Secretary of the Treasury Windom has decided that the National Banks who withdrew their security bonds, surrendering currency for the same, cannot get back their currency by mere;, redepositing the bonds tbey withdrew. It will require a reorgan ization of such institution to get back their currency. In meantime the Sec retary says no danger need be appre hended of any scarcety of currency, as enough bonds have been redeemed to supply any deficiency that might occur. THE NATIONAL CAPITOL. When Senator Mahone decided to act with' the Republicans on party measures, and made lis speech last Monday, he had weighed the matter well, studied the political situation thoroughly, had acquainted himself perfectly with the needs of his State, and Section, and knew that within the ranks of the Republican party only, could he secore that liberal protection and wise legislation necessary to the proper development of his State. Though the Senator's action is se verely criticized by straight-out Dem ocrats, I find that Virginia Readjustee endorse his action unanimously. Sen ator Mahone deserves great credit for his independent action', and determided standpoint. The Senate is now full with the ex ception of Senator-elect Frye, of , Maine, whose credentials will arrive to-morow. The Semte will then pro ceed to organize the C nittees, and by the aid of Senator Ma'uone's vote, upon a Republican basis. There seems to be a growing senti- -'Iflent here that an extra session to be called sometime io May, for the pur pose of passing some funding measure, and getting the election committee at work on the southern contested cases. The proposed extra session troubles the Senate and House employees, all ofwbomarenow Democrats. Wash ington is a pleasant place in summer, and these fellows don't care to walk just yet. It is also said that Senator Conkling advocating an extra session strongly, and is making many converts. The most important convert to be ' made i the President. President Garfield is evidently be- '. coming weary with the importunities of office seekers. He has declared em phatically that no appointment shall be made, except to fill vacancies, and that no removals shall be made except for cause. Nearly all the members of Congress have gone home, having, in advance, , left recommendations to fill all the ; offices which are vacant, or will be- come so within the next four years. !
