The Primary Elections.
As we go to press before tbe meet
ing of the Return Judges, we can
form no adequate idea of who are to
be the Republican candidates for the
county offices this fall. Reports from
all parts are conflicting.and we can on
ly promise to give our readers full re
turns next week. We shall probably
get out before our usual time, so that
we shall not keep our readers in sus
pense long.
The New Postal Law.
Tht Post Office Department is now
preparing to carry into effect such of
the changes made by the new postal
code adopted by Congress as require
special action ou tbe part of the Post
master General. The more important
changesare these : The branch post
effiecs in largo cities are made money
order offices, a'nd assistant postmasters
authorized to sign money-orders in the
absence of the postmaster. Fivecents
is now the fee for money-orders of $10
or less, instead often cents, which has
heretofore been the minimum fee. A
married woman is allowed to be post
master; and is declared to be feme sole
as to her official character. Letters
between postoffices not more than
three miles apart, may be, at tho dis
cretion of the Postmaster General,
dispatched to their destination though
only partially prepaid.and the amount
due collected on delivery. Hereto
fore such letters have been treated as
dead. The rate of two cents to four
ounces on newspapers, &c, U changed
to one cent on. two ounces. Clothing
for non-commissioned officers or pri
vates in the United States service may
bo sent at ono cent per ounce. Indi
viduals are allowed to place in post
offices, privato boxes for their mail
matter. Several of these changes
will require a circular from the de
partment before they can go into oper
ation. One of the most important
features to the public generally is tbe
authorization of the one cent postal
cards for correspondence or for print
ed circulars, similar to those which
were introduced in Great Britain some
years since. Tho prico of the card
and stamp will bo one cent. If a pos
tal caTd of a private manufacturer i
uied, the regular three cents postage
will bo collected.
In conference committee the style
of tho card was left to the discretion
of the Postmaster General, who pre
fers the open card, and will order
that kind only to be manufactured.
The ftce of the card will bear a one
cent stamp, and will bo provided with
lints for tho address, and tho back
will bo ruled for tho letter. The
price of the card and stamp will be
only oue cent. It will probably be
three or four weeks before they will bo
reauy ior sale, as the plates lor print
ing have ytt to bo prepared.
-The rural districts aro pestered
with vagrants, many of w hom assumo
the role ot beggars that they may
wore easily steal irom tlieir beuelac
tors. Their object is not so much to
obtain lood or raiment as toallord op
portuuities for the gratification cf
their thieving propensities, of which
they readily take advantage. While
tbe person from whom alius are so
licited is engaged in the work of mis
directed charity many of these worth
less tiatnps teize what they can lay
their bands on and secrete it among
their garments. Tho country is not
tho only place where these rascally
practices prevail, cities being more
vr hft curred with them. E.c.
The Civil Service reform, for which
the country is so largely indebted to
General Grant, is soon to bo put
practical operation in the New York
Custom House and Sub-Troasury
ine Hoard of Examiners of the
Treasury Department have been in
session for some days in New York,
making the preliminary arrangements
for a thorough reformation in the
manner of appointing officials. The
chief officers have been consulted by
the Board, a thorough understanding
arrived at, and at the earliest practi
cable moment this promised reform
will be put in operation. Tho rules
adopted are substantially those in
operation in all the Government offi
ccs in Washington, and no appoint
mont or promotion will be hereafter
made, except in accordance with the
resnlt of a competitive examination

ry Department, w ill render it impos

inform themselves personally as to
the merits of tbe applicants, and the
examinations will be conducted by
sub-boards appointed by the several
offices. The fact that the important
offices of the government in tho city
of New York aro hereafter to be filled
withtut reference to the political in
fluence of the applicants or their back
ers, and solely on account of merit,
is one of great significance, and makes
an era in our political bistorv. This
reform has been found to bo one of

thought it useless to attempt it. But
under Gen. Grant's instructions, and
in pursuance of his settled purpose, it
is steadily progressing. If it shall
prove successful in New York, of
which there can hardly be a doubt, it
will be applied to every citv in the
Union. Ihose who aro iu favor of
giving this reform a fair test, will
find that a sufficient reason for votiug
for tho re-election of TresiJcut Grant.

In answer to a recent article in the
Philadelphia Press, stating that three
fourths of the Itepublican newspapers
of the State ignore our candidate for
Governor, and that there is a growing
dissatisfaction with the ticket among
the people, a correspondent of the
Evening Bulletin shows that of the one
hundred and seventy-five Republican
journals in the State, nearly all have
hoisted the name of General Hart
ranft, in connection with the whole
State ticket, at their head ; the Phila
delphia Press, Lancaster Express, and
a few insignificant papers of small cir
culation and influence, whose com
bined opposition probably will not af
fect more than five hundred votes, be
ing the only exceptions. The 2We
tin editorially states its belief that the
real reason of Col. Forney's otherwiso
inexplicable course is to be found in
connection with tho Evans war claims,
and says "we express this opinion, re
gretfully, and after a fruitless search
in all other directions for a satisfac
tory answer to the questious so fre
quently asked concerning the sub

A few weeks ago, Mr. W. D.
Jones, of Columbia Farm, met with
quite a serious accident, bv which he
has siuco been disabled, lie was out
gunning on the iurin, when by some
means the guu was prematurely dis
charged, the charge entering his arm
and badly shattering the bone. He
is recovering the use of his arm slow

was the scene of a lively fight. Peter
Smith, a barber, while iu a state of
drunkenness, went into the saloon and
epithetically attacked the proprietor,
supplementing his chin music in a

stration, whereupon the bar-tender
Andrew Babcock, seized Peter and

were nipped in the bud by the police.
All parties concerned in the row were
arrested and will have a hearing next
Monday. Tho proprietor says that
Peter is ono of the beer guzzlers he
will not sell to, and attributes the row

We take the following from the
Elk Democrat :
A man by the name of Nathan
Vasbinder, on Monday June 3d, had
one of bis legs broken, while engaged
in floating timber at the mouth of
Littlo Toby, near Portland Mills, this
county. Tho injury was so heavy
that amputation was found necessary.
The painful operation was performed
by Dr. llartman, of St. Mary, assist
ed by Dr. liordell, of this place, on
the followiug Friday.
Mr. Vasbiuder died on last Mon
day night and will be taken to War
saw, Jeil'ersou county, for interment.
He was a married man, about 22 or 23
years of age. He leaves a wife to
mcurn his loss.
Gilmore Brown, during the storm
of last Wednesday, met with a fatal
accident, while, pealing burk near
Dauguscahoudu junction, this county.
He was out in the woods peeling
when the storm came up, and seeiog
bis danger started for a bark shanty
near by, and when almost in reach
of it a tree fell back of him, and one
of the limbs striking him o:i the top
