Tha law passed at the recent session of tb Legislat ore providing trlhe UtaiUftcation of criminals is meeting wttn very general approval. It provide for photographing the criminal and procuring not only a descrip tion of his person, but also a history of his life ao far as it cin bo obtained. The theory that has heretofore prevailed that criminals should not be watched after tbeir discharge, but that all evidence aa to their identity should be destroyed, was bora of that silly sentimeatalism that carries flowers to mur derers and weaves "attractive" romances about the most hardened criminals. It deals ilh fancy and repudiates fact. The truth is that a criminal life once en tered upon is seldom aoandtwied. Jt is only a few days since a man, killed in the eastern par! of Xsw York while attempting a bur glary, was discovered to be an ex oonvict just discharged from a seven-years' term m a penitentiary, and ibewnter Knows oi twin er instance where a convict was par l.innl from the penitentiary, and in tix weeks was returned to it, having in the meantime at tempted the life of a man. Of course there are cases where they do not return to crime. But they are so few, comparatively, as to make a practice similar to that of the ticket- of-leave system exceedingly dangero us. Eng land was compelled to abandon it because of i the increase of crime under i'-s lenient pro visions. ! There ought to be, it is true, discrimina tion between the habitual and hardened criminals and those who hare shown a dis position to reform. But this can be readily managed by the prison wardens, who. in these days, are many times the truest philan thropists, and whose rather foolish tender ness caused them many times to refuse the photographs of criminals when tlie police believed they were necessary for the protec tion of society and the detection of crime. Cook was formerly employeil in the building in which wa located the bank. He was an inveterate moker and bad a habit of chewing the end of his cigar. The morning after the robbery a stump of a cigar was found on the floor of the bank and it gave evidence of having been n Cook's mouth from the peculiarity men tioned.
