servii-e with that old historic hostelry,
after ha ing lits-n Idciititb-d with its in
terests for eleven years. Mr. I'ichard-vin
began as clerk in the Mtmonahela in
ls-b g.iing there fresh from school
in Shade to.vn-hip, this i-m.ity. He
rose through the various clerical posi
tions to the sition of manager. He re-jin.-p-tished
th it position in J'-so f,,r a few
mouths, v. h.ti he went to the Tacoma
hotel in a similar capacity. He soon re
turned to his first love, however, and Iiiih
Kim-e remained. Iniriug the incumlM-iiey
of J. M. Montgomery as manager, Mr.
Hichardsoii w as his assistant, and over a
year ago again acceded to the general
management.
Mr. Illchardson has made thousands of
warm friends during his stay at the Mi
tiongahcla, and his ellieidit management
of its all'airs has done much to ppppulai ize
the hotel. His plans are not fully deter
mined fpir the future, but he will prolia
bly litssiinie idenlibtil w ith the manage
ment of another prominent hotel not far
from 1'ittsburg.

of Armstrong county, recently, in the
form of a stated ease. It relates to the
compensation to 1 allowed constables
for attending the polls on election days,
f nd.-r the old law constables were re
quired to be pr.-s.ont only until the clos
ing of the polls seven o'clock in the
evening; but the liallot reform a.-t require-!
them to remain within the voting
room while the votes are lit itig counted,
lu mai y preciio-ts the count is some
times not completed until nearly day
break the next morning, and in but few
election distrii-ts do the ofiicers end their
duties U-fore 1 or li o'clock, a. m. It is
for this'cxtra time that increased pay is
asked. Heretofore the county commiss
ioners allowed constables &I for their
flection day work. Several constables
last November demanded of the com
missioners extra pay for attending the
polls w hile tho count was going on. The
lioard of county commissioners refuod
to comply, and tendered the usual com
pensaiion, two dollars. Tho peat otli-i-ersthcn
tiinployed coutisel to test the
matter, and the question was argued
fore the court.
The new law cor.tains no provisions for
an increase tif pay for the extra time
served by the constable, but providi
that all expenses immrred in carrying
out the law shall be iaid by the county
coiumissloiiers. Judge Keyburn has not
as yet rendered a decision, but it isawait
