Thettecnpt of Governor Leweh.re tocow the lawful Hou.se of Eepr s-.nt-tives by calling out the State militia, with its Galling gan, was an ot ter failure, and the point of F.epublican insistence from first to last was fully and grandly carried. From the outset the KipiV.icins were ir. favor of submitting the casefl of the two 1 sidativp;Wdies, one presi led over by Speaker Itougla-s, the other by Spea ker Iounsmore, to the arbitrament of the Supreme Court of the State, a body in which both parties are represented, but the Populists would not do it. Then things went on fairly well with one boose meeting in the morning, the other in the aflerncon, but after a while, acting un der the advice, apparently, of lawyers bo were eager for a sensational ruction with the consepuent legal proceedings, the Governor encouraged the Populist House to deny the rights of the Repub lican House, and then he made a grand bluff which he seemed to suppofe would frighten the Republicans into aPject sub mission. Tbe controversy between the Republican and Populist Hoa-"e of H-presentatives in Knsa reached a crisis Wednesday morn ing. The Republicans battered down tbe d ors to Representative Hall, and fjreibly took possession. Armed men employed by the Populists were uiiaide to keep them out. The Republicans then placed ti men inside and loo men o.'.tside the hail to prevent its recapture by the Populists. Governor Lewcllen issued a call for the Ste miiilia. Their number was not large enough and the Governor then issued a proclamation authorizing the formation of provisional companies. Three companies of 3u men eacb were organixJ. One company was stationed in the lower hall of the Slate House. The Republicans sent a commiitee to the Governor, suggesting a suspension of hostil ities. They proposed that both Houses agree to adjourn uutil a rise could be made in the Supreme Court and finally adjudicat ed. The Governor would not entertain the proposition. President Douglass then read a proclamation to the House, calling upon tbe people of the State to rally to the sup port of the Republican House. Telegrams were received from several points in the State by the Republicans, sayinK that arm ed men would be sent to Topes by the lirst trains. The Republicans iasned tbe following ad drefs : Tj llic Lav Abiding Citizens of Kaiunu : A a organized conspiracy to subvert the Coi.stituiion and laws of the State, and 10 overawe the lawful House of Reprtsenta mes. is at this moment in full operation at tbe Capitol of the State. A dispatch on F.iday says: The R;pabli cans within Representa'ive Hall are teru,H- rariiv triumphant, at ieust, and masters of the field. The siege stiil ronlinties, but the Governor has no confidence in the militia and is overawed by a big pois of I00U dep uties mustered in by the Sheriff to defend the licouLucans in their summon. It was in vain that he commauded the commander of the troops to charge upon the State Honse an J evict the "rebels," and the despairing Populists have meekly removed their goods and rbsite's and taiien up quarters iu an other l'xration. After five compsnies of State Populi3t mi litia under cotnmsri i of the Governor and lt armed deputy sheriffs whose business it was to see that the militia did no harm to the Republicans, baJ marched up and down the streets of the town a'i day making war like demonstrations, the Governor and the besiegrsl Republican members made mutual overtures for peace, and a truce was declar ed, pc-r. Tue proposition was rejected and another niide to theGovernor that R:ch should re main under arrest and that the Republican clerk should also be arrested, and pending a settlement in the courts the Republican House should retain possession. In considrring tbe trouble in Kansas there are a few points that should ba kept well in mind.
