While absent from the city to at
teml the opeuing of the permanent x
liibiliou at Philadelphia, it is said the
President will take tinio to visit New
York. Unusual efforts will ha made
to muke his reception brilliant, and
no doubt the commercial metropolis
will leave nothing undono to receive
suitably the chosen ruler of the laud.
The civic authorities of New York
have an experience in these matters
that enables them to excel any other
municipality.
If it is expected that the President's
bead will be turned by a reception,
however brilliant, a mistake is made.
Speaking from knowledge, I am safe
in saying that no man in the United
States is less likely to be carried away
by a demonstration thaa President
Hayes. Ho may have faults, but
they are not such ns can be worked
upon and brought out by means of a
grand reception. If bo has any wordj
to say when he meets the men who
arejiccredited by New York to re
ceivo him, they will be words of truth
and soberness, and not such as, it may
be, his hosts anticipate. '
The interests involved in what the
Extra Session of Congress may do,
ami in which bis interests as well as
ihose of his party are bouad up, will
not permit the President to go beyond
the ordinary civilities of such occas
ions, aud for that reason, upon his ex
traordinary control of himself, reliance
iay be placed.
The Tieasury, it is said, is to be
Iioroughly reorganized. The rumors
if changes are multitudinous. The
changes so far bavo been few, but uo
s no can go among officials here with
out learning of contemplated chaDges.
Oa the whole, it may be set down as
ortatn that if thn Treasury is not
liouroughly reorganized before the
meeting of Congress no relianco need
r ver be placed in rumors again. All
ho reports indicate that the new ap
pointees will be men identified dis
lectly with the Republican partj.

Objections to postpone the extra
session of Congress have been w.ived,
and the following wns issued this af
ternoon :
By the President of the United States:
A proclamation.
Whereas. The final adjournment of
tho Forty-fourth Congress without
making the usual appropriations for
the etippart of the army for the fiscal
year ending Juue SOth, 1878, presents
an extraordinary occasion, requiring
the .President to exorcise tho power
vested in him by tho . constitution to
convene the Houses of Congress in an
ticipatiou of the day fixed by law ior
their next meeting, now, therefore I,
Rutherford D. Hayes, President of the
United , States, do by virtue of the
power to this end in me vested by the
constitution, convert both Houses of
Congress to assemble at their respec
tive chambers at twelve o'clock noon
on Monday, the loth day of. October
next, then and there to consider and
determine such measures as in their
wisdom, their duty and the welfare of
the people may seem to demand.
In witness whereof I have hereunto set
my haud and caused the eeal of tho
Uuited States to bo affixed. Done
at tho city of Washington this 5th
day of May, in the year of our Lord,
