Tbe time will soon be here when school
boards will select the teachers tor the com
ing term. Tbe duties of the school director
are all-important, bat the one of selecting
teachers is the most important of all. Good
teachers should be their aim with good liv-
ing salaries. Another very important duty
for our school boards will be the adoption of
a physiology. Tbe law referrine to this
branch of study does not . mean that the
teacher Is obliged to teach those pupils who
feel inclined to study this branch, but it
certainly means that every pupil who can
read musr recite Physiology and Hygiene as
regularly as they do spelling, reading or any
other bran oh of study taught in our common
schools, hence tbe great importance of se
lecting a proper book and tbe board should
consult tha teachers who haye a knowledge
of this branch of study, and adopt a book
that can be used to advantage in our com
mon schools. Now & Tbkk.

Death of Dr. Geo. B. Findescfro.
Dr. Fuadenberg was born' in Le blown,

He was the second son of Daniel Fuaden

tempted to abow from an humanitarian
standpoint why a new jail should be erected
and why it is a duty incumbent on tb
Commissioners to erect socb an institution.
Certain persons by indulgence in glitter
ing generalities and liberal indulgence ia
wbat tbey deem sarcasm, have been at
tempting to educate public sontiment in tbe
diret boa fopposkioa to tbe building of a
new jail, w hen an editor prostitutes his
columns, or a correspondent bis pen, to tb
furtherance of evil, to the preaching of a
gospel of retrogression instead f on of
progress, that editor or eoirespondant is a- j
u ruing a responsibility for which bo will
be called to strict account in tbe fufoiw, and
bis most vehement accusers will be the men
whom be has deceived.
Tbe grand argument of tbe opposition fe

silly enough to suppose that a jail can bo
built without cost, and tbe cost must be

would fain have persons believe it to be).
would become a merely nominal amount
assessed each year to pay Interest, and form
a fund for the final extinction of the debt.
It would be bad economy to repair Um old
jail, for the reason that tire prisoners would
have to be rem-ve! and an additional cost
incurred; the repairs, after' made, would
soon be needed again. "Cat if a new jail
should be built as recommended. I believe
by? the last Grand Jury, in tbe northeast
corner of tbe Court House yard, the old jail
may be utilized during the building of the
new for the detention of prisoners. After
the new jail shall have been built, the old
building need mot be toro away bat may be
retai ned and refitted. Tb rea sets of ofliccs
can be made in the part of the building now
occupied by the Sheriff as a dwelling ; these
onieea will rent for at least one hundred
doilars each per year, paying a total of three
hundred dollars into tbe ccunty treasury.
If desirable by which 1 mean if there
should be a desire for 'more offices the
"prison pen" can be renovated and at least
three more seta ofiiftioes formed, producing
the same rent as the others, making the old
jail pay a revenue of six hundred dollars
into the county treasury. There is nothing
fanciful ia tbe figures I have given the
prices can be realized whenever the offices
are fortliconiing. In addition there would
remain apartments np-mr, whWh eould
oe convertea to a variety ot uses, one vi
which might be as a ball in which the Com-
juisiionere might meet but an abundance
of uses wonld be found. .
Should a new jail be erected at tbe point
cited, it could be readily' and thoroughly
cleansed ; soil pipes and fixtures could be
scientifically arranged; a. water-tank of
many bunuTedaWbarresi capacity eould be
placed in tbe tipper part of the building, and
by a properly arranged wind-mill could be
kept constantly full. Such a tank would be
supplied by the new wall wUkh has been re
cently sunk in tbe court house yard. By a
proper system of plnmbing and fitting tbe
entire new building cou'd be supplied with
water from this tank, or flooded in case of
necessity. The Balto. and Ohio Railroad
Company use many of the wheels, to which
I have referred, at their waterstations ; there
ia one at Confluence, one, I believe, near
Somerset, and some others in tbe county.
Such a statetof things would surely be pref
erable to tbe existing on. . The question ia.
what will our next grand jury do? Tbe
last recommended the building of a new
jail. Wiil the coming one' "stultify "Them
selves br recommending anything else? If
tbcjeiiBten to the gush of certain demagogues
and would-be political btavy-weights, tiiey
may recommend repairs ; but the hope of
tbe people who know anything about the
present prison here is, that their official
oaths will be of sufficiently binding force to
cause them to recommend, as they should
do, the building of anew jail. But what
wilt be the '' grievous burden, heavy to be
borue," which, (according to some persous
who really know better than they say), will
be laid on the tax payer i of this grand old
county of Somerset? "Let us reason to
gether " : The gross valuation of this coun
ty Is, for all purposes, S7.W9,321 ; this, at
one mill, on tlie.iloilnr, will pay in round
nnmbers, $7,0fO yenrly. In other words, the
mau who owns 10y0 worth of property
would pay at one miil.on the.dollar, which
ts one tenth of one per cent, exactly out dol
lar more tax than be pays now. ' it might
be a grievous burden for any.'one on tbe
verge ot an assignment, bnt not to- most
peopie : only save ten drinks of whisky per
year and it would be paid, an abstinence so
sMgbt that it wonld not hurt anyone.
Now, any one who sees fit can figure for
himself th number of years that it would
take to pay for a new jail at any gi vn Cist
thai would probably be incurred for suid
winding, and it is to be btrrnetn-mind that
tliinterest on the money would, oratJcat
eould bepaidby the rent of the offices which
I have shown can be formed by retaining
the old building and convening it to sncb
use. Of course it is well understood that
tha old building and grounds could must
likely not be sold oitbout a special act of
Assembly authorizing such sale, and on the
basis above laid dowa it would not be de
sirable to effect such sale at alL Another
point from tbe humanitarian standpoint. A '
gentleman recently at the county seat in
formed we last evening that there are two
prisoners in tbe " prison pen " which dis
graces the name of jail at that town, wbo
are wearing ' bail and diaia to prevent
them from breaking out. This is a very
beautiful stats of affairs. By what right are
prisoners who are merely handed over to
tbe Sheriff " to be safely kept " so disgraced 1
Remember, no matter what the weight of
evidence against these men, or either of
them, may be, they are' presumed innocent
Uutil proven guilty." Do you place a ball
and chain on an innocent tnan?To you
uot rather awaken tbe presumption of guilt
and ot a desperate character by such treat
ment ? Is there sny law for such a proceed
ing? What crime have tbey committed?
So far as pranf goes, none.
Tbey are prmmpthtlji as free from guilt of
any kind as sny one else is. Their only of
fence is thus far in the proceedings, that
they bare been arrested, charged with cer
tain offences, and found no one wbo would
"go their bail" in order to secure tbeir re
lease. No man in the county tbe Judge on
the bench dare not charge any crimeagainst
these men to-day more than I have stated
Is it a crime to have no inHuential friend to
lend the weight of his purse to deliver one
from tbe clutches of the sheriff?
But suppose these men bad friends who
were willing to trouble themselves about
their treatment, might not the sheriff, or the
county, be in some little danger? To shut
a man up ia sncb an atmosphere of filtb as
pervades Somerset ''prison pen" is bad
enough, without the additional suffering en
tailed by wearing a ball end chain. Sher
iff Spangler brought certain prisoners into
Court for trial wearing shackles, and Judge
Baer ordered him very peremptorily to take
the prisoners back and remove the irons,
and never again to.be guilty of introducing
a prisoner into tha cam t naum, unilerpenl
ty of being fined for contempt. Th truth
in a nutshell is simply this:-The present
jail is unfit, in every respect, to be used as a
place ot security for persons charged with
crime. It is in seen re. It is not ventilated.
It is abominably filthy and cannot be clean
ed. It is in direct and gross violation of tbe
laws regulating prisons. It is a place of tor-
ta-e fur tbe poor devils wbo are so unfortu
nate as to be shut up within it.. It is a cess
pool from whose contaminated air emanate,
fever germs, diphtheria spores and deatl
It is a public nuisance, and the Commission
ers are liable to prosecution for sot abating
it. It is a source of disgrace to the entire
county, and is tbe. worst prison in the state.
Repairs raunot bring it up to the standard
that modern civilization dejuacds tience a
new jail is an imperative n cessity
When some one taks the trouble to answer
th arguments I hare adduced in favor of a
new jail not by proclaiming .himself the
Jenrmiabof the county, nor by feeble at
tempts at wit, which excite mirth in none
hut himself I may com again, and. ter-
haps sooner. v , ; ) . ,
