Tho following remarks pertaining to tho electing of School Superinten dents of this State is from the pen of Hon. J. P. Wickersham, in the laot number of tho School Journal We publish it at this time because ere our next paper is generally circulated, the convention will be over. Mr. Wick ersham, Stato Superintendent, is the highest authority in our State in mat ters of this kind, and if his instructions lu tho matter will do our directors any good in making their choice, wo shall not take the trouble of publishing it into consideration : Tho following questions should re ceive careful consideration at the hands of tho members of a convention about to elect a superintendent of Kehoold : What qualification should a superintendent of schools possess? and What salary should be paid him ? In answer to tho first question, it may bo said that such a superinten dent should possess certain physical qualification. No one can properly discharge, the duties f tho oflice- who is not in the enjoyment of general good health. Especially is this the case with county superintendents who havo to visit schools in the rural dis tricts, and aro consequently much ex posed. Intellectual Qualification. As a test of intellectual qualifications, tho law renders any one ineligible to the office of superintendent who does not possess one of the followiug document: A diploma from a college legally em powered to grant liteary degrees; a diploma or State certificate issued by tho authorities of a State Normal School ; a professional or permanent certificate, issued at least one year prior to tho election ; a certificate of competency from the State Superintend dent, or a commission as a county, city or borough superintendent. In addition to the intellectual qualifica lions usually indicated by the posses bion of documents like the above named, a superintendent of schools should be a broad, liberal thinker, a good speaker, a man of tact and of marked administrative ability. Mural Qualifications. The law says no person shall 1m eligible to the oflice "unless he has a sound, moral charac ter." The very letter of the law should in this respect bo adhered to, and will be, so far as the Department is couccrned. - Nor is it sufficient for a superintendent of schools to be guilt less of any gross "immorality." He should be a positive worker for good jf possible, he should have all the moral qualities implied in the noble ex jiression : "a Christian gcutleman.' The rjtirit of (his provi.-ion i., that a superintendent must be a pro fessional teacher not a lawyer, doc tor, minister or a member of some other profession desiring to hold the office until a way opens to engage in something else. The office of superintendent of schools belongs to the teachers, it has to do with teachers, and should always be filled by a teacher. If directors can find in a county a teacher devoted to his profession, who always attends institutes, who reads works on teach ing, who advocates common schools, who, like Richter, "loves God and lit tle children ;" who, in short, is some thing of an enthusiast in his work he, in all probability, is the man to make a superintendent, even though he has not been to college. Tho second question is a difficult one to answer. The salaries of super- ntendcuts are now very unequal, and some chango in the mode of fixing them has been thought desirable. With regard to cities and boroughs, the plan now pursued is a very proper one, as they pay their superintendents out of their own funds; but with regard to tho counties it lead; to great irregular ities. It is considered within the pow er of the Stato Superintendent to change the mode of paying county superintendents' salaries, and to pay the superintendent of each county in wholo or in part out of fie appropria tion to that county, and in case the irregularities which now exist become much greater, that power will be exer cised. Superintendents ought to be paid liberal salaries. Their work, when well done, is both delicate and difficult.
