some of our contemporaries Lave iulimated.
They arecitisens and property owners, and,
if they ran prevent it by legal means they
will not stand idly by and see a burdensome
tax imposed npo n themselves and fellow
citizens in an absurd attempt to procure a
sulficient supply of healthful water from
two botes in tbe ground, each IU".' feet deep,
drilled in a basin into which the village
grave yard drains.
Still at the Seat of War.
Telegrams are flying thick and fast be
tween Captain Henry F. Picking, in com
mand of the U. 8. rlect in the harbor of Rio,
Brazil, and the Nivy Department. Tbe De
partment refuses lo make any of Captain
Picking's commtiuii-atioos public and from
this il is taken that the war between the Bra
zilian government and tbe insurgents is fast
approaching a crisis. Captain Picking had
hoped to be relieved about Jan. 1st, from
duty aboard ship, be Laving already served
two years at sea, the period specified by the
regulations, but he has so successfully dis
charge.! his duties pertaining to U. S. inter
ests in Brazil that it is more than likely
be will be retainej at Rio until 'he war
is over.
The Captain's letters to Lis sisters in this
place are forwarded by way of England.

An Unwelcome Guest.
An unwelcome guest has appeared in the
Northwest which has caused genuine alarm
among theagriculturists. It is known as
the Siberian thistle and is tongb, prickly,
poisonous, crowds out of space all native
growth, spreads in every d rection, matures
rapidly and s.-atters its seeds broi JcaU. It
is believed lo have been brought into the
country by Russian refugees.
This vile weed Las established ilself in
several of the northwestern state Wis
consin, Iowa, Minnesota, Nebraska and the
Dakotas. Il is a terror to the firmer and a
movement is on foot to ask Congress for a
millon-doilar appropriation to aid in ils
extermination. It is difficult to see Low a
war against this vegetable terror could be
made effective even with this amount of
money as a basis of operations.
Oae thing is certain, there should be
measures taken to prevent the introduction
of Buch pests into the country.

Swear or Affirm.
Tbe matter of swearing or affirming in
legal business seems to be claiming its share
of attention at this time and is a subject cf
general interest. The custom of affirming,
which originated among the Satiety of
Friends, and is particularly strong in the
country near Philadelphia, is gradually
gaining ground, and one of the leaiin g
members recently expressed it as his opinion
tba1 it would not be long before swearing on
the Bible would be altogether done sway
witb. In every jury drawn there are some
men wbo swear, wbile others affirm.
There is still another legal form by which
people may solemnly bind themselves to
tell tbe truth, snd that is by tbe oath of the
uplifted hand, but it is seldom used, and is
in fact, unknown to tbe great majority.
Someone wbo wants to take this form turns
cp in court about once a year, or perhaps
lees often, aod b generally excites curiosity
assoog the spectators snd consternation
among tbe eourt eflloen.

Farmers in Convention.
Fifth Annual Session of tha Farm
ers' Institute.
Somerset County Farmers' Institute has
become a permanent institution and it bas
steadily grown in popular favor tince its
organization five years ago. The attendance
bas increased from s half hundred persons
who were present at ti t fust Institute until
to-day tbf re is not a ball in the county large
enocgh to accommodate all cf the people
who desite to attend.
The Conrt room was comfortably filled at
10.30 o'clock yeattrday morning with farmers
farmers' wives sod farmers' daughters, from
s.l sections of tbe county and long before ti
hour for adjournment arrived every availa
ble seat was occupied and a large number of
persons were compelled lo stand.
An organization was effected by the elec
tion of P. K. Moore, of Mtddleoreek town
ship, chairman ; Jere Miller, of Somerset
township, secretary, and W. II. Miller, of
Quemahnning township, query nian.-ger.
The " Highland Grange Cboir," composed
of a number f young ladies and gentlemen
from Husband, Somerset township, rendered
a selection, after which Senator Crilchiield
introduced the gentlemen present from dis
tant parts of the Slate, who came prepared
to give tbe bee fit of their experience on the
farm and to exchange views in regard to
riruiture and k indred topics with Somerset
county farmers.
Secretary Edge, of the State Board
of Agriculture, was first presented. The
Secretary bas attended previous sessious of
Somerset county Farmers' Institutes, and
was accorded a cordial reception. Mr. A.C.
Sci.cecn, of Lackawanna county, who will be
reruemoered by ail wbo attended Institute
last year, was next presented, and before ad
journment favored the audience witb one of
his inimitable songs. Hon. John A. Wood
ward, ofCcntre county ; Hon. J. D Hicks,
of Altoor.a, Hon. George Hop ewood, of Fay
ette county, and Hon. Geo. flay born, of Dela
ware county, were next presented. All of
tbe gentlemen made s few felicitous remarks
upon being introduced to the audience.
"Farmers' Organization aod What they
Have Accomplished," was the subject of a
paper read by Henry J. Hodman, of Hus
band. Mr. Hoffman urged tbe necessity of
farmers' organizations, snd followed it up
th a concise statement of the work accom
plished by the Grange since ils organization
by a half dozen determined men in Washing
ton City many years ago.
The subject was then taken npand discus
sion by the members of the institute. Sec
retary Edge said organization among farm
ers is a good thing and should be encourag
ed, but ae desired to caution tbe members
of organizations against tbe wrong us of tbs
power in tbeir hands. He referred to grang
ers petitioning to the legislature in behalf of
reduced taxation and at the same time
petitioning to have their tales increased.
Other speakers followed in the same strain.
At the afternoon session the Court room
was crowded to its full capacity Many per
sons were unabls to guin admission to the
room and were compelled to return to their
homes. Tbe features of this session were
Itlt on Commercial Fertilizes " by Sec-
retr.ry EJge, and a paper on " Keeping Boys

Births and Deaths.
The law requiring assessors to make semi
annual returns of the deaths and births in
their respective districts went into eilect
June 1, lSi'3. The reports are now being
s'owly filed ia the Register and Recorder's

have been heard from, notwithstanding
the assessors were no;! fie-i on the passage of
the law and of the time whrn it went into
effect. The assessors do not se-ni to consid
er it an imperative duty and are taking
their own time to prepare their reports. The

follows: Name, color, sex, age, name cf
father, name of mother, married or single,
place of birth, occupation, date of death,
place of deatb, caise of death, duration of
last sickness, place of interment, dale of in
terment, date of record.
Ia regard to births, they are as follows :
Name, sex, color, name of father, name of
mother, residence, occupation of father, date
of birth, date of record. The columns used
for recording this data are large, the sheets
being abozt 22x1.3 inches.
The assessors in many instances Lave been
careless in preparing tbeir reports. They
have neglected to put in facts according to
instructions, because tbey Lave not deemed
it important. In the lists of deaths, many
assessors have not put in tbe names of tbe
parents of the deceased, especially if tbey
were old persons. A common error, too,
was the failure to give the father's name in
the case of illegitimates. The data is im
port nt as a matter of record and the offi
cials are expected to exercise the greatest
care in its collection.
