The Golos publishes a special dispatch from llisano, a village of Dalmatia, seven miles northwest of Cattaro, which says : "3Ioukhtar Pasha, on the 23th inst, succeeded, without at tention of the enemy, in outflanking Prince Nikkita's army near Korito. jMoukhtar Pasha has reached Bilek. Prince Nikkita's position is critical." The Golos also publisnes a special dis patch from Cettinje, stating that a telegram received from Prince Nikkita, dated Gra- hova, July 28, says : "The Turks under Moukhtar Pasha attacked us early to-day near Urliza. A severe engagement ensued, and the lighting is still proceeding. We have broken throu:rh the Turkish lines. Othnian Pasha was captured and brought here alive, and wc have taken many prisoners." Turkish Atrocities in Bosnia. Taris, July 31. The Couriers special telegrams give the details of massacres by the Turks in Bosnia. Three hundred Christians were tortured and drowned in the villages of Pcrvan and Trimar. Twelve women were cut to pieces at Pavics. The Stan dard's Yagusa special saj-s Selim Pasha has been killed. Three thousand Christians were massacred at Pryedor. Act to Suppress Lotteries. Both Houses of Congress recently pass cd, and the President has signed, an act which will have the effect, if carried out, of entirely suppressing the lottery business in the United States, or even the circula tion of lottery tickets or gift concert ad vertisements. The first section relates to the circulation through the mails of ob- hconc literature, and is a slight amendment of the present law. The second section amends section 3.S93 of the postal laws, 0 that it will read as follows : Xo letter or circular concerning lotter ies, so-called gift concerts, or other similar enterprizes offering prizes, or concerning schemes devised and intended tj deceive and defraud the public for the purpose of obtaining money under false pretenses, shall be carried in the mail. Any person who shall knowingly deposit anything to be carried by mail in violation of this sec tion, shall be punished by a fine of not more than S30U nor less than $100, with cost of prosecution.
