TnritE liasleen no lettcr news from Vaxhing1on for many a month than the intelligence that the House Republican caucus has unanimously agreed upon a National election jiolicy. The reports from time to time have thrown doubt upon the ability of the members to agree upon any satisfactory bill. There was the Rowell bill, which seemed suited to the Notthern latitude, but nearly w orthless in the South, and the Lodge bill, well adapted to the South but liable to work mischief in the North. Accord ing to the Washington diHpatches of a late date it was doubtful if there could be real Agreement on either, and fear was expressed that it would be necessary to put one or the other through under the spur and whip of party discipline, if any thing at all were done. That perfect harmony prevails is a happy surprise. The statement in regard to the bill which will be reported is provokingly vague. All that any of the dispatches say on that point is that the features of it w ill be an enlargement of the supervisory syxtem, so that the supervisors shall par ticipate in registration, voting, and can vassing, adding: To carry out fully the National idea, the supervisor returns are to be prima lacie evidenceof the right of a member to his seat and to prevail in making up the roll of the Houe. Iu cases of conflicting returns the certiticate of State canvassers miiy be used to allow the House to form its judgment of the qualifications of the contestant. There can hardly be any doubt as to the final enactment by this Congress of such a bill as has been here foreshadowed in outline. Not to do it would be down right recreancy on the part of the Repub licans in Congress. The people of the Vnited States had for several previous Congressional terms decided in favor of mixed responsibility, neither party being allowed control of the entire machinery of National law making; but in is a new policy was adopted, and the Repub licans were placet! in position to put Re publicanism in legal form. The corner stone of Republican principles is honest elections. Ever since the lapse of the so called force bill during the administra tion of Genera! Grant the party has been shamefully derelict in its duty. AH ef forts on the part of the manlier element of the party were resisted with a sneer at the bloody shirt. The Senate can not afford to let the bill fail there. An attempt will be made in that body to talk it to death, but if necessary Congress must remain in con tinuous session until March, ISM. Let the Democrats distinctly understand that filibustering can accomplish no more in the Senate than in the House, and it will be as dead in the former as it is in the latter. Under the Constitution each branch of Congress is to be judge of the qualilica tions and election of its own members. If. w ith the aid of the Northern Democ racy, enough Congressional districts could be captured by the bulldozers and ballot-box criminals of the South to make a majority on the original roll of the House there would be no practicable remedy or redress. And undr the law as it now stands it takes only a small proportion of the North to make such a majority. In the present Congress there are some half a dozen Southern Republi cans, and not one of them all would ever liave got his certificate from bis Govern or bad they held the balance of pwer, but finding that even with the South ab solutely solid the IemoerktB would still lack voles enough to control the House, these Governors laid down without show ing their hands. While the Constitution makes each House judge of the election of its own members it does not specifically provide for the issuance of certificates of election, available as prima lacie evi lence of title to seat in Congress. The statutory law leaving that matter to the Governors of the respective States was perfectly sat isfactory until the open and systematic violation of the fifteenth amendment lie came the custom at the South. Since then it has been iniquitous. The proposition to subordinate the gubernatorial certificate to theone issued by the suirviir is not only necessary to ractical reform but preferable on gen eral principles of constitutional law. It is a purely National and not at all a State election. The supervisor of elections is National ollicer, apjiointed by the Fed eral court, and far lew liable to be sway ed by partisan considerations than a Governor or any other elective oliieer. The fath er drove his family out of the house and stood guard over the child with a hatchet, threatening to kill anybody who came near. ' Toward evening a liitle daughter came home from the silk mill, and hearing groans in the cellar, she went down, and found her poor brother in awful agony. 1 or seven hours he had been suspended on tiir frame work. He was rescued more dead than alive, and it is believed that he will die. These facts were brought out before a Justice of the I'eaee, who issue-J a warrant for Atkermau's arrest, and to-day wag lodg ed in jail. The neighbors were on the point i of organizing a posse to lynch him, when the oflicers interfered and locked him in the county jail. Death, Not Office. ItixooR, Mk., June b. The Hon. Fran cis W. Hill, of Jlxeter, Me.-, the Democratic nominee for liovernor of the State, died this morning, after a short illness. It was less than two weeks ago that he attended the Democratic coiiventiou and accepted the noiuinaiiou. which was tendered him unan imously. About a week ago Mr. Hill went to liar Harbor as the guest of (leneral Mana ger Taysoit Tucker, ot the Maine Central Kailroad. While there he was caught out in a sovere storm end contracted a cold, which developed into acute bronchitis. He was dangerously ill for three or four days, but this morning seemed much improved. This morning, however, there was a sudden change for the worse, and he died at ten o'clock. Mr. Hill was bom in Exeter in lsi:. and lived there thoughout his life.
