Auditor General Myliu has issued a cir cular letter t county commissioners In relation to the duties of the mercantile appraiser. He Insists that appraisers shall personally visit all stores or other places of business liable to mercantile tax, and says that no license is to be assessed mhere the annual amount of sales is less than fl.lKl. If dealers in liquors sell other goods than liquors, then they must pay a license for the sale of such goods. Iu ail counties the appraiser must furnish the county treasurer a certified list of dealers, m ith their classifications. In accordance with a recent eleeisiou of the supreme court, dealers in live stock are exempt, and they must not tie assess ed. Butchers who sell tho meat of ani mals tbey have slaughU'red are also ex empt, but (hose butchers who purchase cattle already killed and sell the dressed meat, are liable to the payment of lie-ense. All foreign or resident dealers or firms mho have a shop for the sale of meat apart from the slaughter-house must be taxed. Under an opinion of the attorney gen eral appraisers are instrmled to assess all owners eif restaurants, eating houses, etc., not selling liquors. Provision has l'eu made by the department for returning this class of licenses. A Wonderful Record. Mr. Leonard Fosdick, General Agent here of The Equitable Life Assurance So ciety, is just iu receipt of a letter from Manager Woods, of the Western Penn sylvania Agency, giving the wonderful record made by it during the year that has Just closed, which ought to be espe cially gratifying to people in this vicinity. It undoubtedly shows not only the un bounded confidence which the business men in Western Pennsylvania have in Equitable insurance, but the general wealth and prosperity of this part of the country as well. Woods, who is at the head of this Agene-y, announces sev eral new policies which are just being put on the market, aud which have in them some new and attractive features in life-assurance. Mr. Fosdick, who looks after the agents in 3ti m estern counties of this state, closed December m ith 20 policies for ftrtuo in seven counties, including Somerset. A Kew Building For Onr Insane. As matters now stand a new fire proof building for our insane is rapidly lieim- ing an imperative necessity. Such a building should contain at least forty, or forty-five rooms, and wita all needed ap pliances for the comfort, care and training of the inmates, would cost not less thau f 12,001. The present building for the in sane contains but sixteen rooms and is practically fire proof. There are now fit teen inmates under the care of the keep ers in this building. Besides these, thirty or more of the county's insane are at Dix- mout, Wernersvllle or other institutions iu the state for treatment and care. The cost to the county for these thirty unfort- u nates is slightly over $.!,00 annually. This is a heavy drain upon our tax payers, one that should lie stopped at the earliest practicable moment. The cost of such a building alone is iu the way, together with the huge county debt piled upon us by the Combine mismanagement of the six years eif the County Commissioners, euding Jauuary 1, IsjC. The State pays for the care and maintenance of each of these f 1.50 per week and it goes without saying that they would be better and more cheaply maintained at borne than else where. In this way it can readily be seen the building m ould pay for itself in fi ve yesirs or less. There is the m.st pressing necessity for such action, but tbecoudi- ion of our finauces, for the reason above given, is such that the proposition, advan tageous as it unloubte i!y is, should be carefully considered. The plaintiff, David Earnest, 'jras paid th9 sum of fifty cents by the commission ers of Bedford county; he demands one dollar. Kibe court is of opinion that the a-t of 103 allows a constable fifty cents for each service of a subpteua, then judgment is to be rendered in favor of plaintiff for fifty cents, and if the court is of opinion that a constable is only entitled to afi eof fifty cents iorasubpo-na regard less of the number of names on the sub p.ena, then judgment shall be rendered against the plaintiff.
