The letter iu yesterday's Press pro
testing ogain6t the indiscriminate cen
sure of the Legislature was in many
x respects just and timely. The news
; papers have become so accustGmed to
i abusing the Legislature that this fault
: finding has with ruauy of theai become
; chronic. It is iudulged iu so continu
, ously and indiscriminately that so far
as it has any effect at all it works gross
; injustice. We have had in Pennsyl
vania our full sharo and more than
our share of Legislative scandals. The
past record of our General Assembly
is black enough, and the popular dis
i content which haj djjracterized its
liittihgs has hud ample justification in
r its act?.
We note a general tendency to
epeak of the present Legislature iu the
tame tpne of disparagement to which
, w had become accustomed in the case
. of its predecessors. The charges
- ugaiost it are not specific. We hear
ot no boom bills, uo organized raid
upon the Treasury, and no creation of
office$ with extraordinary emoluments
for the benefit of favorite politicians.
The gravest charge made against it is
that it has so wasted its time that the
lend of the session is approaching and
it has accomplished almost nothing.
. When we deduct from the total
length of the present session tho days
consumed iu the protracted Sanatorial
struggle the time left for real legisla
tive work has been very short. We
are not of those who think that the
jtime given to the Senatorial contest
' was wauled or that it was barren of
;6ubstantial and valuable results. Two
; leading measures of reform have been
proposed, both for this city one the
lepeal of the Delinquent Tax Lav and
, the other the abolition of the office of
, Kccorder. The Legislature pansed the
'first so hastily that it had to be 'fe-iu-troduced,
but the majority of the Leg
islature are on record in fivor of r2
form legislation, and there is little
'danger that either of the.o bills will
bt) permitted to fail. There are a
number of other measures pending
r which it is highly dssirable should
1 become laws. But if the Legislature
!j.bould d- nothing else than pass the
Appropriation JiiH and relieve i mi
nJJpbia of the two feujmrfluous offices
.ho is seeking to get -rid of, it will
Jcave behind it a recorJ of which its
i n.titibrrs will have no muou to be

cso the bulky volumes of our pamph
let laws wuuli' compel us to givo the
highest praise to soma Legislatures
wlio have deserved and received the
seVdiyst reprobation. The work of u
-Legislature includes defeating bills ns
vJKns passing them. To prevent
abuses i no le?s meritorious than to
correct them, though labor thus em
ployed may entirely cscdje tho public
eye iind bo omitted in the estimato of
the work do'ie. No suspicion of job
bery attaches to the present Legisla
ture. It contains a greater uumber
of members of conceded ability, integ
rity and force of character than any
recent General Assembly of this State.
Yet this wholesale newspaper censure
includes these men with the nthcrd.
Even if the roosters wero not merely
obstructionists, but were able to have
their own way in the Legislature, jus
tice would demand in passing judg
ment thutsome discrimination be made
between tho two classes.
While it is title that the present
Legislature has seemed more or less
disorganized und has proceeded hith
erto iu a some-what aimless and hap
hazard fashion, tho.e are evils which
time and experience would cure.
There is an unusually large proportion
of new members who compel all Legis
lative business to drag while they are
learning it. Bills cau no longer be
railroaded through tho Legislature as
in the olden time. The dilatory course
which all bills ore now compelled to
take before they can become laws is
in accordance with the will of the
people, expressed in the new Constitu
tion. If the present Legislature was
content to receive its bills ready-made
from some outside eource and pass
them under instruction and with but
tho minimum of debate there vtould
doubtless be le63 friction in the pro
ceedings and less delay in legislation.
Nevertheless, we think most people
will agree it is hotter as it is, aud that
our present Legislature has by no
means deserved the wholesale aud in
discriminate censura that has been so
freely bestowed upon h.-riuladeljihia

THE NATIONAL CAPITOL.

Washington, D. C, Mar. 31, '81.
There are a number of conflicting
rumors afloat to-day touching the at
titude of Attorney General McVeagh
towards the nomination of Wra. E.
Chandler to be Solicitor General. One
was that at Chandler's own request tho
nomination was to be withdrawn. An
other was that Chaudler protested
against withdrawing his name until
the Senate had disposed of the nomin
ation. It appears that Mr. Chandler
was promised the Solicitor Generalship
before Mr. McVeagh'j name was deci
ded upon as Attorney General, and
hence his friends say that was not in
tended as an offense to tho Attorney
General, as has been stated in some
quarters. Though at first, Mr. Mc
Veagh protested emphatically, he will
not now make further opposition until
the Senate takes action. If Mr. Chand
ler is rejected, and it will take only
one Republican vota to do it, of course
the whol9 matter drops. On his part
Mr. Chandler says he did not seek the
office, and that he cannot request a
withdrawal of his name because of that
fact. Bui that if the Senate coulirms
him it will be vindication enough, as
his relations with the Attorney, not at
all pleasant, would then bo intimate.
Tho upshot of the matter is that, if
Chandler comes in McVeagh goes out.
The Democrats still continue the
fillibustering began over a week ago
to prevent tha Republicans from elect
ing the Senate officers and as is tnual
they are receiviug a sound drubbing
from tho Republicans.
Ic tho matter of the nomination cf
Judge Robertson to be director of the
port of New York, and over which
Senator Cankling is preparing to make
resistence iu the Senate The under
fctauding to day is that, the President
ha3 no intention of withdrawing the
nomination, and the New York Sena
tors have no intention of yielding and
allowing the nomination to be con
firmed. It so happens that the dead
lock now in the Seuate is favorable to
thosa who oppose confirmation. It has
e (forded time to get up sentiment in
favor of defeating the confirmation. It
is not to bo doubled that Senator
Cotikling i3 to day iu a better positiou
to oppose the nomination than ho was
when it first went in. The talk is that
the nomination of Win. E. Chandler
) i to he .i-cl f ;r the purpose ofattade
to get votes Pgainst Kobrrtson. A
great many Democrats are xceedingly
anxious to reject Chandler, and with
a few Bepublicau votes cast against
him he certainly will be defeated. The

forthcoming if there cau be a recipro
cal nnangeinent made whereby Rob
