TUB FOREIGN ELEMENT.
The population of the city of Nctv
York is probably one-third foreign
born. The American population
comes from all the States and, Terri
tories, but business interests drive
just so many. from every locality .to
this common cehtre. The ' South is
fully represented here. ' The ' war
ruined hundreds of . thousands of
Southerners, who were compelled to
do some business that they might
live, and they drifted into New York,
because, being a cosmopolitan city,
they would . stand a better show of
getting something to do that they
could live at. There are thousands
of ex-Captains, Colonels and Oeoer-i
als of the ex-Confederacy in .New
l ork ; in fact the number is so great
that, in tbe event of another conflict
between the sections, it would be a
question as to where New York
would Btand. Take tbe strong Dem
ocratic maiority, and . add to it the
enormus Southern element that has
settled here since the war, and the
great city might fairly be counted on
tbe side of the South.
But it wa9 not of native foreigners
that I started to write. , ,
, The foreign clement proper has al
ways been immense, and of late years
it has swelled beyond any one's idea.
It has grown to that extent that
each nationality has made its own
settlements, and has its own commu
nities. The

occupy the territory bounded by
Canal, Amity, Rroadway and South
avenue. Within Wio territ'vrv you
never Lear a word of (Jerman and
very little English. You might as
well be in Pari. Tbe occupations
followed are peculiarly French. There
are French laundries, Frenc h board
iny-bouaes, clove-cleaner, boat-
maker", confectioners, artificial flower
makers, feather cleaners, aad occupa
tion of these natures. Tan French
are hy themselves, Lave their own

fraternize ith no other people. Tbey

and they take very little interest in
the affairs of this country. Tbey

dom aro seen at the polls. What
they want is to get money enough to
give them a competency. in their own

are scattered all over tho city, but
ther have their center. The district
bounded by Canal, Houston and tbe
Bowery is exclusively Jewish. The
butcher-shops have every one of
them the mysterious Hebriac charac
ters that indicate tbe killing of ani
mals after the orthodox fashion. They
follow all sorts of occupations. Thev
set glass, there are whole streets of
them dealing in birds, they rake the
gutters for rags and scraps of paper
tbey do anytbinir that will turn an
honest penny. Tbey all start poor,
but vpry few of them stay so. When
a few hundred dollars is accumulated,
a little shop takes the place" of tbe
peddler's basket, or a small ware
bouse takes the place of the tag and
book.' Unlike the French, they come
to stay, for in no country ia the world
are they given e many privileges."
Tbey rise in life rapidly, aud, adapt
themselves to circumstances, as water
seeks its level. When the peddler's
basket has grown to a shop, and the
shop has swelled to a Broadway
store, tbe Jew, whose industry has
made it, leaves his dingy quarters in
the locality named and blooms oot
in a fashionable house up town. He
does not quit being a Jew, nor does
he go back upon his race or tbeir cus
toms he simply reaches out fur a I
