That PrrVnient Hayes moan i iht
in nil that lio lias done, cannot tor a
moment nc doubted, but that the action
lie has taken in the South Carolina
biiJ Louisana matter?, will result for
the best, may ba and ia seriously ques
tion by those thoroughly acquainted
with the condition of those State?. At
the beft it con he called but an exper
iment, ami, while, should it result in j
good, it will he very good ; thould it
0 to the contrary it will be a great
disaster. The effects remain to be seen.
In (ioveroor Hampton the Demo
crats appear to liavo fouud their long
nought for Moms, jrovi led that gen
tleman .i w illing to assume the reppon
sib'lity wl.iclillut name implies. While
lie was in thii city a strong cflbrt was
made to have liitu go to New York,
where those politicians hostile to Gov.
Tildcu for le nomination, proposed to
put hiru iu training for the Presiden
tial course for 1880, but Gov. Hamp
ton, for some reason or other, did not
give the scheme any countenance by
making tho trip. Possibly he may
have a great Democratic future before
him, but whethe he can bo kept in
soak four yejrs for the Presidency or
not is a questioD.
The bids for supplying the Post Of
fice Department with postal cimU for
four years from May 1st, were to have
beeu opened at the Department yester
day, but in consequeuco of protests en
tered by several manufacturers, they
were not opened, nnd the Postmaster
General determined to re-advertise for
new bids. The new cards will be a
light buff on one side and a very pale
green color on the other ; aud there
are but three or four establishments in
tho country where cards of this char
acter can be manufactured. Hence
the protest which was made against
this change in etyle.

lion. Niamey lunuuews iias ueeu re
tained by Gov. Nichols, to preseut his
. case before the Louisiana Commission,
and that gentleman has already pre
pared an elaborate argument to show
that Mr. Haves' title to the Presidency
has no connection with the title of
Gov. Nichols to the chief magistracy
cf Louisiana.
1'xcept Sundays, yesterday was tho
first day upon w hich there has been no
Cabinet meetiog since Haves' inaugur
ation. The authorities of the Smithsonian
Institution, in view of the fact that no
provisiuu was made by Congress for
the display of the Centennial dona
tions made to the United States by
foreign governments, and which havo
been stored away in an old armory
annex to that building, have placed
on exhilion in the western hall of that
Institution, the finest of the works cf
art comprised in the donations. There
arc the terra cotta copy of the grand
"America," upon the Albert monu
ment in London ; two magnificent
vases incrihed respectfully 1776 and
1876, and adorned to illustrate those
eras in American history; an octago
nal pulpit in terra cotta, with designs
from the lifo of the Redeemer; and
two baptismal fonts of tasteful and ar
tistic workmanship. These articles at
tract mucJi attention from our visitors.
The story that is now again being
reiterated with sac h positiveness that
Gov. Tilden U about to commence
auo warranto nroceediup's arrainst Pres-
i o - - ra
i Jen t Hayes, and that the pipers are
really ia the hands of Mr. Merrick, of
this city, is absolutely denied by Mr.
Merrick. It is asserted, also, by those
who are in a position to ba well inform
ed, that Gov. TilJea has no intention
of entering upon such proceedings.
The truth U that, hhould he do it, not
even a baker's dozen of his own parly
would support him in it.
The members of the forty-fourth
fCong-te.M voted themselves the frank

some irritating or stimulating ttgent
to the nostrils, a3 Veratrinr, dilute
Ammonia, etc.
4.1 b. Make the face warm by brisk
friction ; then dash told water upon it.

(When the patient lies on the thorax,
this cavity is cowprcvxcd by the weight
of tho body, aud rrpiration takes
place. When he is turned on the side,
this pressure is removed, nud m.pi ra

6th. When the prone position is re

face of the body be flapped briskly
with the hand.
ihh. Rub the body briskly till it is
dry nnd warm, then dash cold water
upon it, and repeat the rubbing.
Avoid the immediate removal of
the patient, as it involves a dangerous
