Judge Breden. of Butler comity, has just rendered a decision which will be read wi'h great interest. It seems that the bwu coun cil of Kittanning refused to allow tbe chief burgess to preside at cocncil meetings, and he in turn refused to sign orders on tbe tax duplicate.
