In pursuance of a call issued by parties opposed to the Clarion River Navigation Company, there was a meeting held at Strattanville, Clarion Co.. on Tuesday, 13th of August. The meeting was called to order, whereupon James W. Guthrie, of Strattonvillo was elected Chairman and T. B. Cobb, of Tioncsta, Secretary. The object of the meeting was then hricfly stated by the Chairman, Mr. Krauser of Tylersburg, and other in terested gentlemen. An Executive Committe of seven members was then elected, who retired for the purpose of forming a perma nent organization, and constitution governing the same. The names of the committee are : Cjrus Krauser, Tylersburg. Henry Moore, Millstone, Forest Co. Cyrus Thompson, Scotch Hill. Robert McClofckey, Tylersburg. Wni. Wray, North Pino Grove. Thomas Porter, Helen Furnace; W. W. Greenland, Strattanville. A. W. Lathrop, of Sicglc, Jefferson (Jo. was elected a Member at Large, of the committee. During the absence of the committee the meeting listened to remarks from different gentlemen, pertaining to the history of the charter of the Clarion River Navigation Co., and the practi cal working of the so-called improve ments made under said charter, so far as same related to the stream below Rau glit's Mills. Upon the return of tho Executive Committee tho following Constitution was prcsente'd to the meeting for its consideration and action : Art. 1. This association shall be known as the Clarion River Lumber men's Protective Union. Ait. 2. Tho officers of the associa tion shall consist of a President, one Vice President, a Treasurer, and Sec retary, together with tho Executive Committee of seven members. Art. 3. Believing the Charter grant ed to the Clarion River Navigation Co. to be illegal, and to bavo been obtained for tho purpose of promoting tho interests of tho property owners of that part of the couutry adjoining tho Clarion river and is tributaries above Ratight's Mills, to the great det riment and injury of men doing busi w. it. dunn - - . . ness on said stream below Ratight's Mills, who receivo no benefit from tho alleged improvements of the Corpora lion, but bclicvo thorn to bo no other than a public nuisance, anj that tho same should bo abated, wo tho un dersigncd hereby agree, and plcdgo ourselves to adopt every lecal means to obtain a Repeal of tho Charter of said Corporation, and to protect each and every member of this association who is engaged in tho lumbering bust ness below Ratight's Mills, against the collection of any tolls by the said Clarion River Navigation Company. Art. 4. The fee for membership in this Association shall bo two dollars. and tho Executive Committeo shall have full power to assess members. pro rata, according to the amount of lumber or boats which each member controls, with a sufficient tax to meet the expenses of this Association, from timo to time as in their payment the same may be needed. Art. 5. Tho Treasurer is ompowcred to collect said tax when assessed. Art. G. All moneys in hands at tho Treasurer shall bo disbursed by him, only upon an order draw n on him by the President and Secretary of this Association, couutersigned by the Trcs't and Sec'y of the Executive Committee. Art. 7. The present Executive Com mittee shall be permanent, and have full power to transact all business in tended to carry out the spirit aud in tention of this Association.
