On the 2'ld of March the Emperor
William of Germany completed his 76th
birthday' and it was duly celebrated in
Berlin. His life has been a singular,
long and eventful one. Born in 1797.
he is old enough to remeaiber the utter
ruin inflicted upon Prussia by Napoleon
the First in -1806 and 1807. when she
was cut from 9,000,U00 people to 5,000,
000, and hall her territory wrested from
her, and when she was bound by treaty
not to keep up an army of over C0,000
men. There is some difference between
that Prussia and the one he rules over
to day, with its 40,000,000 of people and
an army ol over a million of men. lie
has been in Paris with a Prussian army
twice. The 6rst time was iu 1814, alter
the overthrow of the first Napoleon, and
again in 1871, father the overthrow of
Napoleon III. He saw Napoleon I take
Austria out of the German Confederation ;
saw her return to it Biter his fall, and he
has again seen her out at his own dicta
tioo after the battle ol Sadowa in 18GG.
He has seen three generations o! European
Inooarchs. The future historian will re
yard his reign as more important in the
tinnals of Prussia than that of any of its
previous rulers, with, perhaps, that of
X'rcdVrkk the Great alone excepted
Although a man of no superior ability,
he has had the next best thing to it, the
faculty of recognizing it in others, aud
selecting them as counselors in his cab
ioet and as leaders of his armies.
