Constitution Changing in the South.
The Republic Magazine fur May
publishes two important papers ou the
Democratic movement now going on
in the South to remodel their State
Constitutions so as to defeat the objects
of tho Thirteenth, Fourteenth and
Fifteenth Amendments, and ignore
the reconstruction policy. At the
cIoko of the war and comrufincement
of tho recoustructiuu of the States in
rebellion, it wni-necessary to make
the new State Constitutions conform
to tho changed coadition of aU'uirs. It
was also obligatory on each State to
submit its ucw Constitution to Con
gress fur approval or modification.
Now, however, each Stato may alter
or remodel its Constitution by u Con

vention of the people, and adopt tho
now instrument, without ' consulting
Congress. The Democrats are now
taking advantags of this, and aro
framing new Stato Constitutions to
suit their own peculiar views ou tho
race, school, Stato Sovereignty, and
other important questions. Tho dan
ger to the stability of our institutions,
growing out of this movement, can
scarcely bo overrated, as it Indicates
a spirit and the inauguration or a
stale of affairs that can scarcely fail
of resulting in another rebellion. ;
