Under the first section of the Article
on Legislation any act of the Legis
lature may be tied up for years in
the Courts on questions raised as to
whether, on its passage, it was not
altered amended so as to change
its original purpose.

providing in one article that each
house "shall judge of the election and
qualification of its members," and in
another article providing that "the
trial and determination of contested
elections of Member of
the General Assembly
shall be by the courts of law." How
is each House to judge of the election
of its members, if the courts of law
arc to determin that question ? Th

of the other.
