Capitol to the National Ob-
servatory, ol permanent exposition. In
this the exhibits of the arts, industries and
resource of toe Kepublic could be gathered,
and the States and Territories should have
pirmission to erect permanent buildings in
which their contributions could be placed.
Space would also be granted to the govern
ments of Central and South America to do
likewise, thus presenting in Washington a
miniature view of the greatness and resour
ces of the western hemisphere. The plan is
to prefiare for such a celebration in lssfi, to
be subsequently enlarged to a more com ore
hensive exhibition in Isi.2.
At a meet hi ' for the discussion of this
subject a committeeman wanted to know,
tirst, what the District of Columbia would
do. Another replied that it is not proposed
that the disfranchised citizens ol the District
should contribute a cent to the proposed
Exposition. They were like children who
were permitted to play in the government's
back yard.
Auolher thought that the best exhibition
the District could make would be to show
its own helplessness. It was needed as a
bad example. Washington was simply a
resting place for the government, being ue
yoted to department work and .social excite
ment. There is no industry or commerce,
and it is needed, lie had observed that all
the tine statues in the city were of army and!
navy officers. There is just cue that of
Uobert Fulton and bis model, in the Capi
tolrepresenting men whohavedone some-;
thing to advance the industrial interests of
the country. He thought that if an exhi
bition such as the one propoed was held,
it would stimalate energy and trade through
the country. If the pe-.iple could come to
Washington and there see the resources of
the various states and territories, it would i
help them. !
Dr. Loring indorsed the project of the per
manent Exposition, because he believed in
industry as a stimulant to enterprise. The
District is the place where a man can
come to learn the most. It is true that
there are no milis, no strikes, no prospect
of them, unless members of Congress strike,
and no industrial controversies. The in
dustries of the country are represented in
Congress. Nownere can the diverse indus
tries of trade and industry be studied so ad
vantageously as in Washington.
Senator Frye, of Maine, expreeses himstif
warmly in favor of a permanent exposition
in Washington. The city, he says, is in
itself a permanent exposition for the educa
tion and edification of the people of the
United States, and of the world. Every in
telligent move for its improvement and em
bellishment has tbis in view.

will, i. ia hojnsd, soon receive attentive con
sideration at the hands of our law-makers.
It is becoming luore and more evident with
every year tbat the present limit of the al
ternate or "short "' session ot each Congress
leaves insullicieiit time for the transaction cf
necessary public business. Congress assem
bles early iu December, and, aiiuo. t before
it begins any work, there comes the Chri-t-raas
vacation. Then it is the middle of
January before work is iairiy resumed, tlias

mination ot tiie session, le result is nasty
and i!!.consiiered legislation, appropriation
bills rushed through without inquiry, or de
feated without due examination, and gener
al and unsatisfactory and unsafe disposition
of ttie jieopie' aiTairs.
It would be a very great improvement in
every way if the tiofiog day of Congress
were set back to April 30, thus giving some
sixty days more to the session, and alfcrd
ing opportunity for material improvement
in the volume and quality of legislation.
That would be a much better time in
which to celebrate the inauguration of our
Pr.-sidcnts. also. Tbe -ith of March comes,
ss a rule, at tue most disagreeable period cf
the year. Every inauguration day attracts
greater crowds to tbe capital, and there is
every reason why the occasion should be
transferred from the inclement month of
March to the last of April, when gracious
and balmy weather may be reasonably ex
pected. Thre will not be many changes of resi
dence on the 1st.

And everyone needs to put
their system in good condition,
to suard against disease thaf
'may give you serious trouble
during the Spiing and Summer
months. Simple remedies are
generally what ' is needed. We
carry a very superior stock of
Drugs and Medicines,
and guarantee the strictest pu
rity. We make a specialty of
filling physicians' prescriptions
and family receipts. None but
the Purest Drugs dispensed.
We endeavor to keep in stock
everything that is usually wan
ted by our many customers,
but anything we may not have
will be ordered in at once, on
short notice.
But to change the subject.
You may be ruptured, and if
so, we can supply you with
Trusses and Support-
Ct'S at prices much below those
in the city, or, as we do all of
our own fitting, can safely say
that a perfect fit will be guar
anteed. Three-fourths of the
Trusses sold do not give satis
faction, because they are im
properly fitted to the body.
14 We have a private apartment
in connection with our store,
for the proper fitting of these
goods.
Trusses for men, children and
ladies always in stock. If you
have had trouble heretofore in
getting fitted give us a trial

! money refunded. Do not for-
