A Bogus "Justice."
A lxgus correspondent hits now been
called upon to defend the conduct of the
Associate Judges, ami not content with
doing that he casts a foul imputation
upon the christian people of Confluence.
It is indeed incredible that the men of
that hustling village should with practi
cal unanimity wish to throw a veil over
the action of a majority of the court when
that majority has se!i lit to outrage
justice and public dei-ency. We have too
much confidence in the noble manhood
of the men of Confluence, no matter for
whom ihey cast their ballots in years
past or in years to come, to lielieve that
they would wish to silence a fearless
journal when it has found it necessary to
criticise the action of members of the
bench.

Over in Cambria county Judge Barker
dealt the lmard of County Commissioners
a severe blow recently by a decision
which reduced their salaries from J-'LoO
a day to 64-) a year. This action, the
Judge said in his opinion, was based ou
the fact that Cambria County Commis
sioners w ere compensated under a special
act, independent of the geneial one. The
Commissioners were forced to submit
but have in a measure retaliated by
throwing the burden f the work on the
clerks. The Uiard itself has appointed
certain days in the month to transact
county business, and present themselves
at the office only on those days. This
leaves them nearly all of the month to
pursue other lines of work.
In conversation recently Judge White

Farmer's Institute.
Ow ing to a press of other business the
local reporter of the Hkrai.ii was unablo
to be present at all of the sessions of the
recent Farmers' Institute and is there
fore unprepared to furnish the usual
resrt of that always interesting meeting
of representative farmers of the county.
The court room was not large enough
to seat one-half of the people who at
tempted to crowd into it at all of the
sessions, and hundreds of disappointed
ones were turned away.
Hon. George T. Powell, of New York,
who was advertised to be present and
speak upon "Fruit Culture" aud other
subjects, was detained at home. His
place was supplied by Mr. Calvin Cooper,
of Lancaster county. Pa., who ably dis
cussed the subjects assigned to Mr.
Powell on the program.
Among the most notable features of
the institute was a talk ou "Good Roads,"
by Hon. John Hamilton, State Director
of Farmers' Institutes. Mr. Hamilton's
elucidation of this subject is said to have
been the simplest and most convincing
ever hoard in this county. who w ere
present were delighted with the manner
in which the road question was handled
and predict that the advice given by the
speaker, if carried into effect w ill result
in great practical good to the people of
this county.
Hon. John A. Woodward, who is
perhaps without a peer in Inst tut o work,
was present throughout Friday and
Saturday, and delivered a number of
highly entertaining and practical ad
dressee. All of the home people who had lieen
assigned places on the program were
present and acquitted themselves credita
bly. Saturday evening's meetii.g was
perhaps the most interesting of any held
at this session and attracted an au.Men.ro
tlmt would have tilled a hall of double
the capacity of the court room. It is a
matter of sincere regret that all wh.i
dts-rcd to hear Dr. Bolhrock, State For
estry Commissioner, were unable to do
so. His lecture "Beautiful Pennsyl
vania," wax Illustrated by a nuiulier of
Riiierb stereoptieon views, while the
subjts-t matter was intensely interesting
and tende.l to awaken those present to
the urgent necessity of preserving out
remaining forests, especially those
standing upon untiilab'e ground. The
Dr. denoiui.-ed tho man who intentional
ly starts a forest fire as "at: unredeemed
an.i irredeemable wretch," and the for
cible manner in which he uttered tho
words left no doubt as to his earnestness.
The lecture is one of inestimable value
and should bo heard by every tax-payer
in the State.
Two additional performances which
camo under the reporter's observation
were a talk by Mr. Jere Stevauus, of F.ik
Lick, on the cultivation of small fruit.
The speaker s itislied his :iiidi--n. that
he had been a conscientious and close ol
server in this line and gave his heareis
many valuable suggestions.
"The Rented Farm," a recitation by
Miss Alice G. Will, of Glade, was deliv
ered in capital style at Friday evening's
sessii m.
The Secretaries of the Institute have
promised to report the sessions for the

script had not reached us at the time of

Queer Conduc: of a Stranger at Berlin.
Mention was made iu last week's
IIkiiai.ii of the admission of one John
Donahue, w ho was suffering w ith frozen
feet and hands, to the County Home.
The following information in regard to
the unfortunate sufferer is taken from the
Berlin 7'cor.:
Thursday evening of last week a
stranger was oliserved on the streets w ho
attracted some attention on account of
the aimless method iu which he walked
about. Ho was a large, well-proportioned
man ami appeared to lie about years
of age. He wits comfortably dressed,
wore a good overcoat, had his pant legs
tucked in his Ik sits and looked like a
miucror railroad man. No one knows
where he stayed on Thursday night,
though it is suspected he slept in one of
the coal banks. Friday morning he
entered the front gateway of the Hoover
property on Spring Avenue, walked
through the yard and down the bill to the
station. During the day he was seen
several times, mostly along Buffalo creek
and sometimes wading through it To
some of the section men on the branch
w ho conversed with him he stated that
he was hunting for his brother Will who
had been drowned. Both his actions ami
statements indicated that he was out of
his mind. He told one of the men lhat
his brother was drowned at Wilson's
bridge, wherever that may lie. At one
time he passed w here some men were
loading a car on the main track of the
branch and meeting the train afterwards
signaled and called for it to stop, and
when the train did ship he informed con
ductor Sease lhat there was a train ahead
and they should look out for it. At an
other time he rode with tho men on a
handcar aud afterwards picked up the
dinner pails and inspected them and ask
ed where his was. He was seen at dif
ferent points wading the creek and feel
ing about with his feet and hands. Satur
day morning he was found near Alt
father's saw mill lying by the creek
with his feel hanging in the water, and
his clothing frozen fast to the snow. He
was halless and without his overcoat,
having lost them somewhere. H. D.
Altfather took him home and Sunday
morning brought him to town for the
purpose of having him taken to the Coun
ty Home. The man's clothes weresean-h-ed
aud a piece of paper found containing
the name "Wm. Shuszer" and an express
receipt for a trunk shipped from Pied
mont, West Va.', to Glenwood, Pa., and a
silver watch. No money was found.
The man's feet were somewhat frozen.
Constables' Costs
Judge Mcpherson, of Dauphin county,
mule an important decision in the
Uialler of Constables' cost a few days ago.
Constable George W. Charters, of the
Second Ward, some time ago went to
Washington with a requisition after a man
charged w ith false pretense in this county,
but returned without bis man, who war;
discharged upon a writ of habeas corpus,
by a justice of the District Supreme Court,
because the itidictineut did not set forth si
substantive offense.
The Dauphin county Conimisioners re
fused to honor the Constable's bill of costs
o:i the ground that he did not bring back
his prisoner. Charters than sued the eoun
ty for his expense and argument was
heard liefore Judge McPbersou the other
d,iy. The Court filed an opinion dircling
judgment iu favor of the county and
putting the costs on Charters,
'judge MePherson says the' act of ISO
directing the payment of such costs but
of the .unty treasury does not go so far
as lb compel such payment where the
fugitive is not brought back for trial.
Jn-lge Losgsneeker Almoniiaes Landlords.
Friday last was License day in Bedford
county court, and Jili;e Imgenecker,
befoie announcing any license, took occa
sion to tell the extcctaut landlords in
Bedford county how he expected them to
conduct the business aud keep their re
spective hotels. The court having con
vened for the purpose of granting Itetail
Liquor License at 10 o'clock a. in., and
many of the applicants being present,
Judgo Longeuecker informed all present,
and requested that the attorneys for ap
plicants not present inform their clients,
that all landlords throughout the county
selling liquor will lie expected to close
their bar-rooms promptly at 10 o'clock
p. in.; that although the pow er of the
court to enforce the rule may be undecid
ed, yet any licensee violating the same
can not expect his vote for renewal of his
license one year hence. Comment con
cerning free lunches were also made. No
objection was found to the customary
plate of pretzels, cheese, etc., but drum
ming for trade by giving a free supper,
which, if not directly, indirectly placed
upon the visitor an obligation to pur
chase a drink, was ositiyely forbidden.
Kquipping the hotels with modern ap
paratus was also expected. Attorney
McNamara, being a friend to the horse,
interposed tho suggestion that the Judge
should not forget tho horse. Good stab
ling was added by the Judge to his re
marks. All of which suggestions all landlords
iu Bedford county who expect to con
tinue in the hotel business while Judgo
Longenecker is ou tho Bench will do
well tooliscrve. Ample accommodations
for man and beast, clean beds, sufficient
of them, g'Knl food and enough of it, no
free lunch counter, liars closed at 10
o'clock p. m., and good stabling for
horses these are the Court's require
ments "and don't you forget it" AVcr-
ell Hrpubli.it.i.

They Want Office Bsoa.
Over iu Indiana county the District
Attorney and County Surveyor have
made formal application to the County
Commissioners for offices. They claim
that a law is in force in this Slate which
provides for otlice rent for all eounty
officers, and they are au xious to receive
the benefits of the act Heretofore it has
been the custom for the District Attorney
and County Surveyor to provide offices
for themselves. Just why is not al
together clear, unless it is because they
have never .taken the trouble to probe
into the matter and ascertain just what
their office entitles them to. A recent
decision in Carlsm county, however,
opened their eyes, and this investigation
is the result Judge White is reported to
Uke au entirely different view oftheai-t
of assembly and his decision is anxiously
aw aited by District Attorneys and Coun
ty Surveyors in other counties.
