The bill provides Ijt tin? pro tection of public hea.th by promoting tbe swine, ana matting n a niiMenieanor to sen the aatne without inspection before slaugh tering, within tiii a CouimonwettUh. and to authorize counties and niunini-alitie to air point insptsHors thereof. This is what is known as tlie "Chicago DrsMtJ Bwfbill.' Legislation ofthe kind is very doubtful. The Inter-State rommerce business if ?o free that to place any restrictions upon it by legisla tion, is looked upon as an infritim?iit not warranted by the Constitution. The frit-mis ofthe measure doubted the conHtitutionality of the act. Tbe comity of tyate? is so great that to disturb it by legislation of tbis kind b to recognize the iH.Tni.-nms doctrine of State rights, and in tlte end inut prove a eryrreat injury. The I'i.iialelphia Ve of Kriilay in a long editorial sttvuIy con demned the bill, and tiie T'.ih of Saturday closes an editorial as follows : ' Wliiie some system of iii-jHX-tion of food articles that would inspect miht le ttdvitiitaeoii a btil that had for its only oljtvt the misin of an imjaHable wall aaint alt U-ef killed out side of tbe bo'indaries of the State deserved only to die, and be buried a? quickly as pos sible." licrew is when? the friends of the proposed leglslalion made a niiMake. It looked too much like a-i etfort to crowd out the Chicago btf, and hence incre-c the de mand and price of home pod'iction. Mil ler, of your county, voted for lint bill, and Tugh against it. The social event of the week wai ihe re ception given by the Governor, at the Jisec utive Mansion. It wa. a brilliant cll'air, there being some fifteen hundred gut-stt present. The youth uiid Intatity ofiiicity. as well as a larre nuinlier from advance, together with the Members and Senators were present. The (rovernor was at his bet and his charming wife received wi'.h much i affability and cordiality. The Mowers were beautiful, the music fine, and many of the ladies' dresf-es wereelaUrae. The alTair was noted for the absence of anything? strotiL-er to drink than lemonade, and no dancing. J It is rumored that there are to be several I more of tbe kind during the session. Following tlte gnyety of the reception came the announcement ofthe fud.-n dou'.Ii of Senator Taylor, from the city of Thiladel pbia. He was a bright youn man, auddiel after a short illness, of pneumonia. Ills death is regretted by all who know him ; tbe burial takes place on Sunday, in his na tive city. The Senate will attend tlie funeral in a body. The South Penn has so many aiih, that no one seems to know what will be the final outcome. As yet Senator S;ecl s bill ex tending Railroad charters ha not come o.t of ibe Senate Committee, aud it is doubtful if tbe bill will U favorably reorteil. Toe bill is general in itscharacter, an l it is claim ed by some has no reference U the Smth Penn muddle. It is very difficult to say what will be the ji txU of that unforttinato mad. Representative Pugh t ofthe opin ion that it will not be built at this time, and the oily and bert thing to be done is to al low the charier to expire and hiirs a new company formed, with a new charter; tbe amonntof work done mipht induce subse quent stockholders to build the road. It cannot pas into the hands of (lie Pennsyl vania Company, under the decisions of the Court. The Vatiderbiits mny hold it as a lah over tlie P. R. Ii., in order to accom plish certain ends.
