The Proper Issues.
The independent press is very, earn
estly engaged in determining just what
is not to bo considered in tiie, discus
uion of the present c&nvusa in this
Btnte. They intimato what we may
he permitted to consider, hut are very
decided as to what shall be left out of
account. The war record of the Dem
ocratic party, and particularly i I a
nine-war transactions, are to be tctal
ly ignored. Kenson why : ' they have
heccpted the situation, and we have
shaken hands across the bloody chastn.
Therefore, we arc to forgive and for-
' get the past, and consider only the im
mediate present. Let us think of this,
a little. The present, we concede,
should not bo ignored, and we do not
propose to avoid any of its issues, thai
nre sufficiently important to merit con
siderntioii. Jiut tliore are several par- J
. ticulara in which liio past must be
called iu to enlighten the preeeut. I
For example, the trustworthiness of
the Democratic party is involved in
the question of permitting it the re
possession of power. What is our
judgment, as to thia, to rest upon?
Promises? That party accepted the
results rf jhc war, find fought the en
franchisement of the colored race with
all its power. It declared greenbacks
unconstitutional, and uow demands
unlimited inflation. It has fostered
Ku-kluxiam, whose aims were to ter
rorise and practically re-enslave
Southern blacks. In thia State it
promised reform and economy, aud
"avc us, last winter, a Pandemonium
for a Lf gisluture.nnd extravagance for
reform. Certainly, then, we cannot
IruB. its mere word, for, ns a party, it
ulways lied, when falsehood would
aerve its purpose. At tins very mo
'inent, its leaders are preparing a plat-
form, ii) thia State, nut mi the basis of
actual convictions, but to catch popu-
lar ill v or. t .
' Shall we trust the present ; spirit 01
the party ? Has the wolf become a
lamb? Is tha tiger a kitten f What
was the revelation made iu the several
States where they gained power last
year? In Illinois the Legislature was
the most shamelessly corrupt ever
known in that State. : The Speaker
was. violenlignorant and vicious. It
was an example of all that was bad.
Ohio, with a Democratic Governor
nud Legislature, was of the same
stripe. So utterly corrupt was the
Ohio Legislature that even the Demo
cratic press implored it to adjourn ;
while the Governor (Allen), in place
of exposing its villainy, or attempting
to check, joined in the helpless cry for
it to adjourn. These are undeuied
- mid undeniable facts. In this State
the lower House was totally unman
ageable, and so shaped the appropria
tions that even the, charities of the
State were not provded for. These
are facts as to States that have been
free from the slave power. In the
Southern States violence aud murder
havo been the feature. Even Demo
cratic journals have recorded outrages
that resulted from a spirit of fiendish
ness toward the black race. What,
then, khall we turn to, that we may
know what the Democracy ore?
Wo answer that the past record us
ually serves to illustrate present fit
ness, both in parties aud men. If, un
der former Iru.sU, a man proved him
self ii thief or forger, he would not,
probably, be again trusted, no matter
what his declarations, unless there was
bo mo strong, tangible proof of a change
id' propensity. Before the war, the
Democratic party turned the whole
power of the Government to the per
petuation of slavery. It used the
ITuiie.l Stales Supreme Cuuit in tha
Dred Scott decision ; it chased and ie
turned runaway slaves, manacling
them right under the bhadow of Hun
ker Mill; it deluged Kansas with
blond that it might bo forced into the
loathsome embraeo of slavery; and
eventually it plunged tha country iu-
to tho most dreadful war of the age,
that secession might be practiced and
a Government set up, with slavery as
its chief cornor-Bionc. Has it repent
ed? Did it ever express it regret for
this? It merely accepted the situation,
when slavery was overthrown and tho
South conquered. lint does not every
criminal do this, even to tho murder
er on tho gallons? Tho past record,
then, of the Democratic party is the
key-noto to its present character.
What it says it will do is nothing;
what it did," everything.
The immediate issues of theennvass
will not bo fully made up until the
Democrrtio Convention is held nt
Erie, and its declarations ' put forth.
What that Convention says and does
will be worth just this t It will disclose
the pretense on which they propose to
go into the canvass. Until this is
done, we will not he able fairly ti con
sider what attention they deserve.
But, in any event, there will be no
reason for ignoring tho past. It is
full of suggestions, and affords the
best insight into the character of the
party that can possibly be IimI. It is
one thing to forgive, either a person
or party, but quite another to entrust
that person or party ' with gravo re
sponsibililien, of identically the same
character ns those once betrayed. This
is exactly tho case with the Demtuo
cratio party during the war and now.
It then acted shamefully, encouraging
rebels and mocking at wounded Union
soldiers and wailing widows. It now
asks to be replaced in power, and to
be entrusted with responsibilities once
betrayed. Shall we forget tho past?
