Dear Ritluiicam : As you an nounced in your last that "in all prob ability" your readers would hove to bear the efiliclion of a letter from mo each week, I suppose I'll have to make your word good for this week, at least, though I ran assure those who peruse tho Ri:ruBMCAN that I havn't the slightest ill-will toward any of thera iu so doing, however otherwise it may appear. Operations on the Milton farm and in its neighborhood continue with un abated activity. Quite a town has sprung up in that vicinity, and from tha big well which has created the i roar eighteen derricks can be counted. Some few instances of pocket-pick ing and diamond pin stealing having occurred in the bustle and rush of the crowd at our depot, the papers of such exemplary places as Petroleum Centre and Titusville, are undertaking to read us lectures on morality, and to give our mayor aud his corps of policemen instructions as to their duty in the premises ; as to the morality part, we think we can a (lord to tend missiona ries to either of the uforsaid places, and as to our officers they are well up to their duties, and before the papers alluded to had got their little pieces written had taken such measures as will make it unpleasant for the pocket-picking gentry to frequent this lo cality To-day is the day of the Republican primary meetings, and therefore it to put an end to the long agony of the several candidates either iu the realiza izatiou of their no pes on in bitter dis appointment. "Blessed are they who don't expect nothing,'' of which I am whom. Oil City has but one candi date iu the contest. The streets here are all to be survey ed and regular gradeo established. 1 kuow of one street which at present has a rise of about 1500 feet to the mile, more or lets, and it will impossi to better it without the aid of un earth quake. It would tire chuiu lightuing to make a trip up that avenue in any sort of a hurry. I heard it said two weeks ago that there wasn't a goud hotel in Oil City. It cannot now be said the truth, for the "Duncan House" has passed into the hands of Messrs. Cross & McOm ber (long aud favorably known as the proprietors of the Central House at Pet. Centre,) aud they are making it a first class house in every respect. Yours in all probability, S. A printer na ned Underbill, a shabby, greasy individual, obtained work in the Time$ oflic Oil City, for a week or two, and while thre succeed cd in stealing a suit of clothes from one of the boys iu the oflic, and half- a-dozen shirts from another, besides other urticles. R. R. Landa. The "Burlington Route," so called, lies, right in (he path of tho Star of Empire. It runs almost immediately the center of the great westward movement of emigration. Crossing Illinois and Iown, it strikes the Mis souri river at three points. ' These three points are the gateways nto three great sections of the trans- Missouri region. The Northern gate is Omaha, where the great Pueifiic road will take you to the land of gold and grapes, sunny mountains, and perpetual summer. The middle gate is Plattsmouth, which opens upon the south half of Nebraska, south of the Platte river, a region unsurpassed on the continent for agriculture and grazing. Just here are the B. &. M. Railroad lands, con coming which Geo. S. Harris, the land officer at Burlington, Iowa, can give you all information, and in' the heart of them is Lincoln, the State Capital and present terminus of the road. The Southern gate leads to Kansas, by connections with the St. Joe Road at Hamburg, running direct to St. Joe and Kansas City. The trains of the Burlington run smoothly and safely, and make all connections. It runs the best of coach es, Pullman Palace and Pullman Din ing cars, and should you take the journey for the journey's sake alone, you will be repaid ; or take it to find a home or a farm, and you cannot find either better than aiming the -B. & M. lands, where you can buy on teu years' credit, and at a low price. . A Postmasters is required to give notice by ;f?r,roturning a paper does not answer the law), w hen a subvert berdoes not take his paper out of the office, aud state tho reason for its not being taken. Neglecting to do so makes the Postmaster responsible to the publisher for the payment. 2. Any person who taiiCS a paper from the Post office, whether directed to his name or another, or whether he has subscribed or not, is responsible for the pay. t 3. If a person orders bis paper dis continued, he must pay all arrearages, or the publisher may continue to send t until payment is made, and collect 4. If the subscriber orders his pa per to be stopped at a certain time, and the publisher continues to send, the subscriber is b und to pay for it if he takes it out of the Pest Office. The law proceeds upon the ground that a man must pay tor what he uses. 1 lie courts have uccitleriUhnt refus ing to take newspapers and periodicals from the post office, or removing and leaving them uncalled lor, is rmma facte evidence of intentional fraud.
