Ikhw auk Democrats are at their old
trick. They are now charged mith hold
ing back the tax lists in order to dixpial-
ify Ib-publi.tan voter-iattbe cmiing uiu-j
nicipal elections. The Kcpubli" ans of
that State have so oAen lieen subjected
to this outrage in the exercite of their
right to vote that it is cut a novel expe
rience totht-in; but it Uj none the less
outrageous on that aceru;it, and the fact
that the more fair-minded among the
Ih-tiiocrats join ill the protest against the
present outrage is a hopeful sign for the
future. It is a long lane that has no
turning, and the day will surely come
when the Republicans of Ik-laware will
be in the enjoyment of all their rights at
the polls.
O.ns of the niort lionful signs of the
times is that the Southern press is busy
in laudation cf Southern resources and
in advocacy of their development. This
is far better than discussing the race
tpu-stiou. It is, indeed, doing much to
ward settling it. -For when there are
hundreds 1 iron works and hundreds of
cotton factories and scores of new ton ns
aud a hundred thoUMind more people,
mostly white immigrants, in Alabama
or leorgia, the exec? of population will
1-s white, abile the minority, always a
great one, of colore 1 voters, will be di
vided tmin questions of policy and fi
nance. The only means of making tiro
supremacy possible in any Southern State
is by excluding forcijm capital and pre
venting white immigration.
Senator C'jo;M-r'a proposition to have
another C institutional Convention to
nmeii-1 (be present instniiiieut is not
likely to be udoptcd. although any one
with the very least existence in legisla
tion is conscious of the necessity. The
prettent C'oiistitoiion was framed in dis
trust of the people, and a.1 a natural con
sequence it is more an oUstroction to all
legislation thnu a restraint upon vicious
legislation. There is very little evil that
it has prevented in this regard. And in
stead of the tiener.d Asw-mbly legislating
locally, we are grow ing into a condition
when the courts legislate locally by their
decisions. This is the case ia the laws
covering cities, as it is in other cases.
And it is a matter for congratulation that
Seejetor Cooper lias started discussion.
It is a leaven that will work, if it has a
chance. Hut if we should have another
constitutional convention it is hoped that
it wiil not lie an aggregation of incipient
Mugwumps, engineered by the minority

Dr. Fuller says the glottis swelled sudden

to have been committed by them. Then
Miowed the startling statement that neither
of litem has been arretted and that no action
had been taken iu the matter at all by the
I.alian Government.
When shown the last report Captain
Linden, of Pinkerton's IMective Agency in
this city. -aid last night : "I do not believe
one word of it because it is a story invent"-"!
by some one to cause excitement. It is a lie,
liecause I know both of the Italians are in
jail. They are not in Naples, as stated in
that dispatch, but ana in the jail at Maida,
in the province of (antanzaro, and Minister
C'risi was the one who issued the warrants
for their arrests. Our London agent was
there at the lime of their arrest and I don't
think he would send roe a Ctlse report, Ik

of their arrest I went to the Secn-tary of

in Italv, and thev are there now. That is
how the matter rests now. The affair is in
the hands of the government and I don't be
lieve the Washington authorities are going
to allow themselves to be cheated out of their
prisoners. The treaty between the Toiled
Stat" and iiaiy says that jiersons guilty of
murder shall be extradited. There is no res-

we will have both of these men on trial iu

Swept Away by Fire.
Qi xhbc, May 10. A fire which broke out
early this lucrning on Yalier street, in St.
Sauveur, a suburb of this city, spread with
great rapidity through the wooden district
which surrounds it. The local arrangements
for quenching the tire were defective, and
the yuehec tire brigade was sent for, and was
quickly on the spot, but its efforts were crip
pled for waut of water. 15 Battery was call
ed out. and rendered valuable assislame in
fighting tii-j flames.
While the military were preparing to blow
up some of the houses to check the Cre a
premature explosion look pla--e in one of the
I., -uses, killing Major Short and Sergeant
Wllick, of li Battery. Bolu were buried in
the ruins.
Nearly 1I the houses were of wood, and it
was soon ms-n by the swift spread of lite
fl unes that there could 1-e no hope of elieck
ing them until they reached theoren coun
try. The occupants were comcl!ed to flee,
leaving their effects behind. The greater
number ol them camH-d out all night in the
fields, while a few found shelter with friends
iu this city.
Tiie tiie rajid furiously all day, notwith
standing rain fell steadily after 1 p. rn. By
4 VI this afternoon it had burned itself out
sAer reaching the limits of St. Sauveur, the
toll gate keeper's houe in Yalier street being
al-oiit the last to go. The district north and
wet of Massue ami St. Ambroise streets has
been swept clean, with the cxcciitiou of a
portion of Yalier street.
About T? houses were burned. As many
of them were tenements, the numlwrof fam

Hon. Mr. Merrier and other prominent
men are interesting themselves in behalf of
the homeless fieople. Application baa been
