The following in regard to the pro
posed plan of resuming specie pay
ments, is from tb Pittsburgh Gazette.
We believe the poiut is well taken,
and therefore giva it a place in our
columns:
Tho news from Washington is that
the utterance in the message and Sec
retary's report on specie resumption
were not meaningless words. A strong
pressure is said to have been brought
' to bear in the Senate and with some
success, to make a move to give e fleet
to the suggestions offered. Our readers
will remember that-in conihieulilig oil
the message the day after it was deliv
ered, we stHted that it meant, Borrow
gold with which to resume. This proves

in Europe to pay 382,000,000 at
home borrow of Peter to pHy Paul.

$510,000,000 is a mere bagatelle to this
country, vet is it not worth while to
pause and seo whether wo will get much
ibrit? Let us admit then, that Eu
rope will strain every nerve to accom
modate us in this loan, as she un
doubtedly will, and see how it will
work.
There are, in round numbers, about
$600,000,000 of gold iu the world.
About $250,000,000 was used, in the
Franco-German indemnity. That is,
France would drain England to pay
each indemnity of $200,000,000. The
last transactions were chiefly paper, -
but a circuit of $250,000,000 at most,
did the entire business. So with this
proposed law- It would bo made in
instalments, say $50,000,000 at a
time, and the entiro loan would re
quire at least two years to consummate.
With the many methods at the dispo
sal of the European financiers, for
drawing gold back to Europe, We can
not, of course, tell just w hat may be
resorted to to prevent a large amount
coming to this country, but Jet us in
dicate one that cau be successfully
operated. European capitalists hold
our bonds, which command gold. They
6ell them in our markets, and thus
accumulate nll'the gold available for
tho loan. Thus as the Treasury pays
out gold, and this it will steadily do,
this is caught up by these capitalists,
nnd made to flow back as a loan.
Thus, at most, $100,000,000 will be
made to cover the entiie loan. Indeed
it must do it, for tho simple reason
thpt Eifrnpe cannot sell aud actually
export $300,000,000 in gold, it has
not the power to do U without a panic.
And by means of our bonds, held
abroad, Europe could iu a year, draw
all the gold back again, and leave us
helpless with our gold debt. She
would do enough of this to keep us at
her mercy.
But let us admit what would not be
rcalizcd.-that we get the $267,000,000
of gold, and no disturbing influence
developed. It would increase oui gen
eral interest, to be paid abroad iu gold,
to $77,000,000. Now, with $6o.000,
000 of interest wo export $38,000,000,
but with the added amount, it would
bo increased to $55,000,000. Along
with this would be au advantage to
Europe iu her trade relations which
would be very considerable, possibly
enough, to make the export referred
to, net. In this case, five years would
retnru the eutire sum loaned.
We have yet to see any good, sub
stantial reasou why we should pay
Europe ?310,000,000 for the privilege
resuming specie payment. The
privilege is not worth it. - If green'
backs were depreciated1 to a large ex
tent, or in reality to any extent, or the
people were noxious for specie pay
ruents, it would do very well. But
trade hat adapted itself to our money,
and the trouble with us is not tho kind
of currency we have, but the lack of
personal business confidence. This
lack of confidence does uot extend to
the currency. If a man has $100,000
iu greenbacks, his credit is about as
good as though ho had $100,000 in
gold. What we need is business de
velopment, not a changed curren
cy until the natural operations
of trade change it. It is far
better, to say the least, that Congress
should aid the great railway enter
prises of the country by guaranteeing
the interest on their bonds, taau to
pay Europe $17,000,000 io.gold, every
year, tor thirty, years,-for the privi
lege of paying gold a little sooner than
it would do it, without this outlay.
