Mail from Writer to Reader.
A writer in the N'ew York Trihw.t l
Tocatee tbc free delivery of mail matter
eve-yliere in the country ma well as in
the city claiming that all persons should
be treated by th Government equally,
and that the mail service ehould be from
tlie hand of the mritti to the hand of the
reader, and that t very m-u ler if a letter
should b' asured tlial it aid not Btnp in
sotue local potf-oUi-v, but a il! go right
on until it reach liie ivrwin tj aliotu it
is went. As to the q'lcstioB of cost, he
C-ures nut that it would cost the (overa
we rt tiiUch less than it CJk'.s individuals.
He says :
Take, for illustration, a p-iet-odioe
nerving on hundred families liv
ing within a radius of three mile. This
would fairly n-jnieti te Kittiation in
the more thi:ily-twsil,-.l parts of our oM
cr States. Allow for tliej one hundred
families an average of an hour a day
spent in sending orseekiny their mail.
As the work is mit-times done by chil
dren, count the cost it five cents an hour.
This would amount to f 'i a day for the
entire community, or 1,S:!", a year. If
this still s.'ems t much, take half the
mim, or ?'.J1 a year. Thif, at f -00 a year
the lowest W8!s paid our letter carriers,
would employ one carrier on full time
and one on half time, and these would
deliver the mail twice a djy to all the
liousen having mail due them. In more
populous districts the saving would be
more, for the same carriers would serve
two or three times the number of fami
lies in the same radius.
T.ut why S'ioo? We all know that
good, competent men can be employed
in the country district for f 1 a day for
this service, and active and honest lads
of sixteen or eighteen yea." of age for leas.
It is certain that the free delivery can
never l-cotiie universal if the present
)wy of carriers is to Ik' given for country
service. Hut if Congress will allow, and
the P.isliHar-ttr ieiicral dare attempt it,
the free delivery could be extended to
the greater rt of the country without
much if any additional espens?. Let one
half or two thirds of the saiall country
pospomiTes Ifealjolislied and mail-carriers
be appointed in place of the dismissed
obtiuaKters. In a circuit office miles
including the village iu which I now live
there are fo'.:r or five small po oflices,
My four. Ijft the most central ollioe re
main, simply as a mail dipot. The three
carriers who may take the places of the
three other postmasters could easily de
liver the mail twice a day to every fami
ly within the whole district It is by
economics such as these that Kngland has
uriversal free delivery. It the ost
master in every large jswlal district be
allowed to employ the postmen or car
riers as he (hies in Kngland, and as our
own postmasters now employ their own
clerks, at such wages as rule in his vicin
age. Let the present high ay for post
men continue in the cities, if needs be,
in order to secure the service of compe
tent men ; but do not compel the millions
of us who live in the country to wait for
free delivery till the Government is able
to pay for the service at least tw ice as
much as it needs to cost.
One word more. Is is not the country
people alone who will be helped by fhe
introduction of the free delivery system.
The business and social correspondence
lietween men in the cities and men in
the countrv now halts half wav and for
bids active business intercourse because
of the uncertainty of the country side of
the correspondence. Make it sure that
the business letter will go straight to its
mark, and the exchange between town
and country will be d ub!ed. I know
many a fanner w ho would take a daily
paper to g-rt its market reports and to
keep up with the times ii he could have
it brought by the postman to his door.
Brave Ida Lewis.
Ida I is, the heroine f Lime Hock
Lighthouse, who had saved the lives of
o many pers m, receives from the iov
ernment a salary off 7.10 a year and two
tons of coal. When her father became
paralytic she w as made custodian of the
lighthouse for life, In appreciation of
her heroic efforts, in saving lives she has
a gold medal from the United .Sates
Treasury IVpartment, three silver medals
from the State of Khode Island, one from
the Humane Society of Massachusetts,
and another from the New York Life
Saving Association. It was in l.Stti that
General Grant piesented her the splen
did lifeboat " Ueseue," which she now
has. James Kis Jr., buiit a boat-house
for it and also sent the heroino a silk
flag made by Mrs. M I'ariand, of New
York. Miss Lew is is a member of Soro
ais, and was presented a gold brooch by
that organization. She also has a num
ber of articles from private individuals,
and a token that she much upprcicates is
a keg of maple sugar and a ox of oat
meal from a poor man in the West,
The worst cases of scrofula, salt rheum,
and other diseases of the b'ood, are cur
ed by Hood's Sarsaparilla.
Don't sxy there is no help for catarrh,
hay fever and cold in the head, since
thousands testify that Lly's Cream Halm
has entirely cured them. It supercedes
the dangerous use of liquids and srutfs.
It is easily applied into the nostrils and
gives relief at once. Price 50 cents.
A thing becomes less formidable upon
approach to it. Even a mountain dwind-h-s
and loses its immensity, if not its
glory, w hen one stands among it spare.
A man may smile and smile and be a
villain.

Perhaps no local diseane has puzzled
and ba filed the medical profession more
than nasal catarrh. While not immedi
ately fatal it i? among the uiott distress
ing and disgusting ills the flesh is heir to
and the records show very few or no
cases of radical cure of chronic catarrh
by any of the multitude of modes of
treatment until the introduction of Ely's
Cream Balm a few years ago. The suc
cess of this preparation has been 1110s
gratifying and surprising.
An Alaska Volcano.
PobtTowxse.vd, WlsxiiTO, July 12. The
report that Mount Bogostoff, Alaska, is in
a state of eruption is verified by otlicers and
pssengera of the steamer Arago. The
steamer left Ounalatk July 3. At that time
huge volumes of steam and smoke could be
seen rising from the volcano, wuile at night
a pillar of lire thousands of feet high was
discernible for miles. BogostotT is on Ou
niansk Island, and, according to Indian tra
dition, rose from the sea in 1700. The Gov
ernment surveyor give its height at 1,1'iJ)
feet, but more recent surveyors give its
height at 8S4 feet ubove the water line. Tie
volcano first began to emit Ere and smcAe
about two mouths ago. An eruption follow
ed a violent earthquake. BogostofT has been
in a state of eruption ever since. Ounalask
is about 40 miles distant from the volcano,
and no damage will result from the erup
tion. The sight is a grand one and mari
ners hope the eruption will continue, as it
.serves as a lighthouse in guiding the verse's
t'.-.Mni;h the Oimunnk pas.

of $OJ6.2tlO to defray the expenses
ploying 4V additional clerks in the pension
bureau, V'C in the record and pension of the
war department, and 10 in the second audi

for the speedy adjudication of claims to be
filed under the dependent pension act.
Hold it to the Light,
Ttie man who tells yoa confidentially
just what will cure your cold is prescrib
ing Kemp's Balsam this year. In the
preparation of this remarkable medicine
for coughs and colds no expense is spared
to combine only the best and purest in
gredients. Hold a bottle of Kemp's Bal
sam to the light and look through It ; no
tice the bright, clear look ; then compare
with other remedies. Price 50c, and $1
Educating Girls Wisely.
A prominent Kew ork lawyer recent
ly eneaged a governess to instruct bis
three little children. Said he to ber: "I
do not care so much what studies you
select for my children, but one thing I
shall insist upon, and that is tbat you
take especial pain9 to cultivate their per
ceptive faculties. I want them to become
observers, so that they can intelligently
describe what they see." This lawyer is
wise in his day and generation. One-half
of the people who think they are educa
ting their children afford men like this
lawyer a deal of amusement and only de
ceive themselves. In these days of ref
erence books and encyclopedias it is
worse than senseless to cram the tender
brains with the dates of battles, heights
of mountains, and lengths of the rivers
in the world. It is enough to know that
the Amazon river is in Brazil, without
telling that it is exactly 4000 miles long
and 130 miles wide. Indiivduality is sad
ly lacking in the education of girls for
too many of them are educated alike.

Forced to Leave Home.
Over CO people were forced to leave
their homes yesterday to call at their
druggist's for a free trial package of line's
Family Medicine. If your blood is bad
your liver and kidneys out of order, if
you are constipated and have headache,
and an unsightly complexion, don't full
to call on any druggist to-day for a free
sample of this grand remedy. The ladies
praise it. Everyone likes it. Large-size
package, 50 cents.
Men talk as if victory were something
fortunate. Work is victory. Wherever
work is done victory is obtained. There
is no chance and no blanks.
Spirit is now a very fashionable word ;
to act with spirit, to speak with spirit,
means only to act rashly and to talk in
discreetly. An able man shows his spirit
by gentle words and resolute actions ; he
is neither hot nor timid.
It is only when a man is compliment
ed that he thinks be is seeing hiuvelf as
others see biin.
