Assemblyman Koontz's action on the school bill was very ruuch like that of the fellow who says: "I'll vote for you, but I'll not say anything to en courage others to do so." Hats off to the honest Republican voters of old "Mather Bedford," who on Saturday last achieved the inost notable victory for honest and decent politics ever won in this congressional district. The older voters of the county w ill be amused when tuey learn that paity wreckers Koontz and Kooser are re peating the disastrous aud treacher ous course they pursued towards the Republican party in l&si Wh en Chairman J. A. litrkey says the immense Republican mass-meeting heid in Somertet last fall was held "iu direct violation of the Republican par ty rules'' be utters a falsehood and dis plays an ignorance of the party rules thvt is astonishing. When Chairman J. A. Berkey says that he furnished the Hekald "a copy of all the announcements of candi dates at the Republican Primary Elec tion to be held April 21st," he simply adds another to the long list of false hoods that he will be called upon to an swer for. A vote for F. J. Kooer for Congress means a vote for Joseph E. Thropp and a continuance of the humiliation and disgrace of having the great Twentieth Pennsylvania District represented iu Congret-s by a perwn who is not of us, but is a resident of another district, biid a Mranger to our wants and needs. The Herald believes that the Re publican Vetera of the county are true to the principles and traditions of their party. They have always been in the past, and they will not swerve in their allegiance to the party nor sacrifice their cherished principles at the dicta lion of a few men who are influenced entirely by personal bate and spite. As.sEMnt.YMAN Koontz ii traveling up and down the county, avoiding all the big towns, where his record is known, exhibiting a certified copy of the legislative vote on the seven months' school bill. "The wicked flee when no man pursuetb." Kooutz vot ed againt the bill, but he did not utter a word against it. He was too busy trying to "lick old man Quay" to at tend to the interests of t is constituents. Messrs. W. H. Koontz and F. J. Kooskr, who are at present engaged in holding alleged Republicau meet ing! throughout the county, are the earns gentlemen who engaged in a sim ilar campaign in 1H82, when the one legged veteran, James A. Beaver, was th-; Republican nominee for Governor of Pennsylvania. At that time they w.-re able to muster only !R vote for th cause of the piratical crew who were endeavoriug to wreck the Repub lican party, and we do not believe tlifj will have as many followers on April 21, 1900, they had in November, 'S2 The party fealty of Assemblymen Ko istz and Kendall is well illustrated ly iheir securing the services of Insur gent, Populist and Democratic newspa pers to disseminate the news, at this late day, that the latter delivered a schoolboy declamation against the pas ture of the seven months' school bill. -No intelligent or honest citizen of the uuty will be deceived by such chaff as this. Why didu't Assemblyman Kooutz rise to the same point of elo quence when the obnoxious measure was under consideration as he did on the occasion of presenting a "loving cup" to "Bill" Fiiun, the millionaire "boss" and city contractor. Si rfai E indications all lead to the conclusion that the large "wad" con tributed by the Bin" Men's League for the purpose tf turnipting the hon est Republican voters of Somerset coun ty has not been entrusted to the keep ing of Chairman Berkey. This must l humiliating to the prospective pres ident of a national Lank. It is said that Chairman Berkey is only allowed f "O. K." drafts on the corruption fund, while the Vice CLairnjan handles the cash. Pretty hard ou Berkey, to be thus distrusted by bis political associ ates. But, "there'll come a time, fonae day," aud it's not tar off, when the "compare notes" bosses will be pulling each other's hair. In thtir foolish attempt to ignore the Herald Chairman Btrkey and the " compare notes meeting'' candidate K'wser, Koontz and Kendall are bav iug great difficulty in disweniitiatiug audi information as they desire to gie the public. The two "ofiu-ial organs" were found to be of little account; " Pop " Marshall's Berlin " Rc-ord " was fired up ; the Windber " Journal " was bought, and now a large amount of space in the Somerset " Democrat " t;as been purchased and all combined they do not have a circulation equal to that of the Herald, and their combin ed political influence is niL The peo ple read aud believe a paper whose po litical opinions can not be bought ; that speaks the truth no matter a horn it hurts, and decpise ard abbor-a pur c-hasable and subsidized prexs. If anything more was needed to es tablish what the Herald has frequent ly asserted, that Messrs. Koontx and Kendall are not in harmony with the Republicans of the county, but are merely assistant Democrats, it is fur nished by this week's Somerset County Democrat, whose columns have been called into use to aid them in procuring a rencmination. AntkH'ating that their legislative records would be looked into by their constituents, Assemblymen Koontz aud Kendall, w ho violated the confidence reposed in them by the Republicans of the county, have raised the cry of "stop thief," declaring that their opponents are charging them w ith having voted for the bill increasing the common school term from six to seven months. No such charge was ever made, and when Assemblyman Kooatz's personal organ declares that it was, it is guilty of absolute and unqualified falsehood. The charge has been and is made, however, that Assemblyman Koontz did not raise his voice in protest against the adoption of the measure, which was bitterly opposed by ninety-nine out of every one hundred of his con stituents, and it is therefore presumed that be was in full Sympathy with the frieeds of the bill. In view of the fact that Assembly man Koontz has gained wide notoriety as an orator, that bis ability to plead the cause of a client la undisputed, that it is claimed for him that be has been known to exercise, by the magic of his Wic, such an influence aud power over jurors as to compel them to decide in favor of his client, it is somewbat re markable that he would sit quietly in bis seat in the halls of legislation lis tening to the discussion of a bill in which bis constituents were vitally concerned, and whose interests be was paid to represent, the same as he ac cepts fees to defend the Interests of bis clients, without offering a single word of protest, There can be no defense for his action in this matter. The fact that the enemies of the bill were able to muster only forty-one votes against it does not speak well for the silver tongued orator, who, at the command of "Bill" Flinn, the millionaire Pitts burg contractor and politician, and "Dave" Martin, the dethroued million aire "boss" of Philadelphia, neglected the interests of the people be was sent to Harrisburg to represent and protect, and traveled up and down the State de livering appeals to the people to help them destroy the Republican party in Pennsylvania. We misjudge the people of Somerset county if they do not retire party wreckers Koontz and Kendall and elect W. II. Sanner aud Fred Iiowe to repre sent them in Harrisburg. Sanner and Row e will do so w ith fidelity and abil ity, and will not bring discredit upon their constituents. It was largely thaough the efforts of Mr..Sanner that the present method of distributing the State appropriation to the public schools, whereby the schools of Som erset county receive 3.000 more annu ally than ever before, was made law Rei'CBLIcans of Somerset county. Harvey M. Berkley is one of jour own people. He is bone of your bone and flesh of your flesh. His name is a sy n onym of every manly virtue. He is a gentleman of education, and is the peer of any of the candidates in the several counties for the congressional nomina tion. He comes of honest Pfnnsjiva nia Dutch stm t, and bears himself w ith the same absolute honesty and integ rity in hi political as he does in his busine-w life. He is not a caudidate for the purpseof handing the nomination over to a caudidate from another coun ty. Give him the indorsement of Som erset county and he will go into the dis trict conference with every prospect of success and will exert every honorable effort to secure the nomination. And what can le said of his oppo nent, F. J. Kooser, Esq.? Conceding everything that his most ardent admi rers can claim for him, the cold fact re mains that be Is not a candidate for the purpose of securing the nomination. He is not acting fairly or candidly with the Republicans of the county who have so frequently honored him. He does not expect, nor does be desire to go to Congress. He is, and for years past has been, an open and avowed can didate to fucceed Judge Longenecker as President Judge. He is a caudidate for the congressional nomination at this time, and we can but judge him from what he has done in the past, for the sole purpose of assisting in the nom ination of a mau who has been utterly repudiated by the people o! the county be claims as his own. By their votes at their primary election Saturday the honest, decent and self-respecting Re publicans of Bedford county declared by au overwhelming majority that Jo seph E. Thropp was not their choice as a lU-pre&entative in Congress. No can didate in this district, within our recol lection, was ever so ut?rly repudiated aud humiliated by th members of his party. Yet this is the man that Mr. Kooser represents, and in whose inter est he is a candidate in this county. Republics on, you owe it to yourselves, you owe it to the honest, manly sntl ment of the Republicans of the dit-trict, and you especially owe it to your Re publican brethrt-n of Bedford county to cast this insufferable interloper from Montgomery couuty aside and to place in the pot-ition he has so unworthily filled one of your own people. A vote for Francis Joseph Kooser is a vote for Joseph E. Thropp. A vote for Harvey M. Berkley is a vote for one who is ine of your bon and flVi-li of jour tlesh. Chora jt! Tn remarkable spectacle now being witnessed in a Dumber of towns and villages of the county of three aspirants for nomination for office holding alleg ed political meeting", is doubtless more amusing than edifying. The privilege of being a candidate for political office is the birthright of every American cit izen, but up until this and last spring, we believe, no Republican candidate or wt of candidates bad the assurance to call public meeting for tlw discussion of bis or their personal merits. All of the candidates announced claim to te mmibers of the Republican party, but it U well understood that the three randidates now holding meetings are opposed to the cardinal Republican principle of majority rule. This is the one predominating question to be set tled at the primary on April 21. The personality of Representatives Kendall and Koontz aDd of Mr. Kooser is not at issue. The fact that Kendall delivered a schoolboy address against the adop tion of the seven months' school bill, and the fact that Koontz was so un mindful of the interests of bis constit uents as to let the obnoxious measure become a lav of the State without of fering a word of protest, are known to all intelligent men. It is also well known that both of our Representa tives opposed the principle of majority rule and consorted and acted with the Democrats throughout the entire legis lative ftssioa. Mr. KoonU tells his small audi juoes that his voice has been raised in defense of Republican princi ples in Ohio, Marylaod aud West Vir ginia, but be niUht with equal propri ety add t!at his voice and influence have frequently been utilized in behalf of Democratic candidates in Somerset county. Was he acting the part of a loyal Republican on the night of the '.compare notes meeting" when, in a gathering of his close tmlilical friends and' followers, be proposed that the "question of selecting State delegates be taken up," which was later done by a committee of five, and then brazenly a.-ked the unfettered voters of the coun ty to elect them? Is he acting the part of a loyal Republican now, when be maligns the character of Republican leaders now dead ? Away with such hypocrisy! Mr. Kooser's piea that be has been a successful barrister for thirty-five years is not at issue. He is recognized as the candidate of one Joseph E. Thropp, who is seeking by every possible means to be re-elec'ed to Congress. Mr. Koo ser Dominated Thropp two years ago, and it is only fair and reasonable to pre sume that he will endeavor to renom inate bin if be is given the indorse ment of this county. Thropp has been repudiated by the voters of Bedford county, where he claims to reside, but be has secured the indorsement of Blair county, aud, with Kooser in the con ference, he would control six votes, or one-half of the cenferrees. Mr. Kooser Should Withdraw. Now that Mr. Thropp has been repu diated by an overwhelming majority of the honest Republican voters of Bed ford couuty, and his nomination Id the district rendered impossible, if Kxm r is true to Kooser he will withdraw and put an end toTbropp's farcical candi dacy in Somerset county. Thropp, by the result of Saturday's primaries in Bedford county, has been eliminated as a disturbing political factor in the Twentieth Congressional and Sixteenth Judicial Districts. He may be an inde pendent candidate this fall, but bis can didacy would scarcely create a rippleon the political waters of the district He will be powerless to fulfill his part of the contract to aid Kooser in securing the judicial nomination in return for the Somerset county congressional con ferred. Mr. Kooser bas twice deliver ed the cjuferrees from Somerset, bound and gagjred, to Mr. Thropp, but he can not, and should not, attempt to do it again in the face of Saturday's verdict. Mr. K)oser has been highly honored by the Republicans of Somerset coun ty, aud be owes it to them and to his own manhood not to further persist in the attempt to deceive them by his can didacy for Congress in the interests of a mau who has been rejected by the voters of his own county. He has been shorn of tha privilege of handling a large portion of the big corruption fund sent into this county for the purpose of debauching the voters. The insurgent ranks are distracted, and certain gentlemen who are travel ing up and down the county with welf lined pocket book, ostensibly for the purpose of leasing coal lands, might aa well abandon their efforts to stein the tide. The Republicans of the county are through with hypocrisy and sham. They have watched with amazement the ex posure of those who have declared tbey were governed by pure and high motives in political affairs. In their wild ambition to secure polit ical orUct-s the insurgent leaders of this county, following in the footsteps of the corrupt and malicious "bosses" of Phila delphia and Pittsburg, stop at nothing which they thtnk will influence a single vote in their favor. They have secured control of four or five priuting press ee, from which the vilest and inoMt indecent charges and innuendoes are cast at any and every individual who chances to stand in the way of their success. The latest outburst from thia malignant source is directed against all Poor Direc tors who have been elected to office during the past score of years, and tbey are charged by innuendo with theft and corruption while in otfica. No defense of the well-known gentlemen assailed Jacob W. Peck, Manaasea Shoemaker, Adam S. Miller, William J. Olessner or their predecessora in office, or of Steward William Roam and Clerk and Attorney L. Col born, all of whom are honorable and upright citizen of the couuty, elected and selected for the po sitions they occupy on account of their fitness and high integrity, is rqu;red among thoughtful people. Thropp, the Montgomery County carpet-bagger, who represents the 20th Congressional District in Con gress, waa humiliated and overwhelm ingly defeated at the Bedford Republican pilirary last Saturday. John M. Rey nolds, who contested the county with him, elected 53 out of 90 delegates, de feating Thropp two to one. Reynolds' majority on the popular vote was about 1,500. ' Dr. W. C. Miller, who voted for Quay in the last Legislature, was renominated by a largely increased majority, the Re publicans thus emphasizing their disap proval of caucus boiling and party wreck ing. T. C. Sanderson, the other nominee, will go into the legislative caucus and abide by the reault of the majority. Thropp's crushing defeat was not un expected by those who have watched the course of the millionaire carpet-bagger, who bas ignored the Republican senti ment of the district. It is said that mouey flowed as freely as water, but the sturdy Bedford Republicans could not be corrupted. Thropp resorted to all the questionable and unfair means known to dirty politics, bis newspaper organs at tacking all who stood in bis path, in ad dition to making an uncallod-for and outrageous attack on Judgo Longenecker. Thropp is said to be still hopeful of being renominated, confidently expect ing that bis ally, F. J. Kooser, wLo nominated him two years ago, will carry Somerset county and will repeat the compliment in the Congressional Con ference this year. When word of Thropp's defeat was re ceived in Somerset early Saturday even ing the iusurgents, who had been bo ant ing that be would have an easy mark with Reynolds in Bedford, shut up shop and went home. News of Thropp's de feat waa telegraphed to the spell-binders who were holding an alleged Republican meeting at Coufljence. Cyrus Woods, the Stal wart candidate for Senator, won out by 5U0 majority. STALWART VICTORIES. The primaries held Saturday are a se ries of stalwart nepubiican victories resulted at the frimary elections held on Saturday last. The Flinn Martin it es are being turned down at a great rate. Not a single candidate running upon their platform bas been success ful at the primaries except in cases where the insurgents, through local conditions, have absolute control of the machinery of the party through pa tronage and other influences. It was to be expected that Flinn, with his ar my of officeholders in Pittsburg, would make a showing there, but surprise was expressed when, after the hot fight be made and the boasting of his followers, Flinn did cot make a single gain in Allegheny county In the nomination of candidates for the legislature. On 3nt urday last the Republicans of a number of counties went to the polls, and the stalwarts have reason to con?ratulr.te themselves over the ontccme. SORROW AMONG INSURGENTS. Great efforts were made by the Pitts onrg and Philadelphia insurgents to back up Mackey, who is a relative of one of the Wanamakor attorneys. Mackey made a house tobousecanvass, and the people had every opportunity to study the issue involved. The re, lult was that Dr. Mackey was defeated sy over one thousand majority In one Of the largest rotes ever polled In the district at a primary election. There could be no mistaking me sentiment of the Republicans of the district as In favor of majority rule and adherence to the other fundamental principles of the Republican rarty. Mr. James, who defeated Dr. Mackey, lives in the only precinct in Scranton which Is embraced in the Third legislative district of Lackawanna. The balance of the dis trict is rural and Dr. Mackey played for the votes of the farming element upon the pica that be lived among tbem and he should be supported. The personality of neither candidate waa not the question before . the voters. Party loyalty and fealty to the Repub lican organization won the aay. and the caucus bolter and the pirty wreck er got another set back. A case which involved the same prin ciple was that In Bedford county, where Republican primaries were held on Saturday last. From this county In the last legislature there was one member of the state senata. Waller, who sided with the insurgents, and one member of the house. Dr. Miller, who was a regular Republican. The other member of the house was a Democrat, the Insurgents having defeated a Re publican by voting part of the Demo cratic ticket. Senator Welter's term does not expire this year, but Dr. Mil ler's does. Dr. Miller announced his candidacy for renomination as a stal wart Republican who voted for Colonel Quay and who would again abide by the action of the Republican caucus. There were four out and out Quay men running and two men were supported by insurgents. One of these. T. C. Sanderson, agreed. If elected, to go Into the Republican caucus and abide by the action of the majority. The result was that Dr. Miller carried the county by a eplendid vote of endorsement of his action at the last legfalature. while the big Ceid of Quay men permitted San derson to win second place. The stal warts say they are entirely satifled to have Sanderson win, since hia agree ment to iro Info the caucus, and they are predicting the election of the entire ticket.
