After struggling for several years under burdensome debt, the cougregation of the Lutheran Church at Lavansville last spring concluded to liquidate its indebt edness. Blough's barn, at Beuscreek, on the Cambria county side of the line, was de-troyed by lire at an early hour Sunday morning. Mr. Blougti was tho first to discover the lire which issued from the stable at the end farthest away from the house. Away With the Toothpick. A while ago, says a writer in the Hotel Mail, I sought to condemn the public use of the napkin as a bib in hotel dining rooms and restaurants. Now I'm going to cry out against serving little quill toothpicks in a wine or egg glass after coffee or dessert. It is an alKiniinable custom, of which not a few first-class hotels have long lieen guilty. No lady or gentleman ever takes one. The mere sug gestion of such things is repulsive to re filled people. As well might toothbrushes be served. The very thought of such things incident to gastronomy is repel lent to the cultured person, and, although some men and women do take and use Oicm, it is all wrong. Why should hotels furnish them? Perhaps the measure which will make the greatest change during institute week is the law regulating the granting of permanent certificate. Heretofore a committee to examine applicants for permanent certif icates has lieen elected annually by a isipiilar vote of the members of the in stitute. Now, however, this committee is apioiutcd by the State Superintendent, and holds office for throe years. A per manent certificate issued by this com mittee is good in the county in which it is issued until forfeited by incompetency or improper conduct, and is of like virtue iu any other county ofthe state if endors ed by the superintendent thereof after one year's trial. The law requires that the members of this committee must lie practical teachers holding a valid teach er's certificate" Thero is no provision made for their compensation. Few Florida Oranges. Indications point to an almost complete failure of the Fl irida orange crop this year. The cause of the small yield was the frost last January, which killed many fruit trees of all kinds throughout Flori da. The scarcity of oranges will cause a temporary rise iu the price until the crops from other sections arrive in the market. The Jainah orango will arrive soon af ter the holidays. The unknown quantity, termed elec tricity, filled Library Hall last evening, beside a large and delighted audience, to hear and see the lecture and exhibits of Prof. John B. De Motte, on the principles and possibilities of that wonderful invis ible energy. The results ofthe power that are known wereapprejia'ed, but the possible benefits to a vrue to mankind were startling. Prof. Dj Motte said that within the past six months patents had been perfected on the latest result of scientific investiga tion, to produce what is considered the great economic question a light without heat, and its c inclusion, to be yet devel oped, a power with less loss of energy. The former would likely be given to the world within a short time. It was probably the most practical, in tellectual disclosure on that powerful force that has lssen given in our city. The stereoptieon views of the principles of magnetism, power, heat, light, color, and sound were ofthe best. It was a great subject, intelligently con sidered by an intelligent student of science. Moore, special agent of the State Department of Agriculture, is in Pittsburg for the purpose of enforcing the pure food laws, the oleomargarine law. He in tends making Pittsburg his headquarters for some mouths, and began Friday collecting samples of teas, coffees, sugars, flavors, etc. These will l turned over to Prof. F. T. Ashhurn, State chemist lor the district, aud tested. If they are found adulterated dealers will lie notified of the fact and ordered to bring the articles up to the standwrd required by law. Their failure to do so will result in prosecution. Mr. Moore has been enforcing the law in Erie and Crawford counties since Oa-toher 1. In that tiino he has entered 15 suits against sellers of oleomargarine, winning all of them. Mr. Moore keeps "tab" on the oleomargarine sellers, with a typewritten list of every firm west of the Allegheny mountains paying the government tax. Said he: "The greatest difficulty I have experienced is getting at the real members of the firm. Tho Unit ed States tax is paid under a false name, usually, aud the clerks are usually so ig norant that an arrest or two is necessary to gain information. "As for Pittsburg, I will make the as sertion that there isn't a grocery, butter or confectionery store that will pass inspection. I believe that in most cases the proprietors are unwitting violators of the law, but it is an evil w hich must be corrected. Thero is a certain date, by w hich timo all dealers must have spuri ous gisxls weeded out, I will not say how near that day is coming, but Pitts burg dealers had better get in good con dition. After that the law will lie en forced by suits. Inspections may be made three or four times. I do not know when 1 will Is) culled to some other part ofthe State, and some other inspector brought here to go over the same ground, in order to catch fresh violators. The people should not get the idea that tho inspection is only once every 10 years, or even every year. It may come twice a week in some cases. Dealers will not be prosecuted except 011 samples of goods actually sold. If a man selling adulter ated good:) shows himself willing to com ply with the law, he w ill not be interfer ed with. It is the willful violators of the pure food laws, and especially the oleo margarine laws that I am aftei." Mr. Mooro will inspect confectionery stores and soda water fountains In con nection with other lines. Pure candies and syrups will lie insisted upon. There arc three inspectors working throughout the State at present, and more will be put on later in the fall. Secretary of Agriculture Edge says those who have not given the matter careful attention have 1:0 idea of the ex tent to which the more common articles of household use are adulterated and re duced by the suieititution of cheaper or inferior materials. In order to test the adulteration of vinegar he recently di rected one of the agents of the depart ment to obtain samples of the "pure cider vinegar" sold in a country town in the midst of a large apple district in which it was supposed that the pure article of ap ple vinegar would lsj too cheap to be adulterated. Yet, it was clearly proven by chemical test by an expert iu the de partment that not a single sample came up to the legal requirements for vinegar aud that probably not one of them was, as they all purported to bo, "pure cider vinegar." Colonel Edge claims that a very low price! article of vinegar costing not more than three cents a gallon is made from the scrapings and washings ofthe steam ers and other vessels which bring mo lasses in bulk to New York anil Phila delphia. This is manipulated and event ually sold, at least in many cases, as "pure cider vinegar." The pure food law, enacted by the last legislature, posi tively requires that the legal article of vinegar shall contain four per cent, of acid and two per cent, of solid, and yet it is claimed by the officers of the depart ment of agriculture that not one sample in ten will come up to these require ments. The secretary proposes to collect nu merous samples of food products aud articles used for food in different parts of the state and by an analysis aud ex amination by experts, show the neces sity which exists for the pure fosl act, which it is made the duty of the depart ment to enforce. Thus far, no prosecu cutions have been commenced, lmt after the violations of tho law have been de monstrated and manufactures have lieen fairly notified it is pmiiosed to carry the provisions ofthe law into effect and imm inence prosecutions against offenders, the intent lieing to punish those guilty of manufacturing, rather than tho possibly innocent retailer, who, at least in many cases, has no knowledge of the actual character of the commodity which he of fers for sale. But there are flagrant cases for which ths officials claim there can lie 1:0 extenuation offered. When a grocer offers his customers thirty-five pou nils of "pure fruit jam" in pails costing eight cents for sixty-nino cents, pail and all. Colonel Edge says, there must be some thing wrong. No retailer can plead ig norance of fraud and should know that the seeds of the so-called strawlierries and rasplierrics are timothy seeds and that the body of the mixture is glucose thickened or coagulated w ith sulphuric acid. In other articles of food the adul teration and suletiiution are equally evident. Coffee, in the grain, of any col or desired, can be procured. It may bp guaranteed to contain nothing injurious aud to contain no coffee of any kind, ant may le placed on the market in lUD poiind lots as low as ten cents a pound.
