea of faction, and though clasflad as a Stalwart declared himself as good an Administration man as the beet. lie spoke to and for a united Republican party, and both of the late factions, now fortretful of r,ast. differences, applauded. Republicans; everywhere havo reason to rejoicoover this happy issue of au unfortunate j controversy. Tijr Fall River, Nasn., Labor Stand ard makes the following bold asser tion:1 "The Russian Nihilists havo be gun to make America their ccrter for printing revolutionary literature. A printing office is already establ ishcit and severnl Russian Jews .at work. 1 he leading .Nihilists make no secret. of it, but refuse to tell where it is lo cated. One of the leaders, named Klimeno, says they have only old style presses, but money is expected from Russia to purchase a Bullock or Hoe press. Thousands of revolutionary pamphlets are being sent to Russia. The experiment of starting a New a - York Nihilist paper in English, Ger man and Russian is to be tried." The Saltsburg lress crams a bean of truth and good senso into the fol lowing lines: "Good mon are supposed to obey the law, and therefore do not carry concealed weapons and are de fenceless against the more numerous class who disregard the law and carrv pistols. Until there is somo approach towards executing the law in this re spect, we take it there is no sense in giving the ruffians of tho community the sole opportunity to shoot law-abid- citizens. Matters have come to such a pass that about the only thing to do is for every man to co armed and let it be so understood, and con tinue so until a general disarmament is made practicable." The next House ef Representatives in Congress will stand as follows : Re publicans, 147; Democrats, 129: Greonbackers, 9; Readjusters, 2 ; va cancies, G ; total, 293. Deducting the six vacancies, leavos the neinbership 287, of which 144 is a clear maioritv. The Constitution of the United States prescribes that "a majority of each House shall constitute a quorum to do business." It has been held that under this clause a quorum consists ofa ma jority of the actual membership, and .n this view the Republicans will have a clear majority of four, should the six vacancies not to bo filled until after the organization, but in any ovent the Uepubhcans have 147 members, who were distinctly elected as Republicans, which will give them a majority ofthe full membership and enable them to elect a Speaker and other officors without aid from Grecnbackers or Re adjusters. Mailing Small Sums of Money. Postmaster-General James has hit upon a plan of facilitating tho trans mission through the mails at a cheap rate ot small sums of money. The new device is an improvement "upon the system of postal orders recently adont ed by the English postal authorities. The improvement consists of three col umns of figures, one to represent dol Jars, the second tens and the third units. Two denominations of these orders to be issued one for all sums within 2.50, and the other for all sums within 85. The $5 card has four figures and a cipher in the dollar col uran and all the numerals in each of tho other columns. The Postmaster selling the order will designate the amouut to be drawn by punching the figures in tho respective columns. The orders will be payable to bearer, and the postoffice will not be responsible ror their sate delivery any more than for fractional currency, for which they are intenued a3 a substitute. Both sets of orders are to be printed on bank-note paper, to bo finely engraved and otlier precautions to bo taken against counterfeiting. It is expected that tho department will be able to sell them from two to three cents for a $2.50 order and from lour to fivo cents for a $5 order. Tho Postmaster will enter the amount of the order in writing on a stub, which will ho t.h only check the department will need, ana will contain only the amount of the order, the date of issue and the name of the office upon which the order is draivn. In order to nrevent the use of the postal orders as currency, mey are to bo redeemable only for three months after date of issue. Any remedy that always coincides with the viamedicatrixnalura.
