This be ing the term when the tax xil lectors file their annual bonds, constables make their quarterly returns, and newly - elected constables file their bonds, there was au unusual hum of industry iu the court room. Forty -three tax collectors, aud a similar number of constables filed their bonds. Twenty three grand jurors were pres ent. N. D. Shaffer, of Benson, was ap pointed foreman of the panel. In the case of the Commonwealth vs. George Boden, charged witb burglary, tbe jury roturned a verdict of uot guihy. William K. Coulter got on a batter-at Windber and stole two or three suits of clothes, w hich he had on at tbe time of bis arrest. G. II. Kauf man. Senator Q lay's friends all over the State, and they are legion, are rising in their might to protest against the cam paign waged by the bolters and character assassins. Their letters continue to pour iu on Republican Slate Chairman Elkin and tbe things they are writing to their representatives in the Legislature must show them tbe drift of public sentitnant: Jacob L Kaufman, of Davidsville, bas some very practical views. Conscience in tho Jury Boum. It seems that jurors, in dispensing jus- tioe, are not to dispense witb conscience. On a recent trial in Pittsburg, after the jury had been out nearly two days with out agreeing, the court refused to dis charge tbem, but insisted on an agree ment, faying to them: "It Is sometimes said by jurors that they cannot conscien tiously agree to a verdict. There is no oonsoieace in th,e case ; It is not a ques tion of conscience at all'; it is simply a question of judgment. Men will differ in their opinions as to the testimony, or as to question of fact, or as to the pro priety of a verdict. Io is simply a dif fer jiicj in judgment, aud no quwiion of conscience whatever in the case." The Supreme Court, however, did not concur in this view, but, reversing the judgment, said: "Erery ma of ordinary intelli gence understand that conscience Is that moral sense which dictates to him right or wrong. Every statute enacted by a legislature, every decision pro- d unced by a court, every verdict of a jury, is professedly based ou a moral sense, prescribing w hat is right and pro hi oiling w hat is wrong. Every step in bis deliberations on tbe testimony should be prompted by this moral sense; nor should oouclusiou, judgment or verdict follow until after the exercisj of con science on the questions which precede it. Once eliminate conscience, what of value is left to the verdict? Dnring tbe three years be resided in this county he made a splendid record as a teacher and organizer in the public schools, and as an evidence that bis ser vices were appreciated It is only necessa ry to state that in the town where he last taught the citizens contributed consid erable sum from their private means in order to properly compensate him. While here be had no superior in the profession and bis friends all regretted his removal. He was a worker and worked tirelessly for the advancement and elevation of tbe common school system. He was urgent ly solicited to remain iu Somen et county and aspire for the position he is now seeking in Fayette, but ho felt that the interests ' borne and county demanded his return to bis native county.
