Low rie, of Oil City, IS. McCennell, of Sharon, ctiny as Secretary in the ab sence of D. M. Ward, Secretary elect. The moot important business transact ed was the aJoption of plans for the building of the Home. TNns were reported by the committee, drawn by Carpenter A Matthews of Meadville and by J. M. lilackburn of Cleveland, Ohio. After considering the merits of each, the Association adopted those of Carpenter A Mattti such changes as the committee may deem advisable to make, with the con sent of tho Board of Trustees. The estimated cost of the building, after the Carpenter Matthews plan, is from $70,000 to 875,000. After a con sideration of the several interests of tne Home, the Association ailjenrned to meet on tho 16th day of June, 1873, when it will re assemble far the pur poso of laying the corner stone of the Home. Following in the footsteps of New Hampshire, Michigan and Texes, where a compulsory school law is in op eration, and in those of our own Com monwealth, where a similar measure will unquestionably soon bo passed, comes in tho great State of New York proposing an amendment to its Con stition, providing for the compulsory education of children, The condi tions that in this country determine the standard f the general welfare are industry, perseverance and honesty the legitimate, if not always the necessary outcome of educarion. What we especially neod, here, is to have society strengthened at its base. Gen eral intelligence is better than special learning. It will be a good day for the Republic when every State in the Union shall have its compulsory educa tional system, faithfully enforced. The Boston Advertiser states that several of the woolen mills in Massa chusetts are shutting down, owing to the high price of wool and disarrange ment of the markets, caused by the Boston fire. The Washington "Mills at Lawrence have virtually stopped, while the Marland Mills at Andover have shut down, throwing a lame number of operatives out of employ ment. The woolen business at Ames bury and Saulsbury has not been at so low an ebb for fifteen years as at the present time. Glancing back to the changes which have taken place during the past year in the city of Philadelphia, as a city, which are mainly in the na ture of growth and improvements, statistics show a gradual and steady advance over past, years. During 1872, 6,467 buildings were erected, or 371 more than last year. The arri vals at this port of vessels amounted to 36,930 of all kinds.
