Whereas, In and by an act of the General
Assembly of the Commonwealth of Penn
sylvania, entitled 'An Act to regulate the
General Elections within this Common
wealth,' it Is enjoined upon mo to give
public notice of said eloction, and to
enumerate in said notice what olllcers are
to be elected, I, E. L. Davis, High Sheriir

known and give this public notice to the
electors of the county of Forest, that a
General Election will beheld in said coun
ty, at which time they will vote by ballot
for twenty-nine Electors for President and

REGISTRY LAW.
I also give oflicial notice to tho electors
of Forest county that, by an act entitled
" An act further supplemental to the act
relative to tho elections of this Common
wealth," approved April 17th, lS(it, it is
provided us follows :
Skc. 1. Be it enacted by tho Senate and
House of Representatives of the Common
wealth of Pennsylvania in General Assem
bly met, and it is hereby enacted by au
thority of the sumo, That it shall be thedu
ty of cue. i of the assessors of this Com
monwealth, on the first Monday of Juno
of each year, to take up the transcript he
bus received from the county commission
ers under tho eighth section of tho act of
lath of April, lti.il, and procoed to an im
mediate revision of the same by striking
therefrom tho name ol'every porson whois
known by him to have died or removed
since the last previous assessment from tho
district of which he is the assessor, or
whoso death or removal shall be made
known to him. and to add to the same the
name of any qualified voter who shall be
made known to him, to have removed into
tho district since the last previous assess
ment, or whoso removal into the same
shall be or shall have been tnado known to
him, and also tho names of all who make
claim to him to be qualified voters therein.
As soon as this revision is completed bo
shall visit every dwelling house in his dis
trict and make carelul inquiry it any per
son whoso name is on his list has died or
removed from tho district, aud if so, to
take the sanio therclrom, or whether any
qualified voter resides therein whose name
is not on the list, and if so, to add the same
thereto, and in all cases where a name is
added to tho list a tux shall forthwith be
assessed against the person, and the asses
sor shall in ull cases' ascertain by inquiry
upon what ground the person so assessed
claims to be a voter. Upon tho completion
of this work it shall be the duty of each as
sessor as ul'orcsuid to proceed to make out
a list in alphabetical order of the freemen
above twenty-one years of uge claiming
to bequulilied voters in the ward, borough,
township or district of which ho is assess
or, and opposite to each of suidnauiesstute
whether said t'reemuu is or is not a house
keeper, and if lie is, the number of his res
idence, in towns where the same are num
bered, with the street, alley or court in
which situate,atid if in a town where there
are no numbers, the numoot the street, al
ley or court on which said house fronts ;
also the occupation of the person, and
where lie is not a housekeeper, the occupa
tion, place of boarding and with whom, and
if working for another, the uuine of em
ployer, and write opposite each of said
names the word "voter," and where any
person claims to voto by reason of natur
alization he shall exhibit his certificate
thereof to the assessor, unless be has been
for five consecutive years next preceding
a voter in said district ; and in ull cases
where the person has been naturalized, the
name shall be marked with the letter"N."
Whore tho person has merely declared his
intention to become a citizen and designs
to bo naturalized beiore the next election,
the name shall be markod "D. I." Where
theclaim to vote is by reason of being be
tween the ages of twenty-one and twenty
two, as provided by law, the word "ago"
shall be entered, and if tho person bus
moved into the election district to reside
since the lust general election the letter
" 1(." shall be placed opposite the name.
It shall be tit" further duty of each assess
or us aforesaid, upon the completion of the
duties herein imposed, to make a separate
list of all new assessments mode by him
and the amounts assessed upon each, and
furnish the sumo immediately to the com
missioners, who shall immediately add
tho names to the tax duplicates and the
wards, township borough or district in
which they have been assessed.
Skc. 2. Ou the list being completed and
the assessment made as aturesuid the same
shall be forthwith returned to the county
commissioners, who shall duplicate copies
of said lists, with the observations and ex
planations required to be noted us afore
suid, to bo mane out as soon as practicable
and placed iu the hands of the usscssor,
who shall prior to the tirst ot August in
each year put one copy thereof on the
house whore the election ol the respective
district i required to beheld, and retain
the other in his possession lor the inspec
tion, free of charge, ol uny person residing
in the suid election district w ho shall de
sire to see the same, utid it shall lie the du
ty of the sumo usscssor to add, from time
to time, on ihe personal application of anv
one claiming Ihe right to ote, th ninieof
such claimant, and mark opposite the
naino"l. 1." ond Immediately assess him
with a tax, noting In all cases, his occupa
tion, residence, whether a hoarder or
house-keeper, if a boarder with whom ho
boards, and whether naturalized or de
signing to be, marking In all such cases
the letters opposite tho namo "is," or "i.
I," as the case may be; if tho person
claiming to be assessed bo naturalized, he
shall exhibit to tho assessor his certificate
of naturalization and if he claims that he
designs to lie naturalized beforo the next
ensuing election, he nha!l exhibit his cer
tificate of declaration of intentions; in all
cases where any ward, borough, township
or eloction district is divided into two r
more precincts, the assessor shall noto In
all his assessments the election precinct in
which each elector resides, and shall make
a separate return for each to the county
commissioners in all cases in which a ro
turn is required of him by the provisions
ol this act; unci tne county commissioners
in making duplicate copies of the names
of the voters in each precinct separately,
and shall furnish the same to the assessor,
and the copies required by this act to be
placed on the door of or on election places
on or before th 3 iirst day of August in each
year, shall bo placed ou tho door of or on
ihe eloction place in each of said precincts.
Skc. 3 Alter the assessments shall have
been completed on tho tenth day prece
ding the second Tuesday of October in
each year, the assessor shall, on tho Mon
day Uninediately following.niako a return
to the county commissioners of tho names
of all persons assessed by him sinco the
return required to be made by him by tho
second section of this act, noting opposito
each name the observations and explana
tions required to be notod as aforesaid, and
the county commissioners shall thereupon
cause the same to be added to the returns
required by the second section of this net,
and a full and correct cony to be made,
containing the names of all persons so re
turned as resident taxablcs in said ward,
borough, townshsp or precinct, and fur
nish the same together with the tieccssary
eloction blanks to the otlicers of the elec
tion in suid ward, borough, township or
precinct, on or before six o'clock on tho
morning of the first Tuosday of November,
and no man shall be permitted to voto at
the election on that day whose name is not
on said list, unless ho shall make proof of
ins rigni to vote, as norcinaiter required.
Skc. 4 On the day or eloction any person
whoso name is not on the suid list, and
claiming the right to vote nt said election,
shall produco at least ono qualified voter
of tho district as a witness to the residence
of tho claimant iu tho district in which he
claims to bo a voter, lor a period of at least
ten days next preceding said election,
which witness shall take and subscribe u
written, or partly written and partly
printed nflidavit, tothe fuctw stated by him,
which atliduvit shall clearly define where
tho residence is of tho person so claiming
to bo a voter, and the person claiming tho
right to vote shall also take and subscribe
to a written, or partly written and partly
printed atliduvit, stating that to tho best of
ids knowledge and belief when and where
he was born ; that he is a citizen of the
Commonwealth of Pennsylvania and of
mo L lined suites; mat lie lias resided in
tho Commonwealth ono yenr, or if former
ly a citizen therein, and has moved there
from six months prce ding such election ;
that he has not moved into the district for
the purposo of voting therein ; that ho has
paid a Stato or county tax within two years
which was assessed ut least ten days before
said election ; mid, if a naturalized citizen,
also state when, where and by what court
he was naturalized, and shall also produco
his certificate of naturalization for exami
nation: the said atliduvit shall also stato
when and where the tax claimed to be paid
by tho atliduvit was assessed, and when,
where, und to whom paid, and the tax re
ceipt therefor shull bo produced for exam
ination, unless the utliant shall stato In his
ulliduvit thut it bus been lost or destroyed,
or that he never received any, but if' the
person so claiming the right to vote shall
tuke and subscribe an nflidavit that he is
a native born citizen of the United States,
or if born elsewhere, bIiuII state thut fact iu
his alliduvit, or shall produce evidence
that he bus been natiirulizod or that ho is
entitled to citizenship by reason of his
father's naturalization; and shull further
state in his affidavit that hois, nt tho time
of hiking tho atliduvit, between the ago of
twenty-one and twenty-two years ; thut he
has resided in tho Stato one year and in
the district ten days preceding such elec
tion, ho shall be entitled to vote, although
bo shall not have paid taxes ; the said allt
davits of the witnesses to their residenco
shall be preserved by the election board,
and at tho close of tho election they shall
be enclosed with the list of voters, tally
list and other papers required by luw to be
tiled by the return judges with the pro
thonotury, and shall remain on tllo there
with at the prothonotary's otlice, subject
to examination us other election papers
are; if the election olllcers shall find that
tho applicant or applicants possess all the
legal quttlilicationa of voters, ho or they
shull bo permitted to vote, and the iium'e
or names shall be added to the list of taxa
blcs by tho tho election otlicers, the word
"tux" being added when the claimuut
claims to voto on tux, and the word "ago"
when ho claims to vote on age, tho sumo
words being added by tho clerks iu euch
case respectively on the list of persons vo
ting at such elections,
Skc, 0. It shull be lawful for any quali
fied citizen of the district, notwithstanding
the name of tho projsised voter is con
tained on the list or resident taxablcs, to
challenge the vote of such person, where
upon the same proof of right of aulfruge us
is now required by law shall be publicly
made and acted upon by the election board
uud the vote admitted or rejected, accord
ing to the evidence; every person claiming
to bo a naturalized citizen shall be required
to produce his naturalization certificate at
theel'jction before voting, except he has
been for ten yeurs consecutively a voter in
the district iu which he offers his vote; anil
on tho voto of such person being received
it shall be the duty of the election olllcers
to write or stamp on such ceitilicato the
word "voted." with the month und year,
and if any election olliat-r or olllcers shull
receive a second vote on tho same day, by
virtue of the same certilleute, excepting
w here sous are entitled to vote by the nat
uralization of their fathers, they and tho
person who shall offer such a second vote,
upon so ollending shall be deemed guilty
ot high misdemeanor, aik ou conviction
thereof lie lined and imprisoned, or both,
at the discretion of the court, but the fine
shall not exceed one hundred dollars iu
each case or the imprisonment ono year;
the like punishment shull be inflicted, on
conviction, on the olhcers ot election who
shall neglect or refuse to make, or cause to
be made, the endorsement required as
alnresaidou said naturalization certificates.

or whose right to vole is challenged by

Sec. 7. Ten days preceding every elec
tion for electors for President and Vice
President of the United States, it shall bo
the duty of tho assessor to attend at the
place required by law for holding the elec
tion in each election district, and then and
there hear all applications or persons
whose names have been omitted from the
list of assessed voters, who claimed the
right to vote, or whose rights have origin
ated since the same was made out, and
shall add the names of such persons there
to as shall show that they are entitled to
the right of sutfraite in such district, on
the personal application of the claimant
only, and forthwith assess them with the
proper tax. After completing the list, a
cipy thereof shall be placed on the disir of
or on the house where the election Is to bo
held, at lea eight days before the election;
and at the election the same course shall
be pursued in all resjects as is required
by this act and the acts to which this is a
supplement, nt tho irenoral election In Oc
tober. The assessor su.!l also make tho
same returns to the county commissioners
of nil assessments made by virtue of this
section j and the county commissioners
shall furnish copies thereof to the election
olllcers in each district, in liko irannor, in
all rnsmcts, as is required at the general

other mutter or thing required to be done
