This is rather slow winter, thus think, a right conclusion ; and though it leads to a little sacrifice on the part of the officers and teachers, of their time and attention, yet it is truly, a worthy employment of time and tal ent. Every community does, well to keep up its Sunday Schools. Wehope to see thie one succeed ss it has suc ceeded in the past. He also re fers to the fact, fully developed in the report of the Secretary of the Treas ury, that tea and cofree have not been cheapened to the consumer by the re moval of the tariff. Stronger duties on certain articles, and less on others, with the idea of benefitting the Treas ury and aiding home industry, are recommended. What we deem the strongest part of message, that which is carefullyjust in sentiment, clear, dignified, and even eloqueut in expression, is the portion which treats of Southern Statraffitirs. A clearer or more correct statement of tke difficulties in Lousiana and Ar kansas could not be made. Tho duty of tho Executive, aud of Congre3s to see that the Fifteenth Amendment is entorced, is very puugently stated. Turning from Congress to tho people, the President warmly and ugeutly en treats thcui to be fair and just, and while he recognizes and sympathizes with those who have suffered at the South he reminds them that the fault is partly their own. He closes this part of the mcssago by saying that while ho is in the Executive chair he will enforce the law vilh vigor, al though at limes with regret. He recommeuds that the number of judicial districts be increased from nine to eleven. The Centennial Ex hibilion is commended to the favora ble attention of Congress. The allu sions to the Civil Service system are very positive. If Congress docs not definitely provide for it by law, the President announces his purpose to abandon it, except so fur as to require candidates to be examined as to gen eral fitneBS. No competitive exafhiu ations will be required. He favors some action looking to the improve ment of our ship-building interests, preferring liberal subsidies for carry. iug mails to anything else. The affairs of the District of Columbia, and the improvement of the mouth of the Mississippi, are touched upon in the closiug paragraphs of the message. proclamation: WnKHKA. Tho Hon. I.. I. Not having the required space to give the President's Massace in full we give the following brief synopsis The legal tender or specie resump tion issue is first considered by the President, in his message, owing to the importance he attaches to it. His far, the snow having come a couple of theory is that specie payments are es- times, but departing soon, on account sential to business recuperation and of prior engagements. Mr. Kenner- dell, of Bcrubgrass, when in town the other day, remarked, that he never knew it to fail, that when we had hard times, we always had an open winter. In other words, "God tempers the wind to the shorn lamb." A great many stories, all possess ing variations, come to us about one' Charles Vensel, who was reported lost in the woods, uear Marienville, some three weeks ago. He was reported killed, and almost entirely devoured by wild beasts, at last accounts. The residence of the young man was in St. Petersburg- If any one can give us a reliable account of this affair, we will be under obligations to him. ishcrifTVan Gicsen encountered a big buck, on Saturday last, while tak ing h stroll through the woods,-on the other side of the river. Our relations with foreign powers are amicable, but the President desires legislation to prevent the importation of Chinese aud Japanese women. He further recommends that money re ceived for inderauity from Japan, be applied to the educatiou of American youth in the lauguageof that country, with a view to their being employed as interpreters for our Ministers and Consuls there, an excellont sugges tion. The condition of Cuba is very significantly alluded to. The Presi dent thinks that the ability of the Cu bans to maintain a warfare against Spain for six years, and even to make headway against the Spanish forces, a very significant fact, and one thatren ders it important to consider whether some steps oa the part of the Great Power to stop the strife are not neces sary. As to our unsettled differences with Sj-aiu he recommends leuieucy, owing to the distracted state of that country, but promises a fuller comma nication in reference to it. His allu sions to these subjects will command the hearty approval of the country The President very earnestly and wisely urges upon Congress that some Bteps shall be taken to provide for the punishment of fraudulent naturaliza tion; While he would not have fresh difficulties thrown around the privi lege of securing naturalization, he SrEtTAL iKOfiCE. e call atten tion of onr readers to !the advertise ment of the well known business hrm of John Stevenson's Sons.
