the charges against Speaker Kerr, on
Monday last, made a report fully ex
onerating Kcrc trotn tho charges pro-
forrod. It is but just to state that
Dan ford, a Republican member of tho
committco, mado a speech on tho re
port, saying that it afforded him real
llcaure to be able to subscribo to tho
report. It would bo refreshing to hear
n Democrat who is a member of the
coiutuittco which is investigating
liluiiic, express his truthful convictions
in the case with tho same slraighlfor
ward manliness. We do not look for
this, however.

On Thursday Tarbox mado au expla
nation in the House, but was com
pletely overwhelmed by Frye, who
closed his mouth when he referred to
his having surreptitiously obtained a
copy of a speech of Blaine's on the
currency question.
There is a very evident intention to
force a report in favor of Kerr. The
committee has bullicdIIariscy from
tho beginning, and has permitted n
cloud of lawyers and members of
Congress to do the same thing. No
matter what facts are proven, or how
slight the evidence in favor of Kerr,
he will have a report, exonerating
him.
Every ono of the heads of the differ
ent purchasing and contracting bu
reaus of the Navy Department, havo
sworn positively that Secretary Robe
son lias nover interfered in any way
with the purchases or contracts made

Senator Clayton introduced , nn
amendment to the Executive Legisla
tive and judicial appropriation bill,
requiring that the appointments in all
the executive departments should be
divided amongst the Stales and Ter
ritories according to representation.
After three days debate the amend
ment was rejected by ono majority,
because it was claimed that it . was in
the nature of legislation and should
not bo mad a part of an appropriation
bill. . '

Southern Republican Association,
showisg the number of employees in
each department, the number each
State should havo, and tne 'number
each Stato has, and il shows that some
of tho States and tho District of Col
umbia, are largely in excess, whilst
others have very few appointees. : ;
Both houses will adjourn on Satur
day until next Friday, to enable tho
republican members to attend : the
Ciuciunati convention,, nnd the same
thine will bo dono for the St. Louis
conveutiou. In fact, I doubt whether
thero will ba a quorum after Saturday
until after tho close of the St. Louis
convention. This ronders it inipossi
ble for tho appropriation bills to be
passed befuro tho first of July. In
fact, that would not bo done if both
difference, are, I think, unrccoucila-
bio..
The democrats endeavor to strength
en their position as to tho appropria
tions, by declaring that thcro Is a
steady fulliug off in tho receipts,
amounting to fifteen millions this
fiscal year, nnd likely to bo more tho
next. This has been proven false by
referring to tho figures, which show a
steady and largo increuse in tlio re
ceipts, and provo that tl" republican
party is so administering the finales
that the burden of debt and taxation
is rapidly decreasing.
