The records at Wash ington show that for seven years be made no returns at all of any iucome, but permitted the assessors eath year to estimate the amount, and add thereto a penalty of Cf;y per cent, which he paid, thus proving mo.-t conclusively that the amount, with the penahy addud was not over esti mated, else he would have appealed, as the law give him the right to do.
