A bill for thnt purpose having been in troduced, Mr. Dill, then n Senator, voted "NO." See Senate Journal of 1872, pages 793, TOG. Tho Pennsylvania Railroad Compa ny desiring a sort of Credit Mobilcr Charter to tnablo it to operate its Western leased lines, an Act wa9 in troducvil to incorporate the Pennsyl vania Company. The Act was a fore runner of a scries of bills passed dur ing tho xesion of 1871 and 1872 in the interest of associated capital, and iu hostility to tho interests of the work ing man and tho business community. Mr. Dill voted "AYE." See House Journal of 1S70, page 983. Mr. Rillingfvlt, Senator from Lan caster, having offered the following resolution, viz: "llctolvcd, That the. Committee on Railroad bo instructed to report a bill fixing the maximum rates of freight and faro to bo charged by all railroad companies iu this Com monwealth," a motion was made to in definitely potponc tho resolution. Up ou which motion Mr. Dill voted 'AVE.' Sec Lcgi-ln(ivo Journal of 1871, page 811. I'pon tho Act to incorporate tho infamous South Improvement Compa ny, which corporation was the precur sor of tho Standard Oil Company, Mr. Dill voted " AYE." -Sec Senate J6ur nal of 1871, page 1073. The Act to incorporate tho .Laurel Run Improvement Company.afierwara the Reading Coal and Iron Company, under which Mr. Gowau accpiirecr con trol of the coal fields of Schuylkill county, being before the Senate, Mr. RiHiugfelt o tiered an amendment which destroyed the efl'ect of tho vital clause of the bill. This clause was as follows: "And it shall be lawful for auy rail road or mining company existing un der the laws of this State to subscribe for, or purchase, or guarantee the bonds of the company hereby incorpo rated." Mr. Billingfelt's amendment having provailed, nud being fatal to the purpose of Mr. Gowan, tho vote was, on motion of Mr. Dill, reconsid ered, and the original section reinsert ed. See Legislative Journal of 1371, page 1022. The original "Free Pipe Bill" hav iog been introduced under tho title of "A Supplement to the Act of April 26, 187-1," extending the provisions of said Act to embrace withiu theprovis ions of the same tho transportation of oil and natural gas by means of pipe lines, Mr. Dill made a dilatory motion to commit the bill to the Committee on Finance. See Senate Journal of 1875, page 339. The bill having been again reported on March 3, 1875, was defeated ou March 4. 1875. Mr. Dill dodged on the call of yeas and nays. A bill having been introduced to authorize nud direct the Attorney General, upon complaint made by par lies whoso interests are thereby affect' ed, to institute proceedings according to law against corporations alleged to have violated duties imposed upon them by law, Mr, Dill voted "NO." See House Journal of 1S70, page 1042. A bill having been introduced en titled "An Act to prevent gambling and lotteries in this commonwealth," Mr. Dill voted "NO." Seo House Journal of 1870, page 502. An Act being pressed at the session of 1877 by t lie Pennsylvania Railroad Company to prevent striken by their employees upon trains iu transitu, known aa tho Engineers' Rill, or "In timidation" Bill, entitled "An Act for tho Protection of Passengers on Rail roads," Mr. Dill voted "AYE."
