The ''water question" was the issue. A successor to Mayor Weifley and Coun cilmen Granger and Werner were to be Dominated. In the two cities of Pituburg and Allegheny there are about 30 Masonic Blue lodges; in the county outsid of ihe two cities there are about half as many more.
