j hel l Saturday evening, for the parprue of
i rectiv.ng and considering bids for tbe erec
tion of a system of water works for this bor
ough, a narcber of contractor and represen
tatives of bidders were present. Perhaps
forty bid in all were submitted, two or
ibr, of which were for a completed system
and come within the resource of the bor
ocgh. Other bid" were received for particu
lar portions of tbe work contemplated.
Another session of the council was held
Monday evening, at which contractors who
wen not present at Saturday evening's ses
sion, were given aa opportunity to explain
their bi is.
The bi.is submitted are for both gravity
and pumping system, but we understand
that tbe former is entirely out of tbe ques
tion tinder tbe surwy upaa which tbe siec
incatioas were drawn. ' be opinion prevails
in some q-.arters. however, that a gravity
system is stiii feasible, and efforts will be
made to demonstrate it.
DitTerent plane for pumping systems were
eubmttted. Several of them contemplate the
erection of a pumping station at tbe month
of Kimberiy run, witb a reservoir on tbe
Tayman bill. Another contemplate drill
ing wells at the base of the Tayman hill,
from which a supply of water can be obtain
ed ; another contemplates pumping water
from wells and springs at that point ; and
sliil another contemplates pompiDg water
from Kimberiy ia the neighborhood of "high
bridge," on the Berlin road, to a reservoir on
tool Hill, from whence it is claimed it can
be fumi--hed by gravity.
TLe members of council from whom ati
expression was secured are Dot of one mind
as to which if any of the di:Tc-rent systems
prcposed shall be adopted, and it is mani
fest that they are Dot prepared to let a con
tract at this time.
Much Las beea accomplished by "weiring
bids and getting expressions and ideas from
the experienced and practical men who have
been drawn here for tbe purpose of looking
into the practicability of introducing a sys
tem of water woiks.
One member of council is enthusiastic
over tbe plan suggested by one engineer,
which contemplates furnishing water by
means of pumping from drilled wells aad
utilizing the same power for manufacturing
electric light for street illuminating purpos
es. It is claimed that this sy-tem is the on
Iv feasible one with the limited resources of
the borough, and that ii aloplioa wiil re
duce tbe price of both water and light to the
minimum.
Council have not yet had time to digest
ail tbe schemes submitted, but they will in
all probability take definite action oa the
matter in the near future.

Who is This Man ?
A Washington newspaper correspondent,
who has been ransacking the records in the
pension ofSoe lor the purpose of writing up
fraudulent claims that have been detected,
tells tbe following story concerning a cli
mant for pension from this county : " He
stated that be had incurred disabling injury,
of the nature of a rupture, while in the ser
vice. Tbe records showed that he was
honorably discharged on account of this
trouble. Nevertheless, suspicion was arous
ed, though everything aeeme-i a straight as
possible. Mr. D. I. Murphy, the present act
acting Commissioner of Pension, went to see
tbe man. He was a big, hearty-looking fel
low. Though be answered all questions
satisfactorily, a lingering doubt was still
felL On investigation it was discovered that
the whole affair was a fraud. Tbe witnesses
who Lad endorsed the application bad been
bullied and frighten d into doing so.
Tbe truth was that the applicant Lad prov
ed himself aa arrant coward while in the ser
vice. One nigbt he said to his tectmates
tbat be would not stand up and be shot at.
He even boasted to them of the scheme
which be proceeded to pat iuta practice.
By an ingenious artifice, which must have
cust him indescribable agony, he produced
temporarily the appearance of a frightful
injury. When he exhibited himself to tte
sugfon they were horrified, and on their
recommendation be obtaiard hi discharge
at once. Wben he applied fo' a pension, be
fore going before the Examining Board of
Pbysicians.be repeated the operation refer

condition described. Tbey a'sj were deceiv

dle bad been finally carried through be
would have got several thousand dollars in
arrears besides an allowance mouth y for
life."

IS THIS BLACKMAIL?
OR DID HIS REVERENCE COO IN
TO THE WRONG EAR 1
Elder Robert H. Singer, of lb Disciples
Church, is confined ia the county jail await
ing tbe act . on of the grand jury on a eerioa?
charge preferred against him by Mrs. Alice
Jetrrie. a married lady and a member of
the same denomination, wbofe home is in
Addi-wu, this county.
Elder Singer was oinuucling a series of
revival meetings in tbe AdLon church
daring tbe latter part of April, and it was
during tbis time, wben Mrs. Jeffries called
upon him for tbe purpose of securing bit
views in regard to a religious subject, that
the assault is alleged to have been made.
Tbe information state tbat Singer subjected
his intended victim to brutal treatment and
afterwards .tempted Jo secure a promise
from her tbat she would not reveal anything
that had taken place.
Aa information was lodged against the
reverend gentleman a few day aftermards.
and he was captured at Lock Haven. Pa,
where he was holding a revival meeting, and
brought here to jail.
Friday a number of Eider Singer's sup
porters from ths south of the county, came
to Somerset for the purpose of giving securi
ty for his appearance at court, but they re
turned to their homes without securing his
freedom. It is understood that bail will be
furnished by his friends during the present
week when Le mill be released from jail.
Sineer claims tbat tbe charge against him
was brought for tbe purpose of blackmail
and to injure his standing as a minister.
That at least four reputable persons were in
the bouse with Mrs. Jeffries and himself at
the time the assault is alleged to have been
committed, and that on the same evening
Mrs. Jeffries attended services in the churoa,
aad the next day invited him to call at Ler
home. A number of persons familiar with
ail the facts in the case believe firmly in Ei
der Singer iaaooence aad claim that he
wiil have no trouble to establish it wben
permitted to do so.
Tbe prisoner takes his imprisonment very
philosophically and from outward apiar-
ances does not feel his position as keenly as
one mould nafuraliy expect a minister of;
the goepei lo under tbe circumstances. !
Members of the Disciples' denomination 1
say that Elder Smgr Las not beea ia good '
standing in that church for a number of
years and that tbis is not the first timo that ;
charges ac"ectir.g his character have been j
made. Hitherto he has escaped criminal j
prosecution. J

the inmates of the jail. A prayer meeting
was held Saturday evening ci Sunday
morning the eider preached a sermon.
A letter was received hers this morning
saj ing that Elder Singer is UL-cr tail for
his appearance at the Lycoming county
Court next September to answer a charge
somewhat similar to tbe one lodged against
him by Mrs. Jeffries.

Counterfeiters at Lare.
A press dispatch from Connellsville, says :
" Tbe residents of the northeastern end of
tbe county bordering on Somerset county
are considerably excited over the presence
of a gang of counterfeiter. Yesterday a set
cf counterfeiting dies was found near the
residence of Jacob Koontz. ia Springfield
township, by some school children. Tbey
aiso found about J lc in dollars and .Yucent
pieces cf the spurious c.in secreted in a can
near the dies. The counterfeit coins glisten
ed like genuine currency. The dies aisa were
bright, showing that they had been used re
cently. This discovery is taken as conclusive ev
idence that the band of counterfeiters that
bas been flaoding the southwestern part of
Pennsylvania bas its head inarters in Spring
field and Saltlick townships. OS.-ers have
been in search of the coinackers in that
county for the last two months, but no clue
could be obtained that would lead to their
discovery.
The band cf counterfeiters is turpovd
to be composed of the same men who Lave
beea "mooDshining" in Somerset county for
the pa."t five years nndtr the leadership of
Dill Pritts, old man Hosteller's slayer. Tbey
have been making lots of counterfeit money,
and much of it is low in circulation ia this
