Crawford County System. The following are the rules of tho Crawford County System, which was adopted in this County in 18G3, and have never been changed. We publish the rules so that no misunderstandings may occur as to the workings of the system : 1st. That candidates for the several ofliues shall have their names an nounced in one or more of the county papers at least three weeks previous to the Primary Meetings, stating the of fice, and subject to the action of tho party nt the said primary meetings. 2d. The voters belonging to tho He publican party in each township or borough, shall meet on a day to be des ignated by the County Committee, at the usual place of holding spring elec tions, at 2 o'clock, P. M., and proceed to elect one person for judge, and two persons for clerks, who shall form a board of Election to receive votes and determine who are the proper persons to vote, and shall hold the polls open until 7 P. M. After tho polls nro opened, tho candidates announced as aforesaid, shall be balloted for, tho name of each person voting shall be written on a list nt the time of voting, no person to be allowed to vote more than once for each oflico. 3d. After the polls are closed the board shall proceed to count tho votes that each candidate has received and make out tho returns accordingly, to be certiiied by tho Judge and attested by the Clerks. 4th. The Judge (or one of the Clerks appointed by the Judge) of the respect ive election districts, shall meet at tho Court llouso in Tionesta, on tho Tues day following tho primary meetings.at 1 o'clock P. 1I., having the returns and a list of the voters, and the person hav ing the highest number of votes for any office, shall be declared tho regular nominee of tho Republican party. 5th. Any two or more persons hav ing an equal number of votes for the same office the Judges shall proceed to ballot for a choice, the person having the highest number to be the nominee. Gth. The Return Judges shall be competent to reject by a majority, the returns from any election district where there is evidence of fraud, either in the returns or otherwise, and shall reject them where there is evidenco of three or more persons votiug at the primary meetings who are not Repub licans. 7th. The Eeturn Judges shall ap point Conferees Representative, Sen atorial aud Congressional whoso ac ccptanco of the said appointment shall be a pledge to support the person who may receive the largest number of votes cast for that office in the county. 8th. The Return Judges may at any time change the mode and manner of selecting candidates as they may bo instrncted by the people at thier pri mary meeting, due notice being given by the Coiuity Committee. 9th. The Chairman of the County Committee shall be required to issue a call in pursuance of the action of the County, Committee. The King and ths Soldier. J?
