The National Capital will suffer with very few cities either at home or abroad, by a comparison of vital sta tistics, such as are published by our Health Office. Indeed, with the ex ception of the colored population, few cities of its size will show a lower av erage of mortality; and it only re quires a lour for a few hours personal observation among the class excepted to make the causes of the appalling death rate that prevail among thera clearly apparent. This being conced ed explodes the charges and insiuua. tions of "Washington's exceptionally unhealthy climate which have been advanced by some correspondents here w ho start out with that theory so man ifestly at variance with the facts, to account for the excessive mortality among Congressmen this session. With the few exceptions of those from our large cities, the men seut here as Sen ators and Representatives are to a great extent unaccustomed to the in toxicating tendencies of the society maelstrom in which they find them selves on their advent here. Not a few of them have lost their mental bal ance by their political success before leaving home. Their position gives them the entree iutothe "best society," i. e., where every hygienic law is ig nored. Turning night ioto day, eat ing and drinking to exceks, are some of its most constant features. At a tima in life when sudden changes in the habits and usages of a lifetime are nlways attended with risk, they at tempt to "do as the Romans do." They jump at one bound from the at mosphere of their comparatively une ventful village lif'a into the unhealthy, exciting one of this great political cen tre, subject to the most violent vicissi tudes. To-day is all wild excitcigut ; to-morrow comes the inevitable de pression. The temptation to resort to stimulants is always present and is too often yielded to ; and many a man has ended his one or two terras in Con gress a confirmed toper, who started in a teetotaller. No man, however large his reserved vitality, can go through the wear and tear of one Congressional season without feeling the deleterious effects of the imprudences of which tho average Congressman is guilty ; add to this several terms, taking into ac count the frequent and prolonged de bauchta in which not a few members have indulged, and the wonder is that so few succumb to the fatal ending they constantly invite. The lack of ventilation in the House and Senate Chambers undoubtedly have their ef fect. We are, in some sections f the city, subject to malarial influences Uncomplicated pneumonia is not es teemed a very fatal disease save with the very young or old, or those broken down by previous dissipation. But it is one of the prevalent winter ailments here, and it occasionally claims a vie tim among Congressmen who have set the laws of health at defiauce as above indicated. Then it must be remem bered that men not infrequently come to Congress already suffering with in curable diseases, and the fatal termi nation is doubtless often hastened by the coursa of life pursued here. Alto gether, we can account for many of the deaths in the Congressional delo galions that are here from year to year, without a resort to libels on the climato of Washington. Congress soems to bavt reached that point in its dealings with the Hunting ton-Gould Pacific R. R. ring, where ii must assert its superiority to this crea ture of its generosity and easy indul geuce, or abandon all pretentions to any right of control over it. It has always shown itself impatient of any mtraiot, and has grown openly defi ant since Congress seriously attempted to restrict it within reasonable limits Ita army of able lawyers have usually shown themselves smarter than those in Congress, and it has gone on evad ing or ignoring the nietes and bounds to which it has been nominally limited Now comes an effort by the lobby it maintpfns here to secure the repea of last winter's law, requiring both the Central and Union roads to set aside a portion of their annual earnings to r.M.xi- fldv,i)'' a Government inada them. It is evident that many now favor Government aid to the ex tout asked by the bill before Congress to the Texas Pacific road, believing a competing line the most certain way of reaching and breaking down a con solidated monopoly, which has shown such ingenuity in evading the most di rect efforts made to curb and make it amenable to law. The West Virginia legislature and a commercial conven tion just held in Chicago have peti tioned Congress to that effect. The Mormon woman lobby nowhere to save polygamy will fail. Due heed las been given to their representa tions of the outlawed condition of the wives and children of Mormon Utah in case the Supreme Court decision is permitted to stand, in Senator Chris- tiancy's bill. But no backward step is likely to be taken by Congress, and polygamy and the tyrannical and bloody rule of the Mormon Church seems in a way of gradual but sure extinction. E. K.
