Whereas numerous complaints ore almost uatly made concerning the state of the streets &nd alleys of the Borough, and especially Broadway, and whereas. I believe it to be the duty of those who are placed in office for the purpose of executing the laws and regulations of the corporation, to see that those laws and regulations are slrictlv carried out. and believing that I am reanonsibln both bv law and by oath of office for the due execution of all those duties that are enjoined on theChief - . . ., uurgess ana Miiccr or the liorongn, J mere fore tive notice to every person or person?, who nave, or hereafter shall have, or permit any nuisances of any kind or nature what ever npon any of the Tublic Streets oralleys, that unless such nuisances are removed with in twenty days from this time, that the offen der will suffer the penalties prescribed by law. For a number of years the provisions of many sections of the act of incorporat ion liuvc been violated with impunity, and wheth er it was the result of neglect on the part of mose in power or not, 1 am unnuie to say, but certain it is that the time has come when necessity calls for their enforcement and in order that no individual may be surprised for want of due notice, I take this method of in forming th'em of what laws they are called upon to obey and which I have dctermiued to carry ont. , 1st. The 12th section of the act declares any house built upon any street .or alley, a public nuisance and declares it abateable and punishable as such, and the offender shall pay a penalty of 30 pounds. To avoid this result I would recommend that every person desiring to build, should apply to the Borough jttegnlutors. whose duty it is to ascertain the true line of the street. , The 14th section of the charter provides a penalty of five pounds against every person who lays, or causes to be laid, a foundation, without applying to the regulators. The 33d section provides a penalty 4of 20 shillings for casting or laying shavings, mud,. ashen, or other filth or unnoyance on any pavement, street, lano or alley : tho offender to be convicted before either ofthe Burgesses of the Borough, and the person so convicted shall pay tho cost of removing the sanio. The 34th section provides a penalty against any person who shall cast or throw out of any cart, wagon or other carriage, any rub bish, dirt, or earth, in any struct, lutio or alley, tho offender to pay the costs of -removing the same upon conviction before either of the Burgesses. The CGth section provides agaist casting -or throwing carrion, Ac, in any unenclosed ground. Tho Regulators are to determine the width and heightli or pavements, and all posts are to bo put in as directed by them. I have observed that a number of individuals are in the habit of digging up the sand on what is commonly called tho buck lane, a short dis tance below tbo l! raveyarrl, and I am inform ed that some individuals have presumed to sell tho same at 25 cents per load : this prac tice has been carried on to such an extent as to make it unsafe for even foot travellers to pass along said lano, in consequence of tho deep excavations that have been made. For the information of those individuals I would here state that it is just as much a tmisnncc to die up the soil on a public hitrhwar thereby rendering tho passage of the public danger ous ana inconvenient as it is to placo obstruc tions on the sumo, and that all are criminally linble whether they actually do tho act or order it to be done. Much iron ore and lumber is placed on the river bank, which is the cause of daily com plaint : whilst I am in favor of permitting every citizen to carry on his lawful business in any part of our t own, I cannot seo the justice in allowing some to occupy those por tions of our public grounds to which no pri vate individual can have a right, to tho ex clusicn of ethers. Nearly the whole of our river bank is taken up, not by persons who merely desire to occupy it for some transitory fir legitimate purpose, us lor instuuce load ing their lumber on boats, or their iron ore on -ors, but they make it u permanent board yard, or place of stacking their iron ore, line- etone, Arc. Broadway is a public street and null be kept open for public use. Those in dividuals who occupy it for private purposes will do well to remember that all Mich ob structions are abateable. and the individuals indictubh.', and thut it trill be done. It is tho duty of every citizen to know the law, but as our Borough ordinances have not been observed for many years, I have thus seen proper to give notice of my intentions. I believe thut there is no use in having laws unless they are adhered to. I do not mean to be partial or sel fish, but intend to serve all alike and will do my duty without respect to friend or foe. Many of our citizens re marked on the day of the election that they would vote for me because they believed that I would attend to the duties of the office. Queen Elizabeth'! time cloths made of it were imported into Europe. The Hollanders pre ferred it, for tine fabrics, to those made of flax. The tenacity is such that a thread may lie spun one hundred and seventy feet long with out winding. It is fifty per cent, stronger than flax. A thread over six miles in length weighed only a trifle over one thousaud two hundred groins. IMIoway's Ointment and Pills, a certain (Cure for Bad Breasts, Caked Breasts, and Sore Nipples. The wife of Mr. II. B., of the Broadway, New York, suffered several months after the birth of her last child with a bad breast, several holes having formed on the same, her nipples were nearly gone, and it was thought at one time that the breast must be Uken off. Mr. II. B. put ber under a course of II olio way's Ointment and Fills, after having tried every other means without success ; the Ointment was well rubbed into the parts affected, and the Pills were taken regularly.
