"The importance of this great river
Niger and the hinterland is well known
to those who are enpasod in the African
trade, but we can only expect it will
slowly dawn cn the miad of tho British
public I am convinctft, however, the
laore they look into it the more impor
tant they will see it is to the iateretuof
British trade not to lose any of it.
"Fifteen years apo there were four
firms tradins on the Nier. They were
the Vest African company, the Central
African Trading company (and with
this latWT Taubman Bros. one of them
uow Sir Taubman Goldie were cou
wectvrf). JJil'er Bros, and myself. We
all four firms joined and calltd ourselves
the United African company, which
was subsequently changed to the Na
tional African company and after that
again to the Royal Niger company.
"The position today," continued Mr.
Pinnock, "would bo better understood
if a good map could be put before the
public of the whol ) hinterland of our
west -African colonies. Seen a thing un
fortunately does not exi.- at present
The strict geography of the country is
only understood by a very few. Our
liiowlede of the hinterland, however,
Las 'increased ininie iii-sly daring the past
few years, and to instance one particu
larly large territory I would point out
that the French flag is already flying at
innumerable towns and stations extend
ing from 4 degrees ext longitude to 2
degrees west longitude and from about
6 degrees north laiitude (ia the neigh
borhood of Porto Novo and the Daho
mey country) to the town cf Say ou the
Niger, which is between 13 degrees and
14 degrees north. The English flag is to
be found to the east of Porto Novo, aud
extending inland to the neighborhood
of Nikki (now occupied by the French)
to various degrees of latitude wherein
are found the three British possessions
and protectorates of Lagos, the Niger
Coast iirotcctorate and tho Royal Niger
company.
"It is from the interior, however,
that the future prent wealth of Africa
v. ill be derived, and if all this is allow
ed to fall into the lau of France she
will be possessed of a empire 6econd
oiily if Let equal in the future to the
whole of our Indian empire,
"See what South Africa has already
developed into, and as far only as min
erals are concerned. The soil of Africa
has not yet been barely scratched. The
population of this part of Africa, with
the advent of railways, stoppage of the
tlave trade, cessation cf internal tribal
warfare, will increase in equal ratio to
that of the most favored parts if the
southern states of America I mean as
far as the multiplication of the negro
population is concerned.
"The development of this hinterland
will, in my opinion, excied all the
Ureams of the most enthusiastic coloni
al party in France. Both France uud
England have sacrificed many men and
much mouey in the race to grasp this
priceless treasure, and the difficulty cf
apportioning it will, I believe, be so
preat that it is more than proliable, to
avert extremes, it will have to be re
ferred to some other nation, or council
if nations, to arbitrate on, as the mat
ter is far too weighty for easy or speedy
settlement.
"As evidence of the activity of the
French I may point to the railway from
Senegal to the upper Niger. This is
being pushed forward with a further
vote of 1,000,000 francs from theCaisse
des Depots et Consignations, thus cut
ting aud heading off all our possessions
from Gambia, Sierra Leone, tho Gold
Coa-t and Lagos down to the river
Niger.
"A very great deal, if not the whole
of the trouble on the Niger," added Mr.
Pinnock, "would never have arisen but
for the obnoxious charter given to the
lioyal Niger company. By reason cf
this charter every trader, white and
l.laik, British or otherwise, is entirely
excluded from the country. Had the
liver and adjacent country been thrown
open to fr-e and legitimate trade, ns all
merchants have bciu clamoring so long
for, backed up by the chambers of com
merce of Liverpool and Mancheste r, all
the places in question would have long
i !uce been full of British subjects, white
and colored. Trad would have devel

Few people, however, even today are
aware of the way in which the artist
who has given the world to distinct a
creation conceived and carried out the
picture which the novelist bad painted

It was Hatlot K. A. Browne, and he,

The circumstances under which

Cacstio Judge Hawkins.
Judge Hawkins once had to sentence
an old swiudkr aud gave him seven
years. The man in the dock squirmed
and whimd, "Oh, my Lord, I'll never
live half tho time!" Hawkins took an
other loek at him and answered, "I
don't think it is at all desirable that
yon should. "
The formality of asking a newly con
victed prisuur if he had anything to
say why senti'iico should not be passed

retort from tho judge. A prisoner in
these circumstances usually eithtr says
nothing or curses at large in Lis rage,

ture and with his right hand in tho air
shouted: "May the Almighty strike me

nocent of this crime." Judge Hawkins
said nothing for about a ciuute, when,
after glancing at the clock, he ful
minated in bis most impressive tones,
"Since the Almighty has not thought
fit to intcrveneI will now proceed to

In St Nicholas there is an article on
"A Baby Klephsuit" by F. Fitz Boy
Dixon. Mr. Dixon says:
Tho wonderful power of the trunk
was a never failing surprise to us. Its
extreme sensitiveness and yet its great
strength showed how well supplied it
must have been with nerves. It was al
ways moving, always feeling or smell
ing or carrying something, and the lit
tle sort of finger tip seemed the center
of sensibility. I remember well that she
would never allow us to touch it and
she guarded it with great care, folding
it up if she thought it was in any dan
frcr. It is said by the natives that an
elephant deprived of this trunk tip is
like a man deprived of his sight, so
helpless does it become.
