unnecessarily severe in its provisions.
Tiie ordinance was then reconsidered and
passed over these objections by a two
third vote of ail the meiubers of the
council and will be in force iu ten days
from this date. Owners of cows w ftl do
well to' study it provisions. It w ill be
seen that thereafter they must keep their
cows off the streets at all hours and every
day of the year. It is quite certain that
some owners will have to keep their cow
standing in the stable at all hours dur
ing the six mouths of the year in which
there is no pasturage. It was the last
mentioned feature of the ordinance that

Prof. E. C. Heflej'i Kariul TroubUi.
Persons familiar with the domestle
infelicity of Prof. Kugene C. Heffley and
wife w ill not be surprised to learn that
they have invoked the aid of the court of
Allegheny county to et matters straight.
Prof. Heffley is a native of Berlin, this
county, and has many friends here, all of
whom sympathise deeply with him in
his present troubles, and believe that he
will come out of them with his reputation
unsullied.
Saturday's Pittsburg Lender, in speak
ing of the case, says:
"At the otuce of Alderman P. B. Reil
ly this morning was held the bearing
ofMrsOlga A. Heffley on the charge
of criminal libel preferred by Carrie
Wilhelni. Miss Wilhelm charges that
Mrs. HeMey inspired a letter w ritten to
her father, saying that she was the cause
of the trouble between Mrs Heilley and
her husband, Kugene C. HefHey.
"Mrs Henley gave bail for court yes
terday ou the charge, the sum being $j00,
but this morning Attorney John Marron,
for the prosecution, insisted on a hearing.
The only witness examined was Mrs.
Askins, Mrs Henley's neighbor, who
was asked in regard to a conversation she
had held with Mrs Heilley on the subject
of the domestic unhappiuess of tho Hef
lleys. Attorney John A. Murphy, for
Mrs. Heilley, objected and the alderman
sustained the objection, though Mrs
Ashins had denied having had such a
conversation. Then Mrs Heilley was
held for court.
"Prof. Heilley, on tho charge of non
support and desertion brought against
him by his wife before Alderman Mo
Masters yesterday waived a hearing for
court in the sum of His attorney,
Major Montooth, lieing ill, he has engaged
additional couusel in the person of Mr.
Marron, who has advised him not to talk.
Prof. Heilley, when seen this morning,
ivus'-cjuentiy had nothing to say.
"Attorney John A. Murphy, who has
U'en retained by Mrs. Heilley, says ev
ery effort was made to settle the mat
ter out of court, but that Prof. Huflley
would not agree, except on condition
that his wife live separately from hiul.
He would not give her enough to live on,
so Mr. Mir.pLy says.
"Mi Carrie Wilhelm, who is such a
notable .figure in the case, is a well
known pianiste, being a beautiful play
er and gifted with unusual talents. Per
sonally she is a very charming young
lady, so those who know her say. She is
(Miite pretty. Last night at a niusicalo in
Sewickley she was one of the soloists.'
The affair s ems to lie a much mixed
up one. Heflley is a well-known music
teacher of Pittsburg, ami Miss Carrie
Wilhelm of Clarion is a pianiste and vo
cal artist of much ability and reputa
tion in the Smoky City, and their voca
tions naturally led the two into the com
pany of each other. Another party,
hose business as a teacher brought her
into association with Prof. Heilley and
Miss Wilhelm was Miss Maude (iettings,
who, with Mrs. Olga A. Heilley, the wife
of the professor, completes the quartet iu
the sensational suit.
The first action was ono brought by
Miss Wilhelm against Miss t Jetting on
a charge of criminal libel. It was al
leged by the prosecutrix that Miss Get
tings wrote a letter in w hid. it was stated
that improper relations existed between
Miss Wilhelm and Prof. Hetiley and that
M Wilhelm, the father of the girl,
should know of iL At the hearing Mrs
Heilley stated that it was at her direction
that M is Getting wrote the letter refer
red to. After Miss (Settings was held for
court. Miss Wilhelm prosecuted Mrs.
Heilley for conspiracy in the writing of
the letter and. as w ill lie noticed alsove,
Mrs. Heilley was held for court ou the
same charge.
In the meantime it seems that a set
tlement was sought, but Mr. Heilley re
fused to make satisfactory terms and he
w.is prosecuted for desertion and non
support. He also gave bail for court.
Thus far Miss Wilhelm is the only one of
the quartet ho has not been prosecuted.
The Heilleys live on Howe street and
are well connected in musical and social
circles.

Any resident of the county is eligible to

is proposed to ask the next session of the

affecting this county at present, in order
that the season forsbootiug squirrels and

Flans For Better Water.
L. W. Wolfe, of ConnelLsville, Super
visor of water and water tanks on the
Pittsburg Division of the Baltimore A
Ohio, has plans which are intended to
improve engine service on this division
the coming summer.
Last summer and fall it will lie re
membered, says the (bnnr, the railroad
officials experienced much difficulty in
obtaining a water supply. The Cassel-
nian and Ymighiogheuy riven, from
which many Baltimore A Ohio engines
were supplied w ith w ater were very low
and the water so bard aud full of acid
that an engine taking it could not pull an
ordinary passenger train and make
schedule time for more than 20 miles.
Then the acid and lime would take effect
and start the engine foaming. The fire
would have to be pulled and the train
delayed until relioved by more power.
This was an every day occurrence and
for the five months that the drought con
tinued it cost the company $20,000 to haul
water from Connellsville, Glen wood and
Cumberland along their line. The river
water was so hard that it required the
use of 18 pounds of soda ash to the tank
foot and even with this dilution an en
gine could scarcely make 50 miles, slow
running, without breaking hot rocker
arms or foaming.
Supervisor Wolfe has received instruc
tions to immediately sink artesian wells
long the Pittsburg and Wheeling divi
sions in close proximity to every water
tank, and cut off tho pumps from the
rivers This will not only save the com
pany many thousands of dollars in injury
to their motive power, but assures the
patrons of the road more rapid transpor
tation and less frequent lay overs on aide
tracks for relief engines.
"I have never had a day's sickness in
my life," il middle-aged man the

"What a comfort it would be." sighs
the pior invalid, "to be in his place for
a yeai or two." Yet half of the invalids
we see might beiust as healthy as he. if
they would only take proper care of
themsol vea, eat proper food and digest it.
It's so stranee that such simple things
are overlooked by thoe who want health.
