But as the law appears in pamphlet form " thepar V is changed to " the parties, so as to leave the impression that tne persons to be ! marrieil must go before the clerk and be questioned. Without disparagement to others, we claim that we bava combination capable of doing a great deal of work in tbe best style, under ray personal observation ; while my extensive acquaintance in this and the adjoining counties, among School Directors and other prominent citizens, many of whom were among my former pu pils, may enable me to secure good places for tbe most deserving, I have al ways done this with pleasure, especially for the ladies, who, while tbey are Xature'sown Teachers, are sometimes without employment. The Art of Teacning, as developed in tbe old Xormal, had been carefully studied by means of repeated visits to the State Xor- mal and tbe best graded schools. At tbe outset we also had valuable aid from two specialists. ComstocS's Elocution was ably illustrated by Cyrus Elder, Esq., who bad been one of his pupils ; and penmanship by Mr. Mallory, whose services gave us some excellent teachers in that branch. We have now employed another specialist for Vocal Music and Penmanship, who will also assist us in other school work. The great neces sity ot the time was to create a body of Teachers, and the recruits we were collect ing for that purpose needed first of all good elementary training. For that reason, tbe main benefit we then derived from the les sors in elocution was, that we learned to drill pupils by au easier and more effective method than we had previously employed. The success ofoorelforts is well known: we may now give a few ideas based upon our experience. The composite character of our language and the conservatism of the race have made the study of orthography very dilficult a didiculty still farther increased by cureless pronunciation. For instance, the question why there should be an n or nn i in an tin-1 accented sjllabfe may require a Latin sch I- j ar to determine; yel school-boy wi.l ea,i- j ly learn to sp.-ll the word, if he has been j taught to pronounce it correctly. Pupils i who are not made to distinguish certain of our obscure vowel sounds will be everlast ing blunderers. Yet we have Teachers who have neither been properly trained in the elementary sounds of the language, nor taught to pay attention to tbe directions contained in the very books they are using. How long will it be before such Teachers learn to give out a spelling exercise correct ly T A Xormal School cannot afford to neg lect this branch, and articulation and pro nunciation should go with it. My advice to a student would be: Takeyoar Diction ary with you, for if your teacher under stands bis business you will need it ; and by all means learn to spell well, that you need not write a bad hand all your life to bide your bad orthography. Every shade of meaning can be expressed by words, aided by the modifications of em phasis and inflection. The simplest ques tion can thus be made to suggest a great va riety of answers; yet a child will always emphasize correctly, and an adult can do no more. But when we come lo read or quote the langnage of another, the trouble begins. The art of reading, tben, would seem to con sist in fully entering into the spirit of the author, and adopting bis words as our own. This is not to be learned by a system of rules, but by actaal practice. A class in the Public Schools can be readily taught, and will make good critics in reading; yet Teachers, though tbey may be familiar with the theory of a treatise, are apt not to read any better on that account I once brought a package of readers into a large Institute in an adjoining county, to show them our method of teaching. Tbe selection was a dialogue in a familiar strain, bnt tbe exer cise seemed to be a revelation to them. They criticised each other just as so many school-boys might have done, and could see the correct reading after it bad been pointed out to them ; yet it seemed they could nev er read a sentence without misplacing the emphasis. Again, the art of reading might be said to consist in naturalness. This would be true, if the natural manner were always free from defects of utterance, ami adapted to the subject and the audience. On Saturday last, in the Indiana County Li cense Court, Judge White pa sed upon the applications before him and finally refused to grant any of them. The first application was that of Frederick Kiefer, who claimed that when he was refused last year he bad $ J 300 worth of liquor on hand and cauldnot now sell. He proposed to the Court if they would give him license he would give bond to quit when his liquor was sold.
