For twenty-five years have our State
and local authorities practiced a franc)

taxation. The idea of swearing an

ture of our present system into ac

Legislators auJ bring about a speedy

then finding that the rule is fixed at
one-fourth or one-third is too prepos
terous to follow any longer.
Let the Legislature repeal the pres
ent excessive high ratea-ud aubsli

purposes, and giver jh yuTrts power
to increase these rates 'when through
a neeeMity a higher rate jriust he im
posed. In the destrinijjn of school
houses or county buildings by Cre, or
the public roads and bridges destroyed
by floods, this contingency may arise,
but in every case a substantial reason
roust be given to the public before a
higher rate could he imposed. Iiesidea,
property would then be rated as con
templated by the law (at its me value)
and not a single case of moral perjury
need occur in the State. Tliese high
rates under fhe present lw act like a
ghost to the timid, and completely de
feat the true object of taxation. Let
the Legislature reduce the raUs at

A Trifle Inconsistent.
On inauguration day the mortifica
tion of all sorts of people was intense ;
the Vice President elect of this great

Chamber before the eyes of congregat

that he could not stand erect so
