Fees for Arreiti of VsgianU.
In the test -:i.se of Chief of Police
Swisher, of Chamhershurj;, against the
Commissionr-rsof Franklin county, Judgs
Stewart in a lengthy opinion handed
down lately, reviews the acts govern
ing the payment or rises for arresting va
grants, and decides that the police r.re en
titled to M cents for each such arrest, and
gave judgment for the plaintill", under the
act or May s, ls7."i. This decision dis
poses of the question of the payment oi
c sts in a large numlier of cases now
withheld by the commissioners. In part
the Court says: "It is clear lieyond dis
pute, that constables who have been
elected since the passage of the act of
May 2-s ls;l!, are entitled to lie paid,
under its provisions, for the arrest of va
grants. It is equally clear that policemen
are Tor the same service to !e paid under
the art or May s, lsT'i. For the same
reason that we exempt tbe latter from
the operation or the ai-t or Wi, reduc
ing the fees of constables, wc must ex
empt them from the operation of the act
oris'5, w hich inereas-s tho rs or con
stables. Neither of these acts applies to
policemen."

With the approval of the President,
publicity was given to the design agreed
on lietween Seeret.'.ry Ijunont and Sec
retary Herlert for the arrangement of the
forty-live stars i'l the national flag, made
nei-cssary by the admission of L'tah to
Statehofsl. The new arrangement wiil be
officially inaugurated in the army anil
navy on July 4th next. Under the pres
ent arrangement the stars are in six rows,
the upper and lower ros of eight stars
each, and the other rows of seven star
each. The design screed on bv- Secre
tari'W Latnont and lierliert also arrang: s
the stars in six rows, the first, third and
fifth of eight stars each, and the second,
fourth and si.vlh of seven sti.rs each.
No new arrangement will be necessary
through the admission of new States, as
additional stars can lie addcl to the
second, fimrth and sixth row without
disturbing the uniformity of the design.
Heretofore the Navy Iopartnient has not
conformed strictly to any official design
in tbe arrangement or the field, but the
Resign prepared by Secretaries Inuont
and Herla'rt will lie adhered to in all
n.aval Hags.
